Pre-financing for solar photovoltaic systems - Installers

The terms and conditions governing pre-financing for solar photovoltaic systems provide that installers listed in the register of photovoltaic installers may apply for aid on behalf of their private customers.
The aid is paid directly to the installer, and deducted from the selling price shown in the installer's final VAT-inclusive invoice.
Who is concerned
Installers that meet the following conditions:
- established in Luxembourg and holding a business permit to operate as an electrician; or
- established in an EU Member State and holding:
- an authorisation to install solar photovoltaic systems and connect them to the public electrical grid in the country where they are established;
- a certificate of declaration for the provision of occasional and temporary services in Luxembourg.
Prerequisites
Photovoltaic systems
The following conditions apply:
- the photovoltaic system's power output must be at least 2 kWp;
- the photovoltaic system must be mounted:
- on the roof or façade of a building, or incorporated into the building envelope;
- on a built structure – e.g. a carport or a garden shed;
- if an existing photovoltaic system was extended, or if an additional system was installed: the original system's first grid feed-in must be at least two years prior to the additional system's first grid feed-in;
- the system must not have been acquired under a lease agreement.
Photovoltaic systems with battery storage
The following conditions apply:
- the capacity of a battery storage unit must be at least 2 kWh;
- for properties held in commonhold: a battery storage unit will only be eligible if the photovoltaic system's power output exceeds 1.5 kWp per private unit;
- an additional battery storage unit will only be eligible if the last battery storage unit that was installed was acquired at least five years earlier.
Procedure
The following conditions apply:
- the installer must be listed in the register of photovoltaic installers that are eligible for the pre-financing procedure;
- the purchase order was signed between 1 October 2024 and 31 December 2029;
- the total of any down-payments paid – i.e. the sum all payments made prior to the final invoice – must not exceed 30 % of the total price on the final invoice;
- both the beneficiary and the installer must have signed a document that:
- confirms that the beneficiary had opted for pre-financing;
- shows the date on which the order for the system was placed; and
- shows the VAT-inclusive amount of the offer, as projected in the down-payment request;
- before filing an application for financial aid, the installer must have:
- forwarded the declaration of completion of work to the competent network manager; and
- issued the final invoice.
Final invoice
The following conditions apply:
- the system's power output and the battery storage unit's capacity must be clearly stated on the final invoice;
- the subsidy, as well as all down-payments that have been made, must be clearly stated on the invoice and deducted from the total amount.
Beneficiary of the aid
The following conditions apply:
- the beneficiary must be a natural or legal person who owns or has immovable property rights in the building in question;
- there must be at least one accommodation unit in the building;
- the beneficiary must not be a business whose activity requires a business permit;
- in the case of a commonhold property, the beneficiary must be either the commonhold association, or a co-owner designated by the general meeting.
Deadlines
Eligible systems must be ordered no later than 31 December 2029 to benefit from the scheme.
The application for financial aid must be filed no later than 31 December 2031.
How to proceed
Register listing
Applications to be listed in the register of installers must be filed online via MyGuichet.lu. As this is a procedure that requires authentication, you will need:
- a LuxTrust product; or
- an eIDAS-compliant solution.
Filing the application for pre-financing
Applications for pre-financing must be filed with the Minister of the Economy online via MyGuichet.lu. As this is a procedure that requires authentication, you will need:
- a LuxTrust product; or
- an eIDAS-compliant solution.
You must fill in all required fields (applicant, system, building, etc.) and attach any required supporting documents.
The application must be filed after you have issued the final invoice and forwarded the declaration of completion of work to the competent network manager, along with the signed 'mandate' (the exact term).
Supporting documents
The following supporting documents must be included:
- the final invoice, showing:
- the photovoltaic system's power output;
- the battery storage unit's capacity, if applicable;
- the title of the legal basis;
- the amount of the financial aid, as calculated;
- the address where the system is installed (if different from the customer's billing address);
- the total of the down-payments made by the customer;
- the declaration of completion of work, as forwarded to the competent network manager;
- the completed customer consent form, signed by both the installer and the customer. A customer consent form template can be found in the section entitled 'Online services and forms'.
Amount of aid
The applicable subsidy is calculated on the basis of the photovoltaic system's power output (expressed in kilowatt-peak), and the battery storage unit's capacity (expressed in kilowatt-hour), using a formula set by Grand-Ducal regulation.

Note: the amount of the aid may not exceed the total VAT-inclusive cost of acquiring and installing the system, as invoiced.
Processing the application
The Ministry of the Economy will process your application, and the Minister will return a decision within 15 working days.
Payment of the aid
The installer should calculate the amount of pre-financing to apply in the down-payment request, and in the final invoice, using the pre-financing calculator, which can be found here.
As part of the pre-financing procedure, the aid will be paid directly to the installer, following the Minister's decision to grant the aid.
The installer must deduct the aid from the final VAT-inclusive selling price.
Checks and reimbursement
The Minister may, at any time within five years of the date of notification of their decision to grant the aid, conduct a check to determine:
- the accuracy of the information provided in support of the application;
- whether, for solar photovoltaic systems, the declaration of completion of work was indeed filed with the network manager.
If any information provided in the application/declaration is found to be inaccurate or incomplete, the aid will be denied. If the aid has already been paid, the Minister will demand that the beneficiary reimburse the unduly received amounts with retroactive effect.
If, within one year of being notified to produce additional supporting documents, the beneficiary fails to produce the requested documents, the Minister will rescind the aid.
Suspension and removal from the register
The Minister may impose a three- to six-month register-listing suspension for any installer who has repeatedly made inaccurate or incomplete declarations.
The Minister will permanently deregister any installer:
- whose business permit, or certificate of declaration for the provision of occasional and temporary services in Luxembourg, has been revoked or cancelled;
- that has been declared bankrupt;
- that has deliberately made inaccurate or incomplete declarations with a view to obtaining undue payments.
If an installer is struck off the register, any applications they have filed before the decision to deregister them will be automatically refused.
