State financial aid for higher education (AideFi)

The grants and loan system put in place allows eligible students to freely pursue higher-education courses regardless of their parent's financial situation or wishes.

A calculation simulator will help determine the amount granted, based on the applicants' profiles.

AideFi is paid in 2 semi-annual instalments per academic year. The academic year begins on 1 August and ends on 31 July of the following year. The winter semester begins on 1 August and ends on 31 January. The summer semester begins on 1 February and ends on 31 July.

Who is concerned

Anyone enrolled as a full- or part-time student in a higher education study cycle that is eligible for AideFi.

Part-time students enrolled in a higher education programme must undertake to follow a volume of courses expressed:

  • in ECTS credits, amounting to between 15 and 17 ECTS credits per semester; or
  • as a duration of time equivalent to at least half of the minimum duration of the course.

Pupils in classic or general secondary education authorised by the Minister responsible for vocational training are also eligible to undertake their vocational training abroad.

To receive a favourable opinion from the Department of Vocational Training (Service de la formation professionnelle - SFP) on the awarding of a student grant, the following criteria must be met:

  • the vocational training must not be offered in Luxembourg;
  • the course must be a full-time course offered at the school;
  • the candidate must go 'abroad', where the term 'abroad' is considered with reference to their place of residence.

An official application, along with proof of enrolment and the training programme, must be sent by post to the department of vocational training at: Service de la formation professionnelle (SFP), 29, rue Aldringen L-2926 Luxembourg.

Prerequisites

For residents

Beneficiaries who reside in Luxembourg must satisfy the following criteria:

  • be a Luxembourg national or a family member of a Luxembourg national residing in Luxembourg; or
  • be a national of another Member State of the European Union (EU), or a national of one of the States party to the Agreement on the European Economic Area (EEA), or a national of the Swiss Confederation, and:
    • reside in Luxembourg as a worker (including self-employed workers and pensioners), or be a family member of a person referred to above; or
    • have been granted the right of permanent residence; or
  • have been granted political refugee status in Luxembourg; or
  • be a third-country national or stateless, and:
    • have resided in Luxembourg for at least 5 years (or have been granted long-term resident status prior to submitting the first application); and
    • have a Luxembourgish secondary school-leaving diploma or certificate, or a diploma or certificate recognised as being equivalent to the Luxembourgish diploma.

Please note:

  • students residing in Luxembourg for their studies and whose total annual income does not exceed the social minimum wage for unskilled workers will be treated as non-resident students;
  • as regulated internships are not paid employment, but rather activities that are mainly educational in nature, they do not confer entitlement to AideFi.

For non-residents

Non-resident beneficiaries must satisfy the following criteria:

  • be a worker (including self-employed workers) who is a national of Luxembourg, or of another EU Member State, or of a Member State of the European Economic Area, or of the Swiss Confederation, and who is employed or engaged in a professional activity in Luxembourg at the time of their application for AideFi; or
  • be a beneficiary of an orphan's pension in Luxembourg, who is a national of Luxembourg, or of another EU Member State, or of a Member State of the European Economic Area, or of the Swiss Confederation; or
  • be the child of a worker who is a national of Luxembourg, or of another EU Member State, or of a Member State of the European Economic Area, or of the Swiss Confederation, who contributes to the student's support and is employed or engaged in a professional activity in Luxembourg at the time of the student's application for AideFi for higher education, provided that:
    • the parent has been enrolled with the Joint Social Security Centre (Centre commun de la sécurité sociale - CCSS) for a cumulative period of at least 5 years over a 10-year reference period preceding the application; or
    • the parent has been enrolled with the CCSS for a cumulative period of at least 10 years at the time of the application; or
    • the student has been enrolled for a cumulative period of at least 5 years of study:
      • in a public or private educational institution in Luxembourg offering elementary or secondary education or initial vocational training; or
      • in the 'Deutsch-Luxemburgisches Schengen-Lyzeum Perl'; or
      • in a study programme offered by the University of Luxembourg leading to a Bachelor's, Master's or doctoral degree, or the diploma in specialised medical studies; or
      • in a study programme leading to the advanced technician's certificate (brevet de technicien supérieur - BTS) and accredited by the Minister; or
      • in an accredited study programme offered by a foreign institution of higher education established in Luxembourg and accredited by the Minister; or
    • the student has legally resided in Luxembourg for a cumulative period of at least 5 years at the time of the application.

