Authorisation for priority use of docking sites

You can request priority use of public docks under certain conditions.

In view of the limited size of available docking infrastructures, their use is subject to a scheme under which priority usage rights are granted.

As a boat operator or owner, you need authorisation to benefit from these priority uses of public docks. This permit is issued by the Minister responsible for transport via the Department of Inland Navigation (Service de la navigation fluviale).

Prerequisites

The conditions for granting priority use vary depending on the boat and the docking site requested.

In general, priority for processing a docking application is given to passenger vessels that:

  • operate a scheduled transport;
  • are covered by an operating permit.

Deadlines

You must submit your application for priority use to the Department of Inland Navigation no later than 60 days before the date on which you intend to use the public dock.

Costs

The fee is set as follows:

  • EUR 50: filing fee for submitting an application for priority use of docking facilities;
  • EUR 30: fee for modification of the vessel's priority use of docking sites.

A payment request will be sent to you by the Department of Inland Navigation once your application has been received. The application will only be processed once proof of payment has been received.

Priority use of docking facilities is generally subject to payment of an hourly charge. The charge is calculated on the basis of the length of the required dock front (= length of the boat) and the duration of its mooring. The Department of Inland Navigation will send you a payment request concerning the hourly charges, and you will need to send them proof of payment in return.

Submitting the application

You must send the application for priority use to the Department of Inland Navigation.

On the application, you must state:

  • your surname(s), first name(s), capacity and home address if you are a natural person. If you are submitting the application on behalf of a legal person, you must state:
    • its company name, corporate purpose and registered office;
    • your surname(s), first name(s), capacity, home address and authority as the signatory of the application;
  • the specifications of the boat (name, official registration number, length, breadth, draught, and capacity in number of persons);
  • name and telephone number of the captain (driver);
  • particulars of the docking infrastructures concerned with the times and durations for which they will be occupied.

You must send your initial request or your request for modification to the Department of Inland Navigation by email to service.navigation@sn.etat.lu.

Good to know

Validity

The validity of the permit is limited to the places, dates and times specified therein.

The permit expires:

  • when the priority granted ceases to be used;
  • when necessary for the proper operation of the docking infrastructure;

The permit is valid on the express condition that the category III water level indicator is not exceeded, or that the dock structure is not flooded.
