The Household Budget Survey is carried out in all the countries of the European Union (EU) and represents a valuable source for the development of social policies. In particular, the following questions need to be answered:

  • How much can Luxembourg residents spend per month?
  • Can some groups spend more or less than others?
  • Will life in Luxembourg become more expensive or cheaper?

The National Institute for Statistics and Economic Studies (STATEC) is conducting this annual budget survey among a number of households in Luxembourg. People will take part in this survey at different times of the year, so that:

  • the whole year is covered;
  • the results are representative.

Who is concerned

Each year, STATEC draws a random sample from the National Register of Natural Persons (RNPP). If a member of your household has been chosen, you will receive an invitation letter by post from STATEC asking all members of your household to take part in the survey. 

Prerequisites

To take part in this survey, you must:

  • have received an invitation letter from STATEC containing an access code;
  • have a computer, tablet or smartphone;
  • have a private eSpace on MyGuichet.lu;
  • have an authentication device, i.e.:
    • a LuxTrust product;
    • a Luxembourg electronic identity card (eID).
    • an eIDAS device from another European country.

Deadlines

The Household Budget Survey questionnaire must be completed by the deadline stated in your invitation letter.

How to proceed

Completing the questionnaire

Each invitation letter contains a unique access code, which is required to complete the questionnaire. The letter is also accompanied by a flyer (Pdf, 583 Kb) that explains how to log in to the questionnaire on MyGuichet.lu.

Information on all the people living in the same dwelling must be entered in this questionnaire. Only one person in the household is therefore invited to:

  • log in to the online questionnaire;
  • fill in the data for the other members of the household.

Of course, a household can also consist of just one person.

Please note that only one questionnaire needs to be completed by the household on MyGuichet.lu.

Structure of the questionnaire

The household budget survey covers all types of household expenditure in Luxembourg. This includes stating the costs of accommodation, food (including catering) and all other expenses (health, transport, clothing, insurance, furniture, leisure, etc.) incurred by the household.

One part of the questionnaire covers food expenditure over 15 consecutive days. To make the participation easier for you, we strongly recommend that you collect your receipts during the survey period.

As the survey is done with authentication, you can leave the questionnaire at any time by clicking on 'Resume later'. The data you entered is saved and you can continue later.

Reward for participation

STATEC rewards all households that participate in this survey for their cooperation and effort:

  • EUR 65 for a one-person household;
  • EUR 85 for a household of 2 to 3 people;
  • EUR 105 for a household of 4 people or more.

Payment may take up to 3 months from the date on which your questionnaire was sent to STATEC. Payment is made by the State Treasury and not by STATEC.

Obligations and sanctions

The law on STATEC stipulates that participation in any STATEC survey is mandatory.

Failure to respond or intentionally providing incorrect data may result in a financial penalty. The aim of this legal provision is to contribute to the quality of the statistics produced, by enabling STATEC to collect reliable data that is sufficiently representative of the resident population.

Purpose of processing

The Household Budget Survey:

  • aims to update the consumer price index basket to measure inflation;
  • provides a detailed overview of the living conditions of Luxembourg’s families;
  • makes it possible to compare consumer habits between Member States of the European Union.

Lawfulness of processing

The processing is lawful within the meaning of the General Data Protection Regulation (EU) No 2016/679, because it is necessary for the performance of a task carried out in the public interest. This public interest mission is stated in the law on the organisation of the National Institute for Statistics and Economic Studies. Any personal data that is collected will be permanently erased within a maximum of 3 years after it is collected.

During that time, the data will be treated with the strictest confidentiality. Such data will only be used for purely statistical purposes, and in no circumstances will it ever be disclosed.

STATEC has also implemented a number of technical and organisational measures to protect personal data, including measures to secure computerised processing, and to restrict access rights to data handled by STATEC staff.

Source of personal data

STATEC draws its random sample from the National Register of Natural Persons (RNPP), which provides it with the data needed to invite the people selected.

Disagreement concerning data protection

In the event of a disagreement regarding the protection of personal data, you may contact STATEC's Data Protection Officer (DPO):

Participants in the sur have the following rights:

  • the right to access their data;
  • the right to have their data rectified or erased;
  • the right to restrict or to object to the processing of their personal data;
  • the right to data portability.