Please note:

  • the time periods during which the person worked for a European or international institution established in Luxembourg and/or benefited from a pension, an allowance or unemployment benefits paid by the State are taken into account in the required minimum period;
  • children in a household where the parent's spouse or partner satisfies the aforementioned conditions are also considered;
  • students residing in Luxembourg for their studies and whose total annual income does not exceed the social minimum wage for unskilled workers will be treated as non-resident students;
  • as regulated internships are not paid employment, but rather activities that are mainly educational in nature, they do not confer entitlement to AideFi.

Preliminary steps

For non-resident students, the AideFi is a substitute form of support. Before the application can be submitted, the students must first have completed all necessary procedures in their country of residence in order to obtain financial support for their studies from their country.

Note: students must meet the application deadlines in their country of residence.

The official response for the current academic year, whether positive or negative, must be attached to the AideFi application in Luxembourg, or must be provided at a later stage. Certificates bearing an endorsement specifying administrative reasons for refusal will not be accepted. Certificates must mention the academic year in question and must be renewed annually.

In the absence of an official response from the competent authorities of the applicant's country of residence, no AideFi can be granted.

Deadlines

Deadlines must be strictly observed.

Applications received after the prescribed deadlines will be refused.

Please note that you can submit your application without having all the required supporting documents beforehand. You can submit any missing documents later.

AideFi applications must be submitted for each semester, even if the student has enrolled with the educational institution for a full year.

Applications must be submitted:

  • by 30 November for the winter semester: the application form will be available from the first working day in August;
  • by 30 April for the summer semester: the application form will be available from the first working day in January.

How to proceed

Amount and composition of AideFi

AideFi is made up of:

  • different types of grants that may be combined;
  • an interest-bearing student loan.

The different types of grants

The categories of grants are as follows:

  • basic grant:
    • awarded to all eligible students;
    • the amount is set at EUR 1,199 per semester;
  • mobility grant:
    • available to eligible students:
      • enrolled in a higher education programme outside the country of residence of the household to which they belong;
      • who provide proof that they bear the cost of renting accommodation;
    • the amount is set at EUR 1,491 per semester;
  • grant based on social criteria:
    • granted to eligible students belonging to a household whose total taxable income is less than or equal to 4.5 times the gross amount of the social minimum wage for unskilled workers (salaire social minimum pour non-qualifiés - SSM);
    • the amounts per semester of this grant are set as follows:
      • income below the SSM: EUR 2,321;
      • income between 1 and 1.5 times the SSM: EUR 1,963;
      • income between 1.5 and 2 times the SSM: EUR 1,630;
      • income between 2 and 2.5 times the SSM: EUR 1,329;
      • income between 2.5 and 3 times the SSM: EUR 1,029;
      • income between 3 and 3.5 times the SSM: EUR 727;
      • income between 3.5 and 4.5 times the SSM: EUR 369;
      • income higher than 4.5 times the SSM: EUR 0;
      • when the student loan has been applied for, the difference between the maximum amount of EUR 2,321 and the amount awarded as a grant is automatically added to the amount of the student loan;
      • when the student loan has been applied for and the applicant is not applying for the grant based on social criteria, the grant is automatically added to the amount of the student loan;
  • family grant:
    • available when 2 or more children from the same household are concurrently enrolled in higher education programs eligible for AideFi;
    • granted in a single instalment in the summer semester. The amount per semester is set at EUR 287 per student. Note that students who do not submit an application for the summer semester may request a reassessment of the winter semester by sending an email to their dedicated case manager.

An additional amount of EUR 2,000 (EUR 1,000 in the form of a grant and EUR 1,000 as a loan) may be granted to students who are experiencing serious and exceptional circumstances and facing extraordinary expenses. This additional amount shall be granted by the Minister on the basis of a reasoned opinion.

