Obtaining an air traffic controller licence

The procedure applies to air traffic controllers and trainee air traffic controllers employed by air navigation service providers.
It pertains to:
- the initial issuance of an air traffic controller or a trainee air traffic controller licence;
- applications to extend, renew or update such licences in compliance with Regulation (EU) 2015/340.
Who is concerned
Any natural person:
- employed as an air traffic controller by an air navigation service provider in Luxembourg; or
- who holds a trainee air traffic controller licence and is employed by an air navigation service provider in Luxembourg.
Prerequisites
TRAINEE AIR TRAFFIC CONTROLLER LICENCE
Applicants for a trainee air traffic controller licence must satisfy the following requirements:
- be at least 18 years old;
- have successfully completed their initial training with a training organisation in compliance with:
- the requirements set forth in Annex III (Part ATCO.OR) to Regulation (EU) 2015/340; and
- if that is the case, the endorsements provided for in part ATCO, subpart D, section 2 of Regulation (EU) 2015/340;
- be in possession of a valid class-3 medical certificate issued by an aero-medical centre (AeMC);
- have demonstrated level-4 proficiency in English (section ATCO.B.030 of Regulation (EU) 2015/340).
AIR TRAFFIC CONTROLLER LICENCE
Applicants for an air traffic controller licence must satisfy the following requirements:
- hold a trainee air traffic controller licence;
- have completed unit training and passed the corresponding theoretical and practical examinations in compliance with the requirements set forth in part ATCO, subpart D, section 3 of Regulation (EU) 2015/340;
- be in possession of a valid medical certificate;
- have demonstrated level-4 proficiency in English (section ATCO.B.030 of Regulation (EU) 2015/340).
Costs
Trainee air traffic controller licence
A fee of EUR 50 is charged for the issuance of a trainee air traffic controller licence.
Air traffic controller licence
A fee of EUR 200 is charged for the issuance of an air traffic controller licence.
Payment
The fees are non-refundable and must be transferred to the account of the Registration Duties, Estates and VAT Authority (Administration de l’Enregistrement, des Domaines et de la TVA – AED).

How to proceed
FILING AN APPLICATION
To obtain an air traffic controller licence, applicants must fill in DCA-NSA Form 710-1.
The completed form, along with all required supporting documents, should then be sent to the DAC:

SUPPORTING DOCUMENTS
Trainee air traffic controller licence
For a trainee air traffic controller licence, applicants should include the following documents with their application:
- a copy of their ID card or passport;
- a copy of a certificate of completion of initial training with a training organisation in compliance with the requirements applicable to the requirements set forth:
- in Annex III (part ATCO.OR) of Regulation (EU) 2015/340; and
- if that is the case, in part ATCO, subpart D, section 2 of Regulation (EU) 2015/340;
- a copy of a certificate attesting to (at least) level-4 proficiency in English (section ATCO.B.030 of Regulation (EU) 2015/340);
- a copy of a valid class-3 medical certificate issued by an aero-medical centre (AeMC);
- a residence certificate;
- a copy of proof of payment of the fee.
Air traffic controller
For an air traffic controller licence, applicants should include the following documents with their application:
- their trainee air traffic controller licence;
- a copy of their ID card or passport, if different to the document submitted when they applied for their trainee licence;
- a copy of a certificate attesting that the applicant has completed unit training and that they have passed the corresponding theoretical and practical examinations in compliance with the requirements set forth in part ATCO, subpart D, section 3 of Regulation (EU) 2015/340;
- a copy of a certificate attesting to at least level-4 proficiency in English (section ATCO.B.030 of Regulation (EU) 2015/340);
- a valid class-3 medical certificate issued by an aero-medical centre (AeMC);
- a residence certificate, if the applicant's address has changed since their last application;
- a copy of proof of payment of the fee.
DURATION OF VALIDITY
Trainee air traffic controller licence
Trainee air traffic controller licences are valid for 3 years as of their date of issue, provided the licence holder is still in possession of:
- a valid class-3 medical certificate; and
- at least a level-4 language proficiency endorsement in English.
Renewing the trainee air traffic controller licence
The trainee air traffic controller licence can be renewed for a period of 2 years if the applicant satisfies the conditions set forth in Article 5, paragraph 2, sub-paragraph b) of the amended law of 16 August 2010 on air traffic controller licences.
Air traffic controller licence
The air traffic controller licence is endorsed with one or several ratings and unit and language endorsements for successfully completed courses.
Furthermore, the air traffic controller licence will remain valid so long as the holder is in possession of a valid class-3 medical certificate.
Additionally, the following durations of validity also apply:
- unit endorsements are valid for a renewable period of 3 years;
- depending on the licence holder's level of English proficiency, the language endorsement is valid for a renewable period of at least 3 years.
Renewing the air traffic controller licence
Unit endorsements can be renewed if:
- the licence holder has exercised the privileges afforded by their licence for a minimum number of hours set by the air navigation service provider;
- the licence holder has completed a refresher course before the validity of the unit endorsement expires, in compliance with the unit competence scheme;
- the licence holder's skills have been assessed in compliance with the unit competence scheme.
The rating endorsement can be renewed if the licence holder has successfully completed a practical refresher course during the validity of the endorsement, provided they satisfy the requirements set forth in Regulation (EU) 2015/340.
Language endorsements must be extended after successfully completing the language assessment carried out within the 3 months immediately preceding their expiry date.
Sanctions
The air traffic controller licence may be suspended and/or revoked by the DAC in accordance with:
- the provisions of article ATCO.A.020 of Regulation (EU) 2015/340; and
- Article 7 of the amended law of 16 August 2010 on air traffic controller licences.
