Declaration to provide and assess training for a standard scenario (STS) – SPECIFIC category

Since 1 January 2024, new European rules apply to the operation of drones (also known as Unmanned Aircraft Systems or UAS).
These rules provide for the possibility of using European Standard Scenarios (STS). These are low-risk operational scenarios defined by the European Union Aviation Safety Agency (EASA) to facilitate operations in the SPECIFIC category.
There are currently 2 scenarios:
- STS-01: visual line of sight operation (VLOS) over a controlled area on the ground.
- STS-02: beyond visual line of sight operation (BVLOS) over a controlled area on the ground.
These 2 scenarios:
- impose precise restrictions on the controlled ground area;
- are carried out at a maximum altitude of 120 metres above ground level.
UAS operators must grant the Directorate of Civil Aviation (DAC) access to any UAS, installation, document, register, data, procedure or any other material relating to their activity.
Who is concerned
UAS Operators (natural or legal persons) that intend to conduct practical skill training and assessment of remote pilot skills within the framework of a standard scenario (STS) in the SPECIFIC category.
Entities (legal persons) that wish to be recognised by the Directorate of Civil Aviation (DAC) to conduct this type of training.
Prerequisites
1. UAS operator registration
As a natural or legal person operating UAS, you must:
- first register as a UAS operator; and
- be able to provide a UAS operator registration number in compliance with European regulations.
You must register as a UAS operator in the EU Member State where:
- you are resident, if you are a natural person; or
- where you have your principal place of business, if you are a legal person.
2. Training manual
The entity or the UAS operator:
- undertakes that the practical skill training and assessment of remote pilots for standard scenarios will be carried out in accordance with Regulation (EU) 2019/947;
- must create a training manual for the intended standard scenario as well as a template for the assessment report. These documents are necessary to complete this procedure.
3. Qualification of training personnel
The entity or the UAS operator undertakes that the training and assessment of the student remote pilot be carried out by personnel nominated to be in charge of the training.
This personnel must have the required competencies for the intended scenario.
Proof of qualification of the personnel nominated to be in charge of the training is necessary to complete this procedure.
4. Operational and compliance documents
Any entity wishing to be recognised by the DAC to provide and assess training must be in possession of documents attesting to the conformity of the UAS used during the training.
UAS operators that intend to conduct practical skill training and assessment of remote pilots for an STS must first declare an operation for that STS that includes all UAS used for the training and assessment. The attestation of confirmation of receipt and completeness, as well as the declaration form in European format, are necessary to complete this procedure.

This declaration procedure is free of charge.
How to proceed
Filing the declaration
To submit a declaration to conduct practical skill training and assessment for an STS in the SPECIFIC category, a request can be made to the Directorate of Civil Aviation (DAC):
- by using MyGuichet.lu (see 'Online services and forms') or the MyGuichet.lu mobile application. This is a procedure with authentication that requires a LuxTrust product or an electronic identity card or an eIDAS identification device;
- or by using a paper form that can be filled in and sent:
- by post; or
- by email to uas@av.etat.lu.
Application processing time
Once the procedure has been completed, the following documents will be issued within 10 working days:
- the declaration form in European format; and
- the confirmation of receipt and completeness (operator); or
- the attestation of recognition (entity).
Duration of validity
The attestation of confirmation of receipt and completeness is valid as long as an operational declaration according to the corresponding STS is currently valid.
The attestation of recognition is not limited in time.
Obligations
The training can only begin once the attestation of confirmation of receipt and completeness or the attestation of recognition for the intended standard scenario has been received.
In case of significant changes to the initial declaration, the UAS operator or the entity must submit an updated declaration of operation.