The different categories of grants may be received concurrently.

Students with an income of their own

Income from student jobs limited to a maximum of 10 hours per week and student jobs during school holidays are not taken into account for the calculation of the grant based on social criteria.

Any other type of income available to the student during the current academic year is added to the total income of the household and may have an impact on the amount of the grant based on social criteria.

Students whose total annual income exceeds the social minimum wage for unskilled workers can only receive AideFi in the form of a loan.

Students whose total annual income exceeds 3.5 times the social minimum wage for unskilled workers are not eligible for AideFi.

The student loan

The student loan is optional and the student may receive grants without taking out a loan.

The basic student loan is EUR 3,250 per semester, and may be increased by the amount of the enrolment fees and the grant based on social criteria.

The student loan is not granted automatically, but rather, only if the student applies for it.

The student loan consists of:

  • a basic loan; and
  • depending on the applicant's situation:
    • an additional amount to cover the enrolment fees; and
    • an additional amount based on social criteria.

The student loan must be taken out with one of the banks that have contracted with the State (see list below).

The student loan is guaranteed by the State at a maximum interest rate of 2 %.

Students must begin to repay their loan no later than 2 years after completing or ending their studies.

The maximum repayment period is 10 years.

Comments:

Students experiencing difficulties in repaying the loan can request an extension or a dispensation from repayment by explaining their situation using the standard form made available by their bank and attaching all required documents.

Enrolment fees

The amount of AideFi is supplemented by the amount of the enrolment fees up to a maximum of EUR 3,800:

  • 50 % in the form of a grant;
  • 50 % in the form of a student loan (if a loan has been applied for).

The applicant's income does not affect the weighting between the grant and the loan as far as the enrolment fees component is concerned.

Tuition fees payable to the institution of higher education are also taken into consideration (frais de scolarité, Studiengebühren, Semestergebühren, etc.).

Examples:

  • if the enrolment fees are EUR 800, then EUR 800 will be added to the AideFi: EUR 400 in the form of a grant and EUR 400 as a loan.
  • if the enrolment fees are EUR 9,000, then EUR 3,800 will be added to the AideFi: EUR 1,900 in the form of a grant and EUR 1,900 as a loan.

If the applicant has submitted their application:

  • for the winter semester and has not yet paid their enrolment fees in full, or does not yet have all the proof of payment: they must attach all the relevant documents when submitting their application for the summer semester;
  • for the summer semester and has not yet paid their enrolment fees in full, or does not yet have all the proof of payment: they must attach all the relevant documents after their application for the summer semester has been processed. To do so, they should complete the 'Add enrolment fees' procedure, which is available from 1 May to 31 July of the current academic year.

Filing an application through MyGuichet.lu

The online procedure via MyGuichet.lu is now accessible to all.

The online procedure may be accessed either with or without a LuxTrust product (Smartcard, Token, Signing-Stick) or electronic identity card (eID).

With the new MyGuichet.lu mobile application, students can quickly and easily add attachments to their ongoing procedures directly from their smartphone or tablet.

Procedure without authentication

Students can use this procedure if they do not have a LuxTrust product or eID.

Procedure with authentication

The procedure with authentication using a LuxTrust product or eID has many features that are not available with the procedure without authentication.

For example, the form may be saved as a draft.

In addition, students have a private eSpace on MyGuichet.lu that allows them to:

  • fill in their form automatically with the data that is in their private eSpace;
  • track their application online and view electronic messages from the administration in their personal dashboard;
  • view the history of all their previous AideFi applications.

Follow-up of the application with or without authentication

Students may submit their application without having all the required documents in advance. They may complete their application at a later stage.

Students should check their email after submitting the application.

They will receive an email through MyGuichet.lu after submitting their application and whenever the status of their application changes (e.g. application sent, to be completed, grant payment in progress, etc.).

Students who do not receive an email after submitting their application should check their spam folder or contact the Financial Aid Department (Service Aides financières).

If the student no longer has the email sent by MyGuichet.lu to complete their application, they can request a new email to be sent by using the procedure 'Correction of a procedure without authentication' available in the section 'Online services and forms' below.

