Applying for a duplicate of the document issued by the SNCA

If a document issued by the National Society of Automotive Traffic (Société nationale de circulation automobile - SNCA) is lost, damaged, destroyed or stolen, the owner/holder of the vehicle concerned may apply for a duplicate.

Who is concerned

The application for a duplicate SNCA-issued document must be filed by the owner of the vehicle concerned.

The holder of a vehicle—i.e., the person whose name appears on the certificate of registration, e.g. in the case of a leased vehicle—may only apply for a duplicate of Part I of the certificate of registration. Only the owner of the vehicle may apply for a duplicate of Part II of the certificate of registration (or the certificate of de-registration).

Costs

The application for a duplicate must be affixed with a tax stamp (stamp duty - "Droit de Chancellerie") in the amount of EUR 50. In the event of theft, the tax stamp is not required provided that the applicant can produce a theft report issued by the police.

Online application using MyGuichet.lu

In the event of an application for a duplicate using the electronic assistant on MyGuichet.lu, the payment of the tax stamp is made during the application process.

It is not necessary to make a prior payment by wire transfer.

It is therefore not necessary to attach a proof of payment of the application.

Submission of the application using the PDF form

Stamp duty can be paid:

  • at one of the competent offices of the Luxembourg Land Registration and Estates Department (Administration de l'enregistrement et des domaines); or
  • by bank transfer into the account LU76 0019 5955 4404 7000 (BIC: BCEELULL).

If the payment is made by bank transfer, the applicant must attach proof of payment (statement of debit) to their application for a duplicate. The following information must appear on the proof of payment:

  • surname, first name and home address of the owner/holder;
  • specific reason for the bank transfer;
  • registration and chassis numbers of the vehicle.

The tax stamp is also available at the SNCA vehicle registration offices. There will also be a EUR 3 supplement for administrative fees.

How to proceed

If the certificate of registration is stolen

If a certificate of registration (part I or part II) is stolen, a declaration of theft must be established with the police.

A duplicate of the required document may be issued to the owner/holder of the vehicle upon presentation or submission of the application for a duplicate of the documents that were reported stolen accompanied by the theft report, either:

  • electronically via MyGuichet.lu;
  • by post, to the SNCA;
  • at the reception desk of one of the 3 SNCA sites.

If the certificate of registration is lost, damaged or destroyed

If the certificate of registration (Part I or Part II) is lost, damaged or destroyed, a duplicate of the document(s) in question may be issued to the owner/holder of the vehicle upon presentation of an application to obtain a duplicate together with a copy of their identity document:

  • electronically via MyGuichet.lu;
  • by post, to the SNCA;
  • at the reception desk of one of the 3 SNCA sites.

The application may be taken to the SNCA by a third party, but that person must produce a power of attorney given by the owner/holder of the vehicle, a copy of the owner's/holder's ID, and their own ID document.

If the export certificate is lost, stolen, damaged or destroyed

If an export certificate is lost, stolen, damaged or destroyed, a written request should be sent by post or email (to info@snca.lu) for details on what steps that should be taken, which may vary depending on the case.
