A food business operator who considers or has reason to believe that one of the food products they have imported, produced, processed, manufactured or distributed does not meet the food safety requirements must:

  • withdraw from the market the food in question; and
  • notify the food safety problem to the authorities;
  • where needed, inform the consumers and recall the products.

Animal feed

An animal feed business operator who considers or has reason to believe that one of the animal feed products they have imported, produced, processed, manufactured or distributed does not meet the animal feed safety requirements must:

  • withdraw from the market the animal feed in question; and
  • notify the problem to the authorities;
  • where needed, inform the users of the animal feed and recall the products.

The withdrawal from the market can take place at any stage in the food chain and not only on delivery to the end consumer.

Who is concerned?

The mandatory notification concerns natural or legal persons called "business operators" (EXPLOITANTS) who are responsible for ensuring compliance with the provisions on food law through inspections in the food/animal feed business concerned.

How to proceed

The contact body for the procedure is the Luxembourg Veterinary and Food Administration (ALVA).

The notification must be submitted using an online assistant on MyGuichet.lu (see 'Online services and forms') or by using the MyGuichet.lu mobile app.

This procedure can be carried out:

  • either with authentication using:
    • a LuxTrust product; or
    • a Luxembourg electronic identity card (eID) by using:
      • the GouvID mobile app; or
      • a card reader; or
    • an eIDAS means of identification from another Member State of the European Union (EU) or the European Economic Area (EEA).
  • or without authentication.

How to create a business eSpace on MyGuichet.lu

There are 2 possible scenarios:

  1. The person submitting the application is a new user of MyGuichet.lu. They must:
    • first register on MyGuichet.lu; and
    • then create a business eSpace.
  2. The person submitting the application already has a private eSpace on MyGuichet.lu. They can directly create a business eSpace without having to register again.
