Applying for a duplicate of the document issued by the SNCA

If a document is lost, damaged, stolen or destroyed, it is possible to request a duplicate under certain conditions.

Persons concerned: any person living in Luxembourg who owns or holds a vehicle.

Costs: the costs vary depending on the document requested, but there is no charge if the original document has been stolen.

If you are the registered owner, holder or keeper of a vehicle for which a document has been issued by the National Society of Automotive Traffic (SNCA), you may request a duplicate of this document if it has been:

  • lost;
  • damaged;
  • destroyed;
  • stolen.

Who is concerned

You can request a duplicate of an SNCA-issued document if you:

  • live in Luxembourg; and
  • are the holder, owner or keeper of the vehicle concerned.

If you are requesting a duplicate of the registration certificate, a distinction must be made between part 1 (grey part) and part 2 (yellow part).

If you are the holder, owner or keeper of the vehicle concerned, you can obtain a duplicate of part 1.

To obtain a duplicate of part 2, you must be:

  • the owner; or
  • a person duly authorised by the owner.

Where no owner is recorded in the national database of road vehicles, you may, as the holder of the registration certificate (part 1, grey), also obtain a duplicate of part 2 (yellow) of the certificate.

Costs

Your application for a duplicate must be affixed with a tax stamp (stamp duty - 'Droit de Chancellerie').
The amount payable depends on the type of document you need:

  • EUR 50 for a duplicate of the registration document;
  • EUR 19.80 for a duplicate of the export certificate;
  • EUR 22.30 for a duplicate of the conformity sticker.

If the document has been stolen, you will not have to pay any fee provided you submit a declaration of theft issued by:

  • the Grand Ducal Police: or
  • the competent authority if the theft took place abroad.

Application via MyGuichet.lu

In the event of an application for a duplicate using the electronic assistant on MyGuichet.lu, the payment of the tax stamp is made during the application process.

It is therefore not necessary to:

  • make an advance payment by bank transfer;
  • attach proof of payment to your application.

Submission of the application using the PDF form

If you choose to apply using the PDF form, you can pay the tax stamp 'droit de chancellerie' in advance:

  • at one of the competent offices of the Registration Duties, Estates and VAT Authority (Administration de l’enregistrement, des domaines et de la TVA); or
  • by bank transfer to the following account:

    Adress: B.P. 31, L-2010 Luxembourg; or
  • at the SNCA vehicle registration offices, with an additional EUR 3 to be paid in administrative costs.

If you choose to pay your tax stamp by bank transfer, you must enclose proof of the bank transfer (debit note) with your application for a duplicate, including the following information:

  • surname, first name and home address of the holder/owner;
  • specific reason for the bank transfer;
  • the registration number;
  • the vehicle's chassis number.

How to proceed

In the event of theft of the registration certificate

If your registration certificate (part 1 or 2) has been stolen, you must:

  1. report the theft to the police; and
  2. submit your application for a duplicate of the document reported stolen, accompanied by the declaration of theft:
  • online via MyGuichet.lu (see under 'Online services and forms'). This is a procedure with authentication that requires:
    • a LuxTrust product; or
    • a Luxembourg electronic identity card (eID); or
  • by registered letter to SNCA - B.P. 23 / L-5201 Sandweiler; or
  • without appointment, to the reception desk of one of the SNCA sites:

If the certificate of registration is lost, damaged or destroyed

If you have lost, damaged or destroyed your vehicle’s registration certificate (art 1 or Part 2), you must submit an application for a duplicate, accompanied by a copy of your identity document:

  • online via MyGuichet.lu (see under 'Online services and forms'). This is a procedure with authentication that requires:
    • a LuxTrust product; or
    • a Luxembourg electronic identity card (eID); or
  • by registered letter to SNCA - B.P. 23 / L-5201 Sandweiler; or
  • without appointment, to the reception desk of one of the SNCA sites:

If you are unable to attend in person, you may ask a third party to visit the SNCA on your behalf, but they must present:

  • their identity document;
  • a written power of attorney from you.
  • a copy of your identity document.

The application may be taken to the SNCA by a third party, but that person must produce a power of attorney given by the owner/holder of the vehicle, a copy of the owner's/holder's ID, and their own ID document.

If the export certificate is lost, stolen, damaged or destroyed

If you have lost, damaged or destroyed your vehicle’s export certificate, you must submit an application for a duplicate, accompanied by the supporting documents:

  • by post, to the SNCA, preferably by registered letter; or
  • by email: info@snca.lu.

This way you will receive the details of the procedure to follow, which may vary depending on the circumstances.
