Apply for financial aid to cover a rental deposit

Are you having trouble providing the solvency guarantee or the deposit required to rent a property? Then you may be eligible for financial aid.

If you are eligible, the Ministry of Housing and Spatial Planning may act as your guarantor, provided that you commit to saving the full amount required for the rent guarantee over a period of 3 years. This amount will only need to be repaid to the Ministry if the lessor calls on the guarantee.

Apply for a rent subsidy

The rent subsidy provides monthly financial aid to low- or moderate-income households, thereby making it easier for them to rent accommodation.

Its amount depends on the composition of the household and its income level. This monthly aid facilitates access to rental accommodation for moderate-income households.

If you are eligible, you must submit your application to the Single point of contact for housing assistance using the relevant form.

You may be asked to provide supporting documents in response to any application you submit. Once you have a file number, these documents can be submitted using the online assistant on MyGuichet.lu.

You can use the rent subsidy simulator to estimate the potential amount of assistance you may be eligible for.

Apply for State home loan guarantee

You can apply for a State guarantee when you take out a loan to buy, build or renovate your home. Banks generally require collateral such as:

  • personal contributions; or
  • a mortgage.

Provided your bank has entered into an agreement with the Luxembourg government, you can benefit from a State guarantee to secure your home loan.

This State guarantee is limited to an amount equivalent to the average annual value of construction costs.

Request a home ownership incentive

Under certain conditions, you may apply to the Luxembourg State for a home ownership incentive to assist with the purchase or construction of a property using a mortgage. The amount of this incentive varies depending on the composition of your household and your income.

The incentive may be increased for certain types of housing, such as a condominium, a terraced house or a semi-detached house.

You can apply for a home savings subsidy if you have used at least 90% of your savings to finance the purchase or construction of a home. This subsidy is intended to reward you for investing your personal savings in your property project. It rewards your commitment to saving by providing financial support for your project.

Renovate your home with a subsidy for improving older properties

There are 2 subsidies available for energy-efficient renovations to your older home:

  • a subsidy for work carried out to improve the liveability, hygiene and safety of existing homes, based on a percentage of the costs incurred. Its amount is determined on the basis of income and family circumstances;
  • the 'Topup Klimabonus', an energy efficiency subsidy designed to promote sustainability, the rational use of energy and renewable energy. This subsidy corresponds to a percentage of the amount of the Klimabonus financial aid granted by the Ministry of the Environment, Climate and Biodiversity.

The amount awarded depends on the composition and income of your household. Please note that these 2 types of bonuses cannot be combined.

Benefit from financial aid for adapting homes to meet the needs of people with disabilities

You may be eligible for aid to adapt a property to meet the specific needs of people with disabilities. This aid covers part of the costs not covered by long-term care insurance, up to a maximum amount per beneficiary.

The amount of the aid varies according to the composition and income of the household.

The grant applies to both existing homes and new builds, and can be paid in several instalments.

Apply for the 'Bëllegen Akt'

Under certain conditions, you may be eligible for a tax relief known as the tax credit on notarial deeds ('Bëllegen Akt').

This tax credit helps to reduce the notary fees associated with buying a home.

The tax credit is subject to conditions regarding the actual and personal occupation of the property.

Get a personalised interest subsidy

Under certain conditions, you may be eligible for a personalised interest subsidy (financial aid for interest on loan repayments) on your mortgage if you have purchased, built or improved your main residence.

The government is making this support available to help reduce your monthly loan repayments.

The amount of the subsidy depends on your income and the composition of your household.

To qualify for this interest subsidy, you must submit your application to the Single point of contact for housing assistance using the designated form.

Do you work for the State? Then you can request an interest subsidy

As a serving State employee, you may be eligible for an interest subsidy to help ease the burden of your mortgage repayments.

This financial aid takes the form of the State contributing towards your mortgage interest payments, thereby providing you with additional support in managing your mortgage repayments.

It is granted if you have taken out one or more loans for:

  • the purchase;
  • the construction; or
  • the remodelling of a property used as a main and permanent residence.

To be eligible, you must have completed at least one year of service by 1 January of the year for which you are applying for the subsidy.

You must submit your application for an interest subsidy for serving State employees to the State Centre for Human Resources and Organisation Management (Centre de gestion du personnel et de l’organisation de l'État - CGPO) via the MyRH portal.

If you do not have access to the MyRH portal, you must submit your application online via your private or business eSpace account on MyGuichet.lu.
