Applying to take an administrative skills-assessment examination

This procedure is not applicable to people/craft navigating the waterways for sport or leisure – only to people and craft involved in professional inland navigation.

Every crew member of a vessel navigating the inland waterways must have successfully completed an examination to assess their:

  • operational level;
  • command level.

To ascertain that the skills standards are met, this assessment may be carried out by an administrative authority (in the case of Luxembourg, the Ministry of Mobility and Public Works). In countries other than Luxembourg, the assessment may also be carried out by an accredited school.

Who is concerned

Any crew member on a vessel navigating on waterways within the European Union (EU) may apply to have their skills assessed by taking an administrative examination.

Candidates who have completed an approved operational-level or command-level training course need not apply for this type of assessment.

Costs

Enrolment for an administrative examination (theoretical or practical) is subject to a EUR 200 processing fee.

Enrolling for the practical examination is subject to the payment of a EUR 295 fee, in addition to the EUR 200 processing fee.

How to proceed

Submitting the application

The applicant must submit the form entitled 'Application to sit an administrative examination (model F140)' (see 'Online services and forms') to the competent authority.

Supporting documents

The application must be accompanied by the following documents:

  • a copy of a valid identity card; and
  • proof of the number of navigation days accumulated – if applicable; and
  • a medical certificate, issued by an accredited physician (the date of issue of the certificate may not be more than 3 months prior to the application); and
  • proof of payment of the fee; and
  • a Luxembourg apprenticeship contract, where applicable.

Note: the medical certificate of fitness issued by Luxembourg is only valid for applications for European Union certificates of professional qualification issued in Luxembourg.

Any renewal of the EU certificate must also be carried out in Luxembourg.

All applications for a medical certificate of fitness related to Rhine certificates must be submitted to an approved medical body in one of the member states of the Central Commission for the Navigation of the Rhine (Commission centrale pour la navigation du Rhin - CCNR).

Organisation of the examination

Administrative examinations may be organised by:

  • Luxembourg; or
  • any other European Union Member State (it is therefore crucial to ensure that the candidates have a Luxembourg apprenticeship contract, where applicable).
