Il est possible pour un pilote de demander le transfert :
de sa licence d’un État membre de l’Agence Européenne pour la Sécurité Aérienne (AESA) vers le Luxembourg ;
de sa licence du Luxembourg vers un autre État membre de l’AESA ;
de son dossier médical d’un État membre de l’AESA vers le Luxembourg ;
de son dossier médical du Luxembourg vers un autre État membre de l’AESA.
Les transferts sont effectués conformément au point ARA.GEN.360 du
Règlement (UE) no 1178/2011 de la Commission.
Personnes concernées
Tous les candidats qui désirent transférer leur licence ou leur certificat médical :
d’un État membre de l’AESA vers le Luxembourg ; ou
du Luxembourg vers un État membre de l’AESA.
Conditions préalables
Pour demander le transfert, le candidat doit :
pour un transfert vers le Luxembourg : détenir une licence ou un certificat médical valable délivré par un État membre de l'AESA ; ou
pour un transfert vers un autre État membre de l’AESA : détenir une licence ou un certificat médical valable délivré par la Direction de l’aviation civile (DAC).
Une personne ne doit détenir à aucun moment plus d'une licence par catégorie d'aéronef délivrée conformément à la Partie-FCL / BFCL / SFCL, ou plus d'un certificat médical délivré conformément à la Partie-MED du règlement précité.
Toutes les licences de personnel navigant détenues par un pilote doivent être délivrées par la même autorité compétente.
Coûts
Le transfert est payant. Le paiement est à faire par virement sur le compte de l’ALSA S.A. avec indication de la référence suivant le tableau ci-après.

Modalités pratiques
Transfert d’une licence d’un État membre de l’AESA vers le Luxembourg
Afin de demander un transfert, le titulaire est tenu de soumettre le formulaire correspondant, dûment rempli et signé à la DAC par courrier postal ou par email, accompagné des documents qui y sont indiqués :
pour les pilotes d'avion et d'hélicoptère : formulaire DAC-LIC 114-2 ;
pour les pilotes de planeur et ballon : formulaire DAC-LIC 114-3.
Avant d’émettre une licence luxembourgeoise, la DAC contactera l'autorité qui a délivré la licence étrangère pour s'assurer de son authenticité.
Les certificats d'examinateur seront transférés automatiquement, à l’exception des certificats de "Senior Examiner".
Transfert d’une licence du Luxembourg vers un autre État membre de l’AESA
Un pilote souhaitant transférer une licence luxembourgeoise vers un autre État membre doit soumettre une demande à cet État membre.
L'autorité nationale concernée adressera ensuite une demande de vérification de la licence à la DAC.
Transfert d’un dossier médical d’un État membre de l’AESA vers le Luxembourg
Les pilotes qui souhaitent transférer leur dossier médical étranger au Luxembourg doivent remplir le formulaire correspondant (formulaire DAC-LIC 114-4) et l'adresser au Service Aéromédical de l’Autorité de l'État membre émetteur du certificat médical.
Transfert d’un dossier médical du Luxembourg vers un autre État membre de l’AESA
Les pilotes souhaitant transférer leur dossier médical vers un autre État membre doivent remplir le formulaire correspondant (formulaire DAC-LIC 114-5) et l’adresser au Service Aéromédical de la DAC par email.
