Applying for ploughing

Farmers or winegrowers must apply for ploughing using MyGuichet.lu, in relation to their permanent grasslands. This applies whether they wish to submit an application to:

  • renew: renewing the status of their permanent grasslands for another year; or
  • convert: permanently transform grasslands into arable land with compensation; or
  • reassign: permanently transform grasslands into arable land without compensation.

Who is concerned

Farmers and winegrowers who wish to renew, convert or reassign one or more plots of permanent grasslands.

Prerequisites

Applicants must be registered as 'agricultural holding' in the database of the paying agency at the Ministry of Agriculture, Food and Viticulture.

As the procedure includes initialised personal data, it can only be accessed through a certified business eSpace.

How to create a business eSpace on MyGuichet.lu

There are 2 possible scenarios:

  1. You are a new user of MyGuichet.lu. You must:
    • first register on MyGuichet.lu; and
    • then create a business eSpace.
  2. You already have a private eSpace on MyGuichet.lu. You can directly create a business eSpace without having to register again.

The certification of the business eSpace requires the use of an activation code. This code links the initialised data of the declaration with the LuxTrust certificate used to connect.

Each declarant initially receives 2 codes (a personal code and an agent code) by post. Once entered, the code is valid for 6 years.

If they have not received a code, the operator in question is asked to contact the Rural Economy Department (Service d’économie rurale).

How to proceed

Submitting the application

The application for ploughing must be made through a virtual assistant (wizard) that can be accessed through MyGuichet.lu. It can be found in the section 'Online services and forms'.

The person submitting the application must have a LuxTrust product or an electronic identity card (eID).

Note: applications can be submitted multiple times for the same holding throughout the year.

The applicant is required to submit certain information. To begin with, the applicant must specify the name of the holding and type of application.

Next, the applicant has the option to add new parcels (up to a maximum of 20) or remove parcels. They must also pinpoint the location of the parcel(s) on a map.

For each application, the applicant must specify the surface area of land which the parcels cover.

In order to do so, they have the option of:

  • selecting an entire parcel with its FLIK reference; or
  • drawing a specific area using the polygon drawing tool.

By default, the geolocation tool zooms in on the main address of the property holding. If the parcel in question is outside the area of the map that is displayed, the user can:

  • navigate around the map with their mouse; or
  • use the search field to look up the parcel (e.g., by entering the address, the parcel number, etc.).

Applicants can also display other 'layers' on the map, provided by the GeoPortal. Examples include:

  • permanent protected wetland zones – Layer ID 573, 1464;
  • provisional protected wetland zones – Layer ID 214;
  • potential biotopes (sensitive pastures) – Layer ID 740;
  • biotopes – Layer ID 1368, 1369, 1370;
  • natura 2000 habitat zones – Layer ID 540;
  • natura 2000 bird zones – Layer ID 533;
  • flood-prone zones – Layer ID 420;
  • nature reserves – Layer ID 804;
  • PP-status zones – Layer ID 1511;
  • waterways – Layer ID 749;
  • Land Registry parcel numbers – Layer ID 353.

Before the application is finalised, applicants will be shown a summary of all the information they have entered.

Technical information about the tool

There are a range of technical criteria that must be met in order to use the geolocation tool on MyGuichet.lu:

  • The tool does not work with Internet Explorer 11. Another browser must be used to be able to apply online.
  • No more than 20 applications (to renew, reassign and/or convert a parcel) per holding and per online procedure may be filed at one time. If more applications must be made for the same property holding, a new procedure in MyGuichet.lu will have to be created.
  • To be able to select or draw a parcel, the user must first select the right function by clicking on the corresponding button in the top right-hand corner of the map.
  • For applications to renew, reassign and/or convert parcels, the parcels drawn must always be in the form of a polygon. The various segments of the polygon must not overlap.
  • The surface area of the parcel that is drawn is automatically calculated based on the size of the polygon. The parcel will be visited and measurements taken to determine the actual surface area.

Some declarations require supporting documents to be submitted at the same time. Such supporting documents can be attached, as PDFs, at the end of the application process.

In order to finalise the application, applicants must sign it electronically and submit it.
