Application for issuance of a logbook

This procedure is not applicable to people/craft navigating the waterways for sport or leisure – only to people and craft involved in professional inland navigation.
A logbook is an EU document which is kept on board all vessels navigating on inland waterways. Navigation hours must be logged in that book.
There is only one valid logbook per vessel.
Who is concerned?
This procedure applies to operators and owners of all vessels navigating on inland waterways, except:
- tugboats and pushboats which do not leave port;
- unmanned barges (e.g. pontoons or pushed barges);
- government vessels and pleasure boats.

The logbook is issued by the Ministry of Mobility and Public Works (Ministère de la Mobilité et des Travaux publics).
Costs
The issuance of logbooks is subject to a EUR 50 processing fee.
How to proceed
Filing an application
When the vessel is new, the applicant must submit their first application for the issuance of a logbook to the Minister for Mobility and Public Works.
When the logbook has been filled completely, the applicant must go to the competent authority and present the full logbook so that they can be issued a new one.
To obtain a logbook, applicants must submit the form entitled ‘Application for the issue of a logbook (Form F100)’ (see section ‘Online services and forms’) to the relevant authority.
Applicants should note that:
- before being covered by a logbook, vessels must first be assigned a European Number of Identification (ENI);
- the data in the service record book must match that in the logbook;
- navigation hours must be validated by a competent authority in an EU Member State.
Loss, theft or damage to the logbook
If the logbook is stolen, lost or damaged, then the applicant must lodge:
- a declaration of loss or theft with a police station; or
- proof that it is seriously deteriorated.
The applicant can go to the competent authority and present the above declaration to apply to have a new logbook duly issued.
Supporting documents
To prove that the vessel is in service, the applicant must include the following documents with their application:
- an inspection certificate or a European Union certificate; and
- a gauging certificate; and
- the old logbook, in the case of existing vessels; and
- where the logbook has been lost or stolen, the police report; and
- proof of payment of the fee.
Duration of validity
Logbooks issued prior to 18 January 2022, in accordance with conditions other than those set by Directive (EU) 2017/2397, may remain active for up to 10 years after that date (in accordance with Directive (EU) 2017/2397).
The logbook will remain valid:
- for as long as the boat is in service; or
- until it is completely full.
After a new logbook is issued, the old one must be kept on board for 6 months.
