Transporting or transferring a firearm out of Luxembourg

You need a European firearms pass in order to travel with a firearm. You will also need an authorisation to export a firearm.

Before travelling with a firearm within the European Union (EU), the holder of a firearms licence in Luxembourg must first obtain a European Firearms Pass (EFP).

The permanent transfer of a firearm from Luxembourg to another EU Member State, or the export of such an arm to a third country, is subject to prior authorisation from the destination country.  

Who is concerned

Each resident person with a firearms licence in Luxembourg who wishes to temporarily travel abroad with a firearm.

Any person wishing to sell a firearm abroad.

Any person wishing to transfer their main place of residence to another EU Member State or a third country.

Costs

Fees

The first issuance or renewal of any European Firearms Pass is subject to prior payment of a EUR 50 fee (taxe de chancellerie).

A fee of EUR 25 must be paid for the modification of a European Firearms Pass (for example, if a firearm is added to the EFP).

For the issuance of an authorisation to permanently transfer (i.e. export) a firearm to a foreign country, a fee of EUR 50 must be paid in advance.

Payment

The fees must be paid by bank transfer or direct deposit to the account BCEELULL LU36 0019 5955 4436 2000 of the Fines and Collection Office (Bureau des amendes et recouvrements) at the Registration Duties, Estates and VAT Authority, with the indication of the precise wording as stated in the form, depending on the type of application.

Proof of the deposit/wire transfer (statement of debit) must always be attached to the application for the issuance of a firearms licence.

How to proceed

Temporary transfer to another EU Member State

The European Firearms Pass (EFP) covers temporary transfers of firearms to other EU Member States for the purpose of taking part in a hunt or competitive target shooting. Each applicant may only be issued one EFP, and the number of firearms that can be registered on it is limited to 10.

In principle, the EFP must be approved in advance by the Member State to be visited. As such, before travelling with firearms, it is strongly recommended that applicants contact the competent authorities in the transit and destination Member States directly for details on approval formalities.

The EFP is valid for 5 years, and renewable on request.

The EFP does not cover the registration of antique weapons or non-firearm weapons.

Also note that the EFP is never issued alone. Thus, the applicant must already hold a licence to carry a sporting or hunting weapon to which the EFP refers.

The application for the European Firearms Pass must always be accompanied by proof of payment to the relevant bank account (statement of debit).

Temporary transfer to a third country

Before travelling outside the EU with firearms, it is strongly recommended that applicants make enquiries directly with the competent authorities in the non-EU transit and destination countries.

Permanent transfer to another EU Member State

Firearms cannot be permanently transferred to another EU Member State without providing proof of authorisation by the destination Member State.

The authorisation may come in the form of a prior approval for the transfer of firearms issued by the destination Member State.

Once prior approval has been obtained, the seller in Luxembourg can file an export application and, if need be, an application for a firearms transfer permit in European format, if that document is required by the destination country.

Note that the prior approval is always issued by the destination Member State, whereas the firearms transfer permit is always issued by the Member State of origin, after the destination Member State has issued its prior approval.

Export to a third country

Exports will not be authorised without providing proof of authorisation by the competent authorities in the destination country.