Supporting documents

First-time application or change of study cycle

In both cases, students must include the following supporting documents with their application for the basic grant and student loan:

  • an identity document (photocopy of the identity card, passport, etc.): only if the application is not submitted electronically using MyGuichet.lu;
  • the student's bank account details (RIB) (to be requested from the bank);
  • final enrolment certificate issued by the university, stating the exact name of the course of study and of the diploma being prepared.

For other types of grants, additional documents are required:

  • for students paying their enrolment fees:
    • an invoice for the enrolment fees with proof of payment;
  • for students applying for the grant based on social criteria:
    • an income certificate of the household to which the student belongs (2 certificates if the household is not taxed collectively) issued by the Luxembourg Inland Revenue (Administration des contributions directes - ACD);
    • if the income certificate issued by the ACD states 'non imposable par voie d'assiette' (not taxable by assessment): the most recent annual salary, pension, annuity or unemployment statements;
    • for persons who are not taxable in Luxembourg (under national law or international conventions): the annual income is to be attested to by supporting documents duly established by the competent authorities;
    • for non-resident students: the tax notice for the household issued by the competent authorities of the country of residence;
  • for students applying for the mobility grant:
    • a copy of the lease;
    • proof of payment of the rent;
  • for students applying for the family grant: must specify the 13-digit national identification number (matricule) of the other child in the household concerned.

Students with their own income must enclose with their application:

  • their last 3 payslips or pension statements, unemployment statements, etc.

The administration may request additional documents and an official translation of the documents into Luxembourgish, French, German or English.

Subsequent application

When submitting subsequent applications, the student is only required to attach the following supporting documents:

  • the final certificate of enrolment in a higher education programme;
  • the certificates indicating the full amounts of financial aid or any other financial benefits received in their country of residence;
  • a certificate attesting to the academic results of the previous years, in the case of an application for a 3rd year of studies.

Students must provide any other document that may result in a change in the allocation or calculation of the amount of financial aid compared to their previous application. The documents relating to the grant based on social criteria are automatically requested in the winter semester.

Supporting documents for non-resident applicants

Students who do not reside in Luxembourg must attach the following additional supporting documents to their application:

  • supporting documents issued by the competent authorities of the country of residence, attesting to the monthly amount of the allowances/family benefits received as a result of the applicant's student status, or a document certifying that the student is no longer entitled to such benefits;
  • for students who have been enrolled for at least 5 years of cumulative study at one of the institutions listed above (see 'Prerequisites'): a certificate of school attendance or an enrolment certificate.

Before submitting their application, students must complete all of the procedures required in their country of residence to receive financial support:

  • the official response for the current academic year, whether positive or negative, must be attached to their AideFi application. Certificates bearing an endorsement specifying administrative reasons for refusal will not be accepted. Certificates must mention the academic year in question and must be renewed annually;
  • in the absence of an official response from the competent authorities of the applicant's country of residence, no AideFi can be granted;
  • students should make sure that they do not miss the deadlines for submitting their financial aid application in their country of residence. They should therefore submit their application as early as possible.

Processing of the application by the Financial Aid Department

After processing the application, the Financial Aid Department will send the applicant a letter of approval specifying the amount of the grant and of the loan granted for the first instalment of AideFi for the current academic year.

The grant will be paid by the State into the student's bank account 2 to 4 weeks after the Financial Aid Department has sent the letter of approval.

If the applicant applied for the student loan, the notification of approval issued by the Financial Aid Department will be accompanied by a certificate for the bank printed on yellow security paper. This certificate should be kept in a safe place. The Financial Aid Department does not issue copies of the certificate.

The certificate contains a QR code that may be used to take out the student loan; this will be the standard procedure as of the beginning of the 2022–2023 academic year.

Contracted banks

  • Banque de Luxembourg;
  • Banque et caisse d’épargne de l’État (Spuerkeess);
  • Banque Internationale à Luxembourg (BIL);
  • Banque Raiffeisen;
  • BGL BNP Paribas.

