Issuance of technical certificates for inland waterway navigation

You can request a gauging certificate or an inland navigation vessel certificate from the Department of Inland Navigation and Logistics.

The Department of Inland Navigation and Logistics (Service Navigation intérieure et logistique) of the Ministry of Mobility and Public Works issues the following certificates for inland navigation vessels:

  • gauging certificate;
  • inland navigation vessel certificate.

In addition, this department is responsible for approving foreign gauging certificates.

Who is concerned

The owner of a vessel registered in Luxembourg – or for which registration in Luxembourg is pending – must apply for a gauging certificate or apply for its approval.

The owners of passenger vessels, floating equipment and vessels operating on European waterways must apply for an inland navigation vessel certificate.

The owner of a vessel used to transport dangerous goods must apply for an approval certificate.

Prerequisites

ENI number

If needed, you can apply for an ENI number to the following email address: inlandnavigation@mmtp.etat.lu.

The gauging certificate must be obtained before the vessel is registered.

Pleasure boats that are shorter than 15 metres do not need to be gauged.

The inland navigation vessel certificate is compulsory for passenger vessels, floating equipment and all vessels operating on European inland waterways if:

  • the length of the hull is 20m or more; or
  • the length x width x draught is equal to 100m3 or more.

Costs

Inland navigation vessel certificate

The cost of the inland navigation vessel certificate is:

  • EUR 200 for the issue of a definitive inland navigation vessel certificate;
  • EUR 100 for the issue of a provisional inland navigation vessel certificate;
  • EUR 50 for the replacement or modification of an inland navigation vessel certificate.

How to proceed

Submitting the application

Gauging operations are carried out by accredited classification firms and experts.

In the case of passenger vessels, a simplified gauging certificate is accepted. A valid inland navigation vessel certificate or Rhine vessel certificate may serve as a gauging certificate.

To obtain a Luxembourg gauging certificate, you must send your request to the following email address: inlandnavigation@mmtp.etat.lu.

For the purposes of approval of the non-Luxembourg gauging certificate, you must:

  • send a vessel operation form (form F0); and
  • prove that the vessel is operated substantially in Luxembourg.

You can send your application for a gauging certificate to the Department of Inland Navigation and Logistics on plain paper or by email to: inlandnavigation@mmtp.etat.lu.

Gauging certificates issued abroad must be submitted to the Department of Inland Navigation and Logistics for approval. You must send your request to the following email address: inlandnavigation@mmtp.etat.lu.

Supporting documents

To have the gauging certificate approved, you must attach:

  • the gauging certificate;
  • a copy of the certificate of operation (mandatory if the vessel has no home port);
  • a document establishing the location of the vessel's home port (mandatory if there is no certificate of operation).

Validity period and renewal

The gauging certificate is valid for 15 years at the most (10 years for vessels used to transport dangerous goods), but may be extended under the same conditions as when it was initially issued.

Submitting the application

You must submit your application, together with supporting documents, to the Department of Inland Navigation and Logistics using form F1. An inspection committee is convened and returns an opinion.

A provisional inland navigation vessel certificate can be requested, pending the issuance of a definitive inland navigation vessel certificate.

Rhine vessel certificates are automatically recognised as inland navigation vessel certificates for the operation of vessels on the Moselle.

Supporting documents

Your application for an inland navigation vessel certificate must be accompanied by:

  • a copy of the inspection certificate / inland navigation vessel certificate (compulsory in case of amendment);
  • a copy of the gauging certificate;
  • a copy of the construction/sales agreement or invoice or cadastral extract (new constructions);
  • a certificate of conformity issued by a recognised classification firm. The inland navigation vessel certificate will then be issued, without the need for an additional inspection, on the recommendation of the inspection committee;
  • proof of loss, theft or destruction (compulsory if applying for a duplicate);
  • proof of payment of the classification firm's fees.

Validity period and renewal

The inland navigation vessel certificate is valid for 10 years at the most (5 years for passenger vessels and vessels used to transport dangerous goods). The certificate must be renewed before the expiry date. The certificate is renewed by the Minister on the basis of a certificate attesting to full compliance with European regulations, issued by a classification firm recognised in Europe, after an inspection.
