Temporary authorisation to participate in a medical training course

The Minister of Health and Social Security may in certain circumstances grant a temporary authorisation to practise, under the responsibility of a training supervisor, as a:
- medical practitioner;
- dentist; or
- specialist dentist.
Such authorisation may be granted to an EU national or a third-country national in accordance with the conditions pertaining to each situation.
Who is concerned?
Persons who have completed their basic medical training and who are doing a training course in general medicine or in specialist medicine
EU nationals
Practitioners undergoing specialist training who:
- are EU nationals; and
- are doing a course in the context of specific training in general medicine or training in a specialised field.
Third-country nationals
Medical practitioners undergoing specialist training who:
- are EU nationals; and
- are doing a course in the context of international cooperation.
Dental students or dentists undergoing training in dentistry or in specialist dentistry
EU nationals
EU nationals who are:
- dental students; or
- dentists undergoing training in dentistry or training in specialist dentistry, under the responsibility of a training supervisor definitively authorised to practise dentistry in Luxembourg.
Third-country nationals
Third-country nationals who:
- are dentists; or
- are doing a training course in the context of international cooperation.
Prerequisites
Required language skills
Applicants must possess the language skills that are necessary for them to exercise their profession in Luxembourg.
If their mother tongue is not French, German or Luxembourgish, proof of their language skills must be provided in order to be authorised to temporarily practise medicine in Luxembourg.
The minimum level of language proficiency required in French or German is level B2 of the Common European Framework of Reference for Languages (CEFR). The level can be proven by any means such as:
- a copy of the training certificates obtained in one of these 2 languages;
- proof of professional experience in a French- or German-speaking country.
Applicants who cannot provide such proof as listed above must provide a level B2 language proficiency certificate issued by an approved examination centre.
In Luxembourg, the approved examination centre is the National Institute for Languages Luxembourg (Institut national des langues Luxembourg - INLL).
How to proceed
Temporary authorisation to practise under the responsibility of a training supervisor
The temporary authorisation to do a training course is issued by the Minister of Health and Social Security after the opinion of the Medical Board (Collège médical) has been sought.
It fixes the modalities and conditions applying to the training course in the context of international cooperation.
Submission of the application for the temporary authorisation
The applicants may submit their application for temporary authorisation to practise under the responsibility of a training supervisor:
- online with MyGuichet.lu. The online procedure can be done with or without authentication using a LuxTrust product or electronic identity card (eID) (see 'Online services and forms'). It is also available in the mobile app;
- by post by sending the form (see 'Online services and forms') and required supporting documents to the following address:

The procedure with authentication has several advantages compared to the procedure without authentication. In particular, it allows the temporary saving of the data entered so that the applicants can access them later.
Once the declaration has been submitted, all subsequent messages and notifications concerning changes in the processing status of the application will be sent to the applicants by email.
Supporting documents
General or specialist medicine
You must include the following supporting documents with your application:
- a copy of your valid passport or identity card;
- a curriculum vitae;
- an extract from the criminal record;
- a certificate confirming that you are in good physical and mental health;
- a certificate testifying to your good character and your professional integrity (only if you are registered with the association overseeing your profession);
- a copy of the diploma of basic medical training;
- a training plan duly validated and signed or an attestation from the training supervisor certifying that you are doing a training course with him/her (specifying the precise period thereof) and an attestation from the medical association (Ärztekammer / Ordre des médecins) which is going to recognise the training, certifying that the training supervisor is duly accredited.
The documents referred to in points 3, 4 and 5 must not be more than three months old.
Dentistry
You must include the following supporting documents with your application:
- a copy of your valid passport or identity card;
- a curriculum vitae;
- an extract from the criminal record;
- a certificate confirming that you are in good physical and mental health;
- a certificate testifying to your good character and your professional integrity (only if you are registered with the association overseeing your profession);
- an attestation from the training supervisor certifying that you are doing a training course with him/her and specifying the precise period thereof;
- an attestation from the authority which is going to recognise the training, certifying that the training supervisor is duly accredited.
The documents referred to in points 3, 4 and 5 must not be more than three months old.
Specialist dentistry
You must include the following supporting documents with your application:
- a copy of your valid passport or identity card;
- a curriculum vitae;
- an extract from the criminal record;
- a certificate confirming that you are in good physical and mental health;
- a certificate testifying to your good character and your professional integrity (only if you are registered with the association overseeing your profession);
- a copy of the diploma of basic medical training;
- an attestation from the training supervisor certifying that you are doing a training course with him/her and specifying the precise period thereof;
- an attestation from the authority which is going to recognise the training, certifying that the training supervisor is duly accredited.
The documents referred to in points 3, 4 and 5 must not be more than three months old.
Translations of documents
All documents that are not drawn up in French, German or Luxembourgish must be accompanied by their French, German or Luxembourgish translation produced by a sworn/certified translator.
Duration of the temporary authorisations
EU nationals
The temporary authorisation to do a training course is valid for a maximum period of 12 months.
It may be renewed upon application by the persons concerned, provided they provide proof that the training course in question forms part of their training as a general medical practitioner, specialist medical practitioner, dentist or specialist dentist.
Third-country nationals
The temporary authorisation to do a training course in the context of international cooperation is valid for a maximum period of 6 months.
Extension application
The procedure for an extension application is the same as the initial application procedure (transfer via MyGuichet.lu or by post).
Applicants must annex to their extension application a document providing proof that the training course in question forms part of their training as a general medical practitioner, specialist medical practitioner, dentist or specialist dentist. This document is accompanied, if necessary, by a translation.
Possibilities of appeal in the event of refusal
If the application is refused, the applicant may appeal the decision. The appeal must be filed with the administrative tribunal within one month of being notified of the decision.
Requirements
Information
Medical practitioners should apprise themselves of the public-health and social legislation applicable in Luxembourg, as well as the applicable code of ethics.
Liability insurance
Medical practitioners who practise in Luxembourg must have liability insurance covering professional risks.
Using the title of 'Doctor'
The title 'Dr' may only be used by practitioners who have obtained a diploma entitling them to use the academic title 'Doctor' after having defended a doctoral thesis. This diploma must be recognised as the equivalent of level 8 in the Luxembourg Qualifications Framework (Cadre luxembourgeois des qualifications - CLQ).
A copy of the ministerial decree confirming the registration must then be sent to the Ministry of Health and Social Security, which will update the data in the professional register.
Sanctions
The medical practitioners' disciplinary, civil and criminal liability may be incurred if, owing to insufficient language skills, they make a mistake in the performance of their duties.
They also run the risk of imprisonment and a fine in the case of:
- illegal use of the title 'Doctor'; or
- illegal practice of the profession, or incitement to illegal practice of the profession.
