European rules apply to the operation of UASs ('Unmanned Aircraft Systems', i.e. drones). This procedure covers declarations of operation under a standard scenario (STS) for the 'SPECIFIC' category.
Persons concerned: UAS operators who wish to operate their device(s) under a European standard scenario.
Costs: EUR 30 for a declaration of operation under a standard scenario (STS).
European rules apply to the operation of drones (also known as 'Unmanned Aerial Vehicles' – UAVs, or 'Unmanned Aircraft Systems' – UASs).
These rules provide for the possibility of using European standard scenarios (STS). These are low-risk operational scenarios defined by the European Union Aviation Safety Agency (EASA) to facilitate operations in the 'SPECIFIC' category.
There are currently 2 scenarios:
- STS-01: visual line of sight operation (VLOS) over a controlled ground area;
- STS-02: beyond visual line of sight operation (BVLOS) over a controlled ground area.
These 2 scenarios:
- impose specific restrictions on the controlled ground area;
- are carried out at a maximum altitude of 120 metres above ground level.
UAS operators must grant the Directorate of Civil Aviation (Direction de l’aviation civile – DAC) access to all UASs, installations, documents, registers, data, procedures and any other equipment in connection with their activity.
Who is concerned
All UAS operators who wish to operate their device(s) in the 'SPECIFIC' category under a European standard scenario (STS).
Prerequisites
1. UAS operator registration
Natural or legal persons who wish to operate a UAS under a standard scenario must:
- first register as a UAS operator; and
- be able to provide a UAS operator registration number in compliance with European regulations.
You must register as a UAS operator in the Member State where:
- you are resident, if you are a natural person; or
- where you have your principal place of business, if you are a legal person.
2. Class marking
Standard scenarios are exclusively intended for UASs with a C5 (STS-01) or C6 (STS-02) class marking.
Documents attesting to the compliance of the declared UAS(s) are necessary to complete the procedure.
3. Training
UAS operation under standard scenarios must be carried out by a remote pilot in possession of a remote pilot theoretical knowledge certificate, in compliance with Regulation (EU) 2019/947. Documents attesting to the remote pilot's/pilots' theoretical knowledge are required to complete the procedure.
4. Operation
UAS operation under standard scenarios must comply with the operations manual. This manual includes the information set forth in Appendix 5 of Regulation (EU) 2019/947.
A copy of the operations manual related to the intended scenario is required to complete this procedure.

Fees due
A EUR 30 fee is charged for a declaration of operation under a standard scenario (STS).

Payment can be made:
- online using MyGuichet.lu; or
- by bank transfer or direct deposit.
How to proceed
Filing the declaration
Your declaration of operation under a standard scenario (STS) can be filed with the Directorate of Civil Aviation (DAC) through MyGuichet.lu (see 'Online services and forms).
As the procedure is a procedure that requires authentication, you will need a LuxTrust product, an electronic identity card (eID) or an eIDAS-compliant identification device.
Please note:
- only one standard scenario can be declared per procedure;
- the same procedure may include several UASs linked to the same standard scenario;
- all of the UASs operated under a standard scenario must be declared.
Time limits for responses
A response will be provided under the 'Messages' tab in your MyGuichet.lu eSpace within 10 working days of your submission.
Validity
The confirmation of receipt and completeness is valid for 2 years.
Obligations
UAS operation can only begin once the confirmation of receipt and completeness for the intended standard scenario has been received.
If there are any significant changes to the initial declaration, the UAS operator must submit an updated declaration of operation.
