Application for the issue of a single or combined service record book

This procedure is not applicable to people/craft navigating the waterways for sport or leisure – only to people and craft involved in professional inland navigation.

In inland navigation, the service record book is a European Union document which, for each crew member, attests to:

During journeys, the service record book must be on board the vessel so it can be filled in by the boatmaster and checked by the relevant authorities.

There are 2 types of service record book:

  • a single service record book, which pertains only to the boatmaster of an inland navigation vessel;
  • a combined service record book, which pertains to the crew members of an inland navigation vessel other than the boatmaster.

The single service record book is a single document.

The combined service record book is a two-part document containing:

Every crew member must be in possession of a service record book, be it:

  • the single version, in the case of the boatmaster; or
  • the combined version, in the case of the other crew members.

The service record book is issued by the Ministry of Mobility and Public Works.

Costs

The issuance of service record books is subject to a EUR 50 processing fee.

How to proceed

Submitting the application

To obtain their service record book, applicants must submit the form entitled 'Application for the issue of a single or combined service record book (Form F110)' (see section 'Online services and forms') to the relevant authority.

The document is issued in Luxembourg by the Minister, at the offices of the Ministry for Mobility and Public Works.

Supporting documents

The application must be accompanied by the following documents:

  • the old service record book (where applicable);
  • a recent biometric passport photo (taken less than 6 months prior to the application date);
  • a copy of a valid identity card;
  • a medical certificate, issued by a physician from an accredited medical centre (the date of issue of the medical certificate must be no more than 3 months prior to the application when applying to have the 1st service log validated);
  • a written report if the old service record book has been lost or stolen;
  • proof of payment of the fee.

Note: the medical certificate of fitness issued by Luxembourg is only valid for applications for European Union certificates of professional qualification issued in Luxembourg.

Any renewal of the EU certificate must also be carried out in Luxembourg.

All applications for a medical certificate of fitness related to Rhine certificates must be submitted to an approved medical body in one of the member states of the Central Commission for the Navigation of the Rhine (Commission centrale pour la navigation du Rhin - CCNR).

Good to know

Validation of navigation time:

  • a crew member's number of navigation hours must be validated at least once a year by a competent authority;
  • this may be done by any competent authority (aboard the vessel or at a physical office);
  • no more than 15 months must have elapsed between one validation and the next (only the most recent 15-month interval will be validated);
  • the recognised number of trips is written at the bottom of each page, which is dated, signed and stamped by the competent authority;
  • there are no charges for such validation.

When the service record book (single or combined) has been filled completely and validated by the Ministry of Mobility and Public Works, it can serve as proof of the number of navigation hours.

Duration of validity

The validity of the service record book (simple or combined) expires when its holder’s medical certificate expires.

Service record books and logbooks issued prior to 18 January 2022, in accordance with conditions other than those set by Directive (EU) 2017/2397 may remain active for up to 10 years after that date (in accordance with Directive (EU) 2017/2397).
