Flight tests with a view to obtaining/revalidating/renewing a pilot licence and class, type and instrument ratings

Applicants who meet the prerequisites may register for flight tests for:

  • the issuance of a light aircraft pilot licence (LAPL);
  • the issuance of a private pilot licence (PPL);
  • the issuance of a balloon pilot licence (BPL);
  • the issuance of a sailplane pilot licence (SPL);
  • the issuance of a commercial pilot licence (CPL);
  • the issuance of an airline transport pilot licence (ATPL);
  • obtaining, revalidating or renewing a class, type or instrument rating (IR).

Who is concerned?

All applicants who intend to sit one of the practical exams listed above.

Prerequisites

To register for a practical exam for the issuance of a licence, rating or certificate, applicants must have:

  • passed the required theoretical knowledge exam;
  • completed the practical training course;
  • obtained a recommendation from the ATO/DTO (on the required form).

Deadlines

The Licences Department (Département des licences) of the Directorate of Civil Aviation (Direction de l'Aviation Civile – DAC) must receive the registration application for the practical exam at least 2 days before the scheduled proficiency check.

Costs

Applicants must pay the corresponding fees by wire transfer to the bank account of ALSA S.A., and the transfer must mention the appropriate reference information as listed in the table below.

This amount is non-refundable unless the applicant submits a duly justified request.

Revalidations of class, type or instrument ratings entered manually on a licence by a DAC examiner are free of charge.

How to proceed

Applicants must submit their forms to the Licences Department of the Directorate of Civil Aviation (DAC):

  • by post; or
  • in person (after scheduling an appointment by telephone or email).

Registering for the practical exam

For a LAPL(A)/LAPL(H)

Applicants for a light aircraft pilot licence must provide proof of compliance with requirements set out in sub-part B of 'Part FCL'.

To that end, they must submit the following documents to the DAC:

  • Form DAC-LIC 111-02 A / 111-02 H, providing details of their practical training and signed by the accountable flight instructor and the ATO/DTO;
  • where applicable, confirmation of the cross-country solo flight;
  • the applicant's medical certificate;
  • a copy of the last page of the applicant's logbook.

If the applicant has completed part of their training outside Luxembourg, they must include the following with their application:

  • the relevant training documents;
  • the ATO/DTO certificates and/or theoretical knowledge exam certificates issued by the authority of a European Union Aviation Safety Agency (EASA) Member State.

For a PPL(A)/PPL(H)/SPL/BPL

Applicants for a private pilot licence must provide proof of compliance with the requirements set out in sub-part C of 'Part FCL'.

Applicants for a balloon pilot licence must provide proof of compliance with the requirements set out in sub-part BPL of 'Part BFCL'.

Applicants for a sailplane pilot licence must provide proof of compliance with the requirements set out in sub-part SPL of 'Part SFCL'.

To that end, they must submit the following documents to the DAC:

  • Form DAC-LIC 111-05 A / DAC-LIC 111-05 H / DAC-LIC 111-03 / DAC-LIC 111-04, providing details of their practical training and signed by the accountable flight instructor and the ATO/DTO;
  • where applicable, confirmation of the cross-country solo flight;
  • the applicant's medical certificate;
  • a copy of the last page of the applicant's logbook.

If the applicant has completed part of their training outside Luxembourg, they must include the following with their application:

  • the relevant training documents;
  • the ATO/DTO certificates and/or theoretical knowledge exam certificates issued by the authority of a European Union Aviation Safety Agency (EASA) Member State.

For a CPL(A)/CPL(H)

Applicants for a professional pilot licence must provide proof of compliance with the requirements set out in sub-part D and Appendix 3 of 'Part FCL'.

To that end, they must submit the following documents to the DAC:

  • Form DAC-LIC 111-06 A / DAC-LIC 111-06 H, for a modular course, or form DAC-LIC 111-07 A / DAC-LIC 111-07 H, for an integrated course, providing details of their practical training and signed by the accountable flight instructor and the ATO;
  • confirmation of the cross-country solo flight;
  • the applicant's medical certificate;
  • a copy of the last page of the applicant's logbook.

If the applicant has completed part of their training outside Luxembourg, they must include the following with their application:

  • the relevant training documents;
  • the ATO/DTO certificates and/or theoretical knowledge exam certificates issued by the authority of a European Union Aviation Safety Agency (EASA) Member State.

For an ATPL(A)/ATPL(H)

Applicants for an airline transport pilot licence must provide proof of compliance with the requirements set out in sub-part F and Appendix 3 of 'Part FCL'.

To that end, they must submit the following documents to the DAC:

  • Form DAC-LIC 111-08 A / DAC-LIC 111-08 H, providing details of their flight experience in accordance with FCL.510.A or FCL.510.H (Part-FCL, Annex I of Regulation (EU) 1178/2011). In this case, the form must be signed by a person designated by the airline that the pilot works for;
  • the applicant's medical certificate;
  • a copy of the last page of the applicant's logbook.

If the applicant has completed their exams outside Luxembourg, they must enclose with their application the theoretical knowledge exam certificates issued by the authority of an EASA Member State.

For an IR(A)/IR(H)

First issuance

Applicants for an instrument rating must provide proof of compliance with the requirements set out in sub-part G and Appendix 6 of 'Part FCL'.

