Declaration of a tourist accommodation establishment with STATEC - New means of transmission of accommodation forms

On 1 September 2025, the new Law of 28 February 2025 on accommodation forms will enter into effect.

Any accommodation establishment operator must establish an accommodation form for each traveller and each stay.

Accommodation forms are established electronically.

With a view to the new law coming into effect, a new solution for the collection of traveller data by electronic means is currently in preparation. From 1 September 2025, it will replace the current transmission method. From this date, the current transmission method will be deactivated.

This new solution will enable the operator to collect the traveller's data electronically in 3 ways:

  • they can use the 'Lux Héberge' mobile application, which enables the operator to collect the traveller's data;
  • they can manually enter the traveller's data in MyGuichet.lu via their certified business eSpace;
  • they connect (via a web service) their booking software with MyGuichet.lu to collect the traveller data. In this case, the operator must carry the costs of adapting their booking software.

In order to be operational as soon as this new solution for transmitting accommodation forms is activated, prepare and register your tourist accommodation establishment with STATEC as of now.

Important: all tourist accommodation establishments must first register with STATEC if they want access to the new solution for transmitting accommodation forms, even if they are already registered with the current system in place.

Who is concerned

Any tourist accommodation operator, i.e. any natural or legal person who provides tourist accommodation services in return for payment.

Tourist accommodation is any short-term accommodation that falls into one of the following groups:

  • hotels and similar accommodation;
  • tourist accommodation and other short-term accommodation;
  • campsites and caravan or recreational vehicle parks.

All tourist accommodation establishments must fill in accommodation forms in electronic format.

Prerequisites

Business eSpace on MyGuichet.lu

Access to the accommodation form system requires a business eSpace on MyGuichet.lu.

Important: you must set up a business eSpace for each tourist accommodation establishment that you wish to register with STATEC.

To create a business eSpace you need:

  • a LuxTrust product; or
  • a Luxembourg electronic identity card (eID); or
  • an eIDAS device from another European country.

How to create a business eSpace on MyGuichet.lu

There are 2 possible scenarios:

  1. You are a new user of MyGuichet.lu. You must:
    • first register on MyGuichet.lu; and
    • then create a business eSpace.
  2. You already have a private eSpace on MyGuichet.lu. You can directly create a business eSpace without having to register again.

How to proceed

Declaration of a tourist accommodation establishment with STATEC

After creating your business eSpace, you must:

  • declare your tourist accommodation establishment with STATEC; and
  • request access to the electronic accommodation form system.

STATEC is responsible for:

  • verifying the accommodation operator's information; and
  • assigning a unique identification number to the operator.

These declarations and requests, in particular to certify your business eSpace, are made via a procedure with authentication on MyGuichet.lu and require:

  • a holder access code, which will be sent to you by post; and
  • a LuxTrust product; or
  • an electronic identity card (eID).

This procedure must be repeated for each tourist accommodation establishment you operate.

'Lux Héberge' mobile app

Description and features

The 'Lux Héberge' mobile app allows to:

  • enter the information required to fill in an accommodation form;
  • use an identity document reader (optional) to extract information from a travel or identity document (passport, identity card) that complies with the ICAO 9303 standard (MRTD or eMRTD).

Note: using a document reader (optional) allows you to extract the information contained in the traveller's identity document (passport, identity card) such as their surname(s), first name(s), sex, nationality, date of birth, identity document number and country of residence.

The 'Lux Héberge' app offers 2 main features:

  • collecting information about the traveller using a tablet or mobile phone;
  • automatically retrieving information about the traveller, which can be done by:
    • scanning (using the camera on a tablet or mobile phone) a QR code generated by MyGuichet.lu. This QR code contains the data pre-filled by the traveller;
    • an identity document reader (Pdf, 1.25 Mb) connected to a tablet or mobile phone.

Using the 'Lux Héberge' mobile app

To access the 'Lux Héberge' mobile app, you must download it from the 'Apple App Store' or the 'Google Play Store'.

Please note: the 'Lux Héberge' app is not yet available for download from the 'Apple App Store' or the 'Google Play Store', but it will be made available in due course.

You must also have:

  • a compatible multimedia device:
    • either a mobile phone with a camera and the operating system iOS 16.0 or Android® 7.0 or any later version;
    • or a tablet with a camera and the operating system iOS 16.0 or Android® 7.0 or any later version;
  • a customer account on one of the 'Apple App Store' or 'Google Play Store' platforms;
  • an internet connection;
  • a business eSpace on MyGuichet.lu;
  • a unique identification number that is assigned to you following the declaration of your accommodation establishment to STATEC via MyGuichet.lu.

Temporary aid measure for the digitalisation of accommodation forms

Temporary aid has been put in place to support tourist accommodation operators during their transition to the new electronic accommodation form system. The aid covers the costs of investment in the following tangible and/or intangible assets:

  • ID document readers;
  • touchscreen tablets;
  • initial installation costs.

The aid application must be submitted by 1 October 2025 at the latest.