Payment and duration of the aid

Principle

AideFi is granted and paid per academic semester. An application must be submitted for the winter semester and another for the summer semester. Only the family grant is paid in a single instalment, in the summer semester.

The grants and loans are granted for the scheduled number of years to complete the study cycle in which the student is enrolled, plus 2 extra semesters (so-called 'bonus' semesters). This means that students can switch to another study programme during the initial semesters, or repeat 1 or 2 semesters without losing their entitlement to AideFi. If a student has made use of 2 'bonus' semesters in the 1st cycle, they will not be entitled to any 'bonus' semesters in the 2nd cycle. However, the student may make use of 1 'bonus' semester in the 1st cycle and 1 in the 2nd cycle.

In light of the COVID-19 pandemic, special measures have been taken to accommodate students who were enrolled in a higher-education study cycle eligible for AideFi during the 2019–2020 summer semester or the 2020–2021 or 2021–2022 academic year. These measures are outlined below (see 'Special measures for students enrolled during the 2019–2020, 2020–2021 or 2021–2022 academic year').

Examples

  • for a 1st cycle of higher education studies (BTS, Bachelor's degree, licence, etc.), the aid may be granted for the scheduled length of the cycle + 2 'bonus' semesters. The 'bonus' semesters are granted if the student changed to another study programme after the 1st year of study, or if they are repeating a year of study;
  • for a single cycle of higher education studies (Staatsexamen, Diplomstudium, etc.), the aid may be granted for the scheduled length of the cycle + 2 'bonus' semesters. The 'bonus' semesters are granted if the student changed to another study programme after the 1st year of study, or if they are repeating a year of study;
  • for the 2nd cycle of higher education studies (Master's degree, postgraduate, etc.), the aid may be granted for the scheduled length of the cycle. The period may be extended:
    • by 2 'bonus' semesters if the student did not use the 'bonus' semesters during the 1st cycle; or
    • by 1 'bonus' semester if the student used 1 'bonus' semester during the 1st cycle;
  • for the 3rd cycle of higher education studies (doctorate, PhD), the aid may be granted for a maximum of 8 semesters.

Students who want to complete an unfinished study cycle can benefit from the entire AideFi in the form of a loan for 2 additional semesters at most. To do so, they must:

  • be enrolled in the last year of the study cycle to be completed;
  • add to the form a written request for an 'exclusive loan extension' (prolongation prêt uniquement) on plain paper.

AideFi may be refused if the student does not show any progress in their studies. The main check is carried out after the 2nd year of studies.

Students may be required to provide proof that they have attended class lectures and practical or directed courses on a regular basis, participated in mandatory internships, and taken any exams required as part of their study programme.

To receive AideFi in the 3rd year, students must satisfy one of the following 3 conditions:

  • have obtained at least 60 ECTS credits during the first 2 years in the study programme in which they are enrolled; or
  • have obtained at least 30 ECTS credits after the 2nd year of studies, if the student changed to another study programme after the 1st year of studies at the latest; or
  • have been allowed to enter the 2nd year of a study cycle that is defined in terms of content and duration but does not carry ECTS credits.

Note: if after the 3rd year of studies, the student is still enrolled in the 1st year of a higher-education programme, AideFi will be refused, regardless of their academic results.

Special measures for students enrolled during the 2019–2020, 2020–2021 or 2021–2022 academic year

In light of the COVID-19 pandemic, special measures have been taken to accommodate students who were enrolled in a higher-education study cycle eligible for AideFi during the summer semester of the academic year 2019–2020 or of the 2020–2021 or 2021–2022 academic years.

These measures introduce one additional so-called 'COVID bonus' semester for all the students specified above, and postpone the check of their results scheduled to take place after 2 years of study.

Note that students may make use of only one 'COVID bonus' semester during their higher-education studies, and only if they have not made use of a similar measure in their country of study, such as an extension of the scheduled time to complete their higher-education programme.

