Applying for a savings subsidy to finance a home

If you have taken out a mortgage loan for the purchase of a dwelling (already built or in the process of being built), you may, under certain conditions, qualify for a savings subsidy.

The savings subsidy consists in a financial aid of up to EUR 500 per calendar year granted by the State which may be awarded to you if you have saved money over a period of at least one year before buying a dwelling, and you invest 90 % of the money saved to finance the purchase of the dwelling.

The eTracking function for hardcopy (paper) forms is a feature of this process. This feature enables users to stay informed about the advancement of their applications by email and/or by SMS.

Who is concerned?

You can apply for a savings subsidy if you:

  • benefit from the home ownership incentive (prime d'accession à la propriété);
  • provide proof of savings over a minimum period of one year and a maximum period of 10 years;
  • use at least 90 % of these savings to finance your home.

How to proceed

Submitting the application

If you wish to benefit from the savings subsidy, you must submit your application to the Single point of contact for housing assistance of the Ministry of Housing and Spatial Planning using a specific form (see 'Forms / Online services').

The completed and signed form can be submitted to the Single point of contact for housing assistance:

  • by post; or
  • by depositing the form at their offices; or
  • by email to: guichet@ml.etat.lu.

Note: applications submitted electronically must receive confirmation.

A maximum amount of 10 % of the savings on the savings account can remain on this account and be subsequently used for any purposes whatsoever.

Supporting documents

The form must be accompanied by documentary evidence of savings over a period of at least one year.

Please note: you must provide all the information and documents that the Single point of contact for housing assistance deems necessary to process your application.

If you fail to respond to their request within 3 months, your application will be rejected and the file will be closed.

Granting of aid

If the aid is granted, the savings subsidy will be transferred to the bank account you indicated in your application.

Reimbursement of the subsidy

The subsidy is not due and must be paid back retroactively if, during a period of 2 years following the date of the first subsidy payment:

  • the dwelling is no longer your principal and permanent residence; or
  • you rent out all or part of the property.

However, partial rental of the property (you must continue to live there) is permitted if you have entered into a written lease agreement for residential use and the rent received is added to the income taken into account for calculating the amount of aid.

You will also have to repay the aid if, upon re-examination of your file, it turns out that one or more of the conditions for obtaining the aid are no longer met.

You are also required to immediately notify the administration of any changes that could affect the granting, continuation, modification or withdrawal of the aid.

Combination with other aid

The savings subsidy must be combined with the home ownership incentive.
