Stolen or lost Luxembourg identity documents: these are the procedures to follow without delay

Report the theft or loss of your identity card to the appropriate authorities

If you are the holder of an identity card issued in Luxembourg, you must report its loss or theft as soon as possible.

This declaration can be made:

  • to the Grand Ducal Police: in person at a police station, or online via MyGuichet.lu; or
  • to the police in your country of residence, if you do not live in Luxembourg; or
  • to the police in the country where the card was lost or stolen.

This avoids consequences such as identity theft.

Before reporting a theft, make sure that your identity papers have not simply been mislaid because a theft report:

  • is forwarded to the Public Prosecutor's Office; and
  • may have different legal consequences compared to those of a declaration of loss.

In addition to notifying the police, you must inform:

  • if you reside in Luxembourg: the communal administration of your usual place of residence;
  • if you do not reside in Luxembourg:
    • the Guichet.lu reception desk; or
    • the diplomatic or consular mission concerned.

Deactivation of electronic identity card certificates

Once you have reported your identity card stolen or lost, its electronic functions will be suspended.

Issuance of a new identity card

To obtain a new identity card, you will need to provide a certificate of theft or loss issued by the police.

Return of a recovered identity card

If you recover your identity card after having reported it lost or stolen, you must return it to:

  • the Guichet.lu reception desk; or
  • the communal administration concerned; or
  • the diplomatic or consular mission concerned.

The recovered identity card will then be invalidated. You may keep it in certain cases, but it will be punctured to invalidate it.

Report the theft or loss of your passport to the appropriate authorities

If your passport issued in Luxembourg has been lost or stolen, you must report it as soon as possible:

  • at a Grand Ducal Police station; or
  • in the event of loss abroad:
    • to the police concerned; or
    • at a Luxembourg or Belgian consulate or embassy.

You can apply for a new passport at:

  • the Population Office (Bureau de la Population) of the communal administration of your place of residence.
  • the Passport, Visa and Legalisation Office (Bureau des passeports, visas et légalisations - BPVL).

It is possible to make an appointment with the BPVL to apply for and collect a new passport.

If your passport has been lost or stolen abroad, you can apply for a passport to the Luxembourg or, failing that, Belgian diplomatic mission, or to the BPVL.

To apply for a passport, you must submit a declaration of theft or loss obtained from the police.

Once the declaration has been made to the BPVL, the passport will be invalidated. Should you find your passport that you previously reported lost, do not use it. It must be returned to the BPVL.

Lost or stolen driving licence? React without delay

If your Luxembourg driving licence is lost, stolen or damaged, apply immediately for a duplicate to the Driving Licence Office (Service permis de conduire) at the National Society of Automotive Traffic (Société Nationale de Circulation Automobile - SNCA). Driving without a valid licence is prohibited.

To obtain a duplicate, you must submit a request form, together with the required supporting documents, by post or in person:

  • to the SNCA in Sandweiler, Esch-sur-Alzette or Fridhaff; 
  • at the Guichet.lu reception desk.

You will receive your new licence by post a few days later.

The SNCA does not issue any documents that can be used as a temporary licence.

If your driving licence is lost or stolen abroad, go to a police station as soon as possible to report the incident.

There is no point in contacting the Luxembourg consulate abroad, as it does not issue duplicates.

Local regulations determine whether the document provided by the police allows you to drive in the country in question or to repatriate the vehicle to Luxembourg.

Order a new card

Apply for a replacement directly on the website of the Joint Social Security Centre (Centre commun de la sécurité sociale - CCSS).

Order a provisional replacement certificate in an emergency

Until you receive your new card, you can request a provisional replacement certificate via MyGuichet.lu. This certificate is valid for 3 months.

If your keys, telephone or bank card are lost or stolen, take the following steps immediately:

  • contact your bank to block your payment cards;
  • have your telephone and SIM card blocked by your telephone operator;
  • go to a police station to report the theft or loss, or report it online via MyGuichet.lu;
  • if you've lost your keys, change the locks quickly to make your home more secure.
