Application to the CNAP for a certificate proving entitlement to the gradual pension

Summary:
Anyone who meets the requirements can apply for a gradual pension, gradually reducing their working hours. You must first apply to the National Pension Insurance Fund (Caisse nationale d’assurance pension - CNAP) for a certificate, which must then be enclosed with your application for reduced working hours submitted to your employer.
The gradual pension allows an employee who meets the requirements for an early retirement pension to reduce their working time with their employer and, at the same time, to receive a portion of their early retirement pension.
There are 2 stages to the process of applying for your gradual pension:
Stage 1: Application to the National Pension Insurance Fund (Caisse nationale d’assurance pension - CNAP) for a certificate
You must first apply to the CNAP for a certificate that states:
- the date on which you become entitled to an early retirement pension; and
- that you meet the minimum required job occupation condition.
This certificate must be submitted to your employer at the same time as your application for reduced working hours.
Stage 2: Application for the gradual pension
Once you have the certificate and your employer has agreed to reduce your working hours, you can apply for the gradual pension.
This procedure concerns only the application for the certificate mentioned in stage 1.
It is reserved for individuals who:
- perform paid work in Luxembourg; and
- are affiliated to the general pension scheme.
Who is concerned
Anyone who:
- is affiliated to the general pension scheme; and
- performs paid work in Luxembourg;
- is eligible to claim an early retirement pension; and
- has had a job with working hours at least equivalent to 75% of a full-time position for at least 3 years before applying for reduced working hours for the purposes of claiming a gradual pension.
Prerequisites
The CNAP will only accept your application if you:
- are aged between 57 and 65; and
- are not receiving a personal pension from the CNAP.
N.B.
The gradual pension is not to be confused with:
- progressive early retirement, which is a system based on an agreement between the employer and the Ministry of Labour;
- the early retirement pension, which entitles you to payment of the full amount of pension, with a potential reduction in the event that you continue to work.

Applications must be filed online via the MyGuichet.lu platform. You can choose the procedure with authentication or without authentication.

How to create a business eSpace on MyGuichet.lu
There are 2 possible scenarios:
- You are a new user of MyGuichet.lu. You must:
- first register on MyGuichet.lu; and
- then create a business eSpace.
- You already have a private eSpace on MyGuichet.lu. You can directly create a business eSpace without having to register again.

The procedure with authentication using a LuxTrust product or an eID has many features that are not available with the procedure without authentication. In particular, the data already stored in your private eSpace will be entered automatically for you.
You can use this procedure if you don't have a LuxTrust product or an electronic identity card (eID).
Supporting documents
All requested supporting documents must be attached.
Submitting an incomplete application could delay the issuing of your certificate.
Processing of your application by the CNAP
Confirmation of your pension insurance record
In order to issue the requested certificate, your insurance record must be confirmed. This step allows the CNAP to collate and check your full insurance history in Luxembourg and, where applicable, abroad, in order to determine whether you are eligible to apply for an early retirement pension.
Time required to issue the certificate
The time required to issue your certificate will depend on your personal circumstances and pension insurance record.
If you have worked in several different countries, the CNAP will, where necessary, request an official career statement (form P5000) from the foreign social security institutions. In that case, the time required to issue your certificate may be longer, as the CNAP has no influence on how quickly foreign institutions respond.
You will be sent the certificate by post as soon as all of the required information has been received. You do not need to do anything.
Estimation of the amount
For information, along with the certificate, the CNAP encloses an estimate of the current monthly gross amount of your early retirement pension. You can calculate the amount of your gradual pension by multiplying this amount by the rate of reduction of your working time.