Thus, students enrolled:

  • in the 1st cycle may receive grants and loans for a number of semesters of study exceeding the official duration for the completion of the study cycle in which they are enrolled by a maximum of 3 units;
  • in the 2nd cycle may receive grants and loans for the number of semesters of study officially scheduled for the completion of the study cycle in which they are enrolled. This number is increased:
    • by 3 units, if the student has completed the 1st study cycle within the time officially scheduled for the completion of this study cycle; or
    • by 2 units, if the student has exceeded the time officially scheduled for the completion of the 1st study cycle by 1 unit; or
    • by 1 unit, if the student has exceeded the duration officially scheduled for the completion of the 1st study cycle by 2 units;
  • in a single cycle, may receive grants and loans for a number of semesters of study exceeding the official duration for the completion of the study cycle in which they are enrolled by 3 units;
  • in the research training cycle, may receive grants and loans for a maximum duration of 9 semesters.

When students who have made use of the so-called 'COVID bonus' semester – or a similar measure in their country of study – would like to complete their 1st cycle, their 2nd cycle or their single study cycle that is unfinished, they may receive all of the AideFi in the form of a loan for an additional semester.

Regarding the postponement of the checking of results, students who were enrolled in a higher-education study cycle eligible for AideFi during the 2019–2020, 2020–2021 or 2021–2022 academic year and who did not change to another study programme after the 2021–2022 academic year, must satisfy one of the following criteria to receive AideFi in the 4th year of their 1st cycle:

  • have obtained at least 60 ECTS credits during the first 3 years of study in the same higher-education programme;
  • have obtained at least 30 ECTS credits after the 3rd year of studies, at the latest, provided that they changed to another study programme after the first enrolment in a higher-education programme;
  • be enrolled in the 2nd year of the higher-education program, which is defined in terms of length of study.

The effects of these measures are applied automatically to the students concerned, who must file an application for AideFi by the stipulated deadline.

Anti-overlap provisions

AideFi cannot be combined with the following benefits:

  • financial aid for higher education and other equivalent financial support paid by the student's country of residence;
  • any financial benefit arising from the fact that the applicant is a student.

This includes in particular grants and loans, family allowances, regional aids, housing aid, etc.

Applicants are required to submit certificates issued by the competent authorities in their country of residence, indicating the amount of financial aid and other financial benefits to which they may be entitled to from the authorities in their country of residence. This amount is deducted in full from the AideFi granted by the Luxembourg government.

These certificates must indicate, if applicable, the reason for refusal of financial aid. Certificates bearing an endorsement specifying administrative reasons for refusal will not be accepted.

In practice, non-resident students must apply for financial aid in their country of residence (e.g. 'Crous' or 'bourse régionale pour les formations sociales et paramédicales' in France, 'allocations d'études' in Belgium or 'BAföG' in Germany) and provide proof of this. Failure to provide the aforementioned certificates will result in a refusal of AideFi.

Grants based on merit, and grants which are part of an international mobility programme (Erasmus+) are not concerned.

Additional measures for students with disabilities

A student with a disability:

  • who is facing extraordinary expenses, can obtain an annual increase in financial aid of EUR 1,000 in grant and EUR 1,000 in student loan.
  • who is prevented from making normal progress in their studies can obtain an extension of the duration of their financial aid and a postponement of the check of their academic results scheduled to take place after two years of undergraduate studies.

Requests for an increase, an extension or a postponement of the check of academic results must be made in writing to the attention of the Financial Aid Department (aidefi@mesr.etat.lu) and will be granted on the basis of a positive opinion of the statutory commission as provided for in article 10 of the amended law of 24 July 2014 on state financial aid for higher education.

Repayment of financial aid

Any aid that was granted must be repaid immediately if it was obtained as a result of statements that the recipient knew to be inaccurate or incomplete. In the case of aid granted in the form of a loan, the recipient must also pay interest at the legal rate as from the date on which the loan was paid out until the date on which it was repaid.

Persons who have obtained any form of aid on the basis of information they knew to be inaccurate or incomplete shall be liable to imprisonment and a fine.

Appeals

A negative decision in response to an application for financial aid is an administrative decision against which the usual means of appeal (non-contentious appeal, judicial appeal) may be pursued, provided the legal deadlines are complied with.

It is also possible to file a claim with the Ombudsman.
