Start-up aid for young farmers

Young farmers who are setting up to run an agricultural holding may be granted start-up aid, upon request and subject to certain conditions.
Applications must be submitted online via MyGuichet.lu.
Who is concerned
Any active young farmer who:
- is under the age of 40 on the deadline for submitting the aid application;
- is setting up to run an agricultural holding producing at least EUR 75,000 and no more than EUR 1,500,000 in total standard output;
Note: a total standard output of at least EUR 25,000 is sufficient if supported by a business plan that shows that the total standard output threshold of EUR 75,000 can be achieved within 5 years of the decision to grant the start-up aid (hereafter referred to the 'grant decision').
- can demonstrate full-time work experience in the agricultural sector, for a period of:
- one year, if they have undergone agricultural training or training in a related sector;
- 2 years, in all other cases;
- has completed a business management course or undertakes to complete such a course within 3 years of the grant decision;
- can produce a business plan and undertakes to implement it within 5 years of the grant decision;
- does not engage in any other form of gainful activity that is registered with the social security system and which exceeds 20 hours a week;
- is the owner of one of the following, or has been granted the right of enjoyment of one of the following under a lease agreement that has been duly registered and recorded, and which is due to expire within at least 15 years of the aid application selection deadline:
- the buildings on the agricultural holding that are used for agricultural activities;
- agricultural machinery and livestock; or
- holds at least 20 % of the share capital, if they are setting up to run an agricultural holding in partnership with a legal person who satisfies these conditions.
Prerequisites
Setting up a business eSpace
First of all, you will need to log in to MyGuichet.lu. To do so, you will need a LuxTrust product or an electronic identity cars (eID).
You will then need to create a business eSpace.
How to create a business eSpace on MyGuichet.lu
There are 2 possible scenarios:
- You are a new user of MyGuichet.lu. You must:
- first register on MyGuichet.lu; and
- then create a business eSpace.
- You already have a private eSpace on MyGuichet.lu. You can directly create a business eSpace without having to register again.

Deadlines
Aid applications are assessed and beneficiaries are selected 4 times a year.
The deadline for submitting aid applications is the last day of February, May, August and November.
How to proceed
Filing the application
Applications must be filed online via the MyGuichet.lu platform. This procedure requires authentication using a LuxTrust product or an electronic identity card (eID).
Before submitting your application, you will need to complete the following steps:
- fill in the required information;
- confirm your input;
- validate your input.
Supporting documents
You will need to attach any supporting documents that you may be asked to provide while filling in the application form on MyGuichet.lu.
Amount of aid
The amount of the start-up aid is EUR 60,000.
This amount is increased by:
- EUR 5,000 if the applicant holds a technician's diploma; or
- EUR 10,000 if the applicant holds a university diploma – this may not be aggregated with the EUR 5,000 increment mentioned above);
- EUR 30,000 if the young farmer can demonstrate at least 6 months' work experience on an agricultural holding abroad.
All the increments mentioned above may be aggregated, except the EUR 5,000 and the EUR 10,000 increments.
The amount of the aid that is granted will be specified in the grant decision.
The start-up aid is only granted once.
Payment of the aid
The start-up aid is paid in 2 instalments:
- the first instalment is paid after the grant decision;
- the second instalment, in the amount of EUR 30,000, is paid after the decision acknowledging that the business plan has been implemented.
Obligations
For verification purposes, you should notify the Administration of Technical Agricultural Services (Administration des services techniques de l’agriculture – ASTA) when the business plan has been implemented. The business plan must be implemented within 5 years of the grant decision.
Failing such notification, your entitlement to the second instalment will be forfeited. Likewise, if you notify ASTA that the business plan has been implemented, but it is found that the business plan has not been implemented within the required 5-year time frame, your entitlement to the second instalment will be forfeited.