To that end, they must submit the following documents to the DAC:

  • Form DAC-LIC 111-09 A / DAC-LIC 111-09 ACB / DAC‑LIC 111-09 H, providing details of their practical training and signed by the accountable flight instructor and the ATO;
  • the applicant's medical certificate;
  • a copy of the last page of the applicant's logbook.

If the applicant has completed part of their training outside Luxembourg, they must include the following with their application:

  • the relevant training documents;
  • the ATO certificates and/or theoretical knowledge exam certificates issued by the authority of a European Union Aviation Safety Agency (EASA) Member State.
Revalidation

Applicants who wish to have an IR(A)/IR(H) rating revalidated must contact the examiner of their choice. In that case, there is no need to register with the DAC for the practical exam.

Renewal

To renew an IR(A)/IR(H) rating, applicants must:

  • complete a refresher course with an ATO, if the ATO deems it necessary;
  • pass a proficiency check;
  • hold the appropriate class or type rating, unless specified otherwise in the applicable regulation.

Once the applicant has successfully completed the refresher course, the ATO must provide the applicant with a certificate of course completion (Form DAC-LIC 111-18B), which must be presented to the examiner before the flight exam.

The proficiency check mentioned above may be combined with a proficiency check carried out for the purpose of renewing the corresponding class or type rating. In that case, Form DAC-LIC 111-18 must be used for both renewals.

For a class/type rating

First issuance

Applicants for the issuance of a class or type rating must provide proof of compliance with the requirements set out in sub-part H of 'Part FCL'.

To that end, they must submit the following documents to the DAC:

  • Form DAC-LIC 111-01 / DAC-LIC 111-16, for aeroplanes, or Form DAC-LIC 111-15 for helicopters;
  • detailed documentation on their training course, including the training programme, confirmation of course completion, the MCC courses (if necessary) and the EASA FSTD certificates (where applicable);
  • the applicant's medical certificate;
  • a copy of the last page of the applicant's logbook.

Applicants who have completed a part of their training outside Luxembourg must include with their application the ATO/DTO and FSTD certificates issued by the authority of an EASA Member State, as well as the examiner's and the instructor's documentation.

Revalidation of a SEP(A) or TMG class rating based on flight experience

To have a SEP(A) or TMG class rating revalidated, applicants must comply with the requirements set out in Item FCL.740.A (b) (1) (Part-FCL, Annex I of Regulation (EU) 1178/2011).

To that end, they must submit the following documents to the DAC:

  • Form DAC-LIC 111-19;
  • their medical certificate;
  • a copy of their logbook.

Revalidation of a class or type rating based on a proficiency check (with a DAC-certified examiner)

To have a class or type rating revalidated based on a proficiency check, applicants must comply with the requirements set out in Items FCL.740.A or FCL.740.H (Part-FCL, Annex I of Regulation (EU) 1178/2011).

To that end, they must submit the following documents to the DAC:

  • Form DAC-LIC 111-01 (single-pilot aeroplanes), or Form DAC-LIC 111-16 (multi-pilot aeroplanes), or Form DAC-LIC 111-15 (helicopters);
  • their medical certificate.

Revalidation of a class or type rating based on a flight exam (with a non-DAC-certified examiner)

If the applicant wishes to take the exam with a non-DAC-certified examiner, the examiner must have received:

  • the instructions provided for in FCL.1015(c), and enclose confirmation of such receipt;
  • copies of their licence;
  • their examiner certificate;
  • their medical certificate.

The DAC does not need to be informed in advance of proficiency checks conducted with foreign examiners, and will not issue any notifications.

The following documents must be provided:

  • Form DAC-LIC 111-01 (single-pilot aeroplanes), or Form DAC-LIC 111-16 (multi-pilot aeroplanes), or Form DAC-LIC 111-15 (helicopters);
  • their medical certificate.

Renewal

To have a type or class rating renewed, applicants must:

  • complete a refresher course with an ATO/DTO, or with an instructor, if deemed necessary;
  • pass a proficiency check.

Once the applicant has successfully completed the refresher course, the ATO/DTO, or the instructor, must provide the applicant with a certificate of course completion (Form DAC-LIC 111-18), which must be presented to the examiner before the flight exam.

For the issuance of the renewal, the following documents must be provided:

  • Form DAC-LIC 111-18;
  • Form DAC-LIC 111-01 (single-pilot aeroplanes), or Form DAC-LIC 111-16 (multi-pilot aeroplanes), or Form DAC-LIC 111-15 (helicopters);
  • their medical certificate.

Flight test procedure

Contacting an examiner

For the initial issuance of a licence, applicants are responsible for scheduling the flight (proficiency check) with the examiner assigned by the DAC.

In all other cases, applicants are free to contact any examiner they wish, from the DAC's list of examiners, to schedule a flight test.

It is the applicant's responsibility to provide or arrange for an aircraft for the flight test.

If the test must be postponed due to weather or technical reasons, the examiner and applicant are responsible for rescheduling the test.

Supporting documents

Applicants must present the following documents to the examiner, who will check them before the flight:

  • a valid identity document;
  • where applicable, the applicant's pilot licence;
  • a class 1, 2 or LAPL medical certificate;
  • the pilot's logbook;
  • the evaluation form;
  • confirmation that the applicant successfully completed the theoretical and practical training required for the rating or licence;
  • for a renewal: the duly completed instructor recommendation form;
  • proof of payment.
