Renting a subsidised dwelling

As a public developer, the Housing and Residential Development Fund (Fonds du logement), or Housing Fund, under certain conditions, provides people with low income with rental accommodation throughout the Luxembourg territory. The Fund has flats that contain up to 4 bedrooms, as well as houses that better meet the needs of large families.

Applications submitted to the Housing Fund are classified in descending order of priority based on specific selection criteria.

Who is concerned?

To be eligible for accommodation through the Housing Fund, the applicant must not:

  • be the owner or the legally entitled user (usufructuary) of another dwelling, either in Luxembourg or in a foreign country;
  • be entitled to live in another dwelling.

How to proceed

The application for rental housing must be made using the application form. Once completed, printed, and signed, the form should be returned to the Housing Fund by post.

The application form can also be obtained by calling the Housing Fund on 26 26 44-1.

The following documents are to be enclosed with the subsidised housing application:

  • an extract from the population registry, issued by the communal administration;
  • certificates of income or pension for the last 3 months, of:
    • the applicant;
    • where applicable, their spouse;
    • all children in the household who have a salaried job;
    • any other person belonging to the household.
  • a certificate attesting to the amount of family benefits, issued by the Children's Future Fund (Caisse pour l'avenir des enfants - CAE);
  • a certificate attesting to a parental leave allowance, issued by the CAE;
  • a certificate attesting to the amount of maintenance/support payments received or paid (copy of the divorce decree);
  • a certificate of registration issued by the Joint Social Security Centre (Centre commun de la sécurité sociale - CCSS);
  • copy of the applicant's ID card or residence permit;
  • where applicable, a copy of the letter of termination of the rental agreement (or a copy of the court's judgment) for the applicant's previous accommodation;
  • certificate attesting that the applicant and their spouse are neither the owners nor the legally entitled users of another home, issued by the Real Estate Assessment Service (Service des Évaluations immobilières) of the Luxembourg Inland Revenue (ACD). As concerns their country of origin, the applicant must contact their embassy.

If the applicant's file is complete, they will receive a reply confirming its receipt and indicating their file number.

Complete files are subject to an in-depth review and social inquiry conducted by the social services of the Housing Fund, which will contact the applicant to arrange a meeting at their home to discuss their situation.

If the file is not complete, it will be returned to the applicant to be completed.

Before receiving the keys to the subsidised home, the applicant must provide a rental deposit amounting to 3 months of rent, as well as a copy of the insurance contract covering rental and fire risks.

The subsidised rent is calculated according to the household's net annual available income (at 75 %) and the useful floor area of the dwelling (at 25 %). The amount of rent is reviewed each year based on the net available income that was effectively collected by the household in the previous year.
