You can report any animal abuse or violation of the Animal Welfare Act online through MyGuichet.lu.
In accordance with the Animal Welfare Act of 27 June 2018, it is forbidden for anyone to unnecessarily kill an animal or have it killed, or to cause or to have someone cause pain, suffering, distress, damage or injury to it.
Animal abuse means any act or behaviour that causes suffering, pain or stress to an animal without a valid reason, for example:
- depriving an animal of food and water;
- keeping an animal in a habitat or environment likely to cause suffering, injury or accident. This is the case when the habitat is too small or contains materials, installations or equipment that are not appropriate for the animal;
- leaving an animal without care if it is ill or injured.
The Animal Welfare Act provides for permits for:
- keeping certain animal species; and
- carrying out certain animal-related activities (for example: breeding dogs or cats, operating an animal boarding facility, etc.).
Keeping animals or engaging in an activity subject to ministerial authorisation without a valid permit constitutes an offence.
You can report to the relevant government department any act of animal abuse or any other presumed violation of the Animal Welfare Act online through MyGuichet.lu.
Who is concerned
Any person who believes they have witnessed:
- acts of animal abuse; or
- a violation of the Animal Welfare Act.
How to proceed
Filing the report
You can file your report online through MyGuichet.lu, with or without authentication, using:
- a LuxTrust product;
- an electronic identity card (eID); or
- an eIDAS-compliant means of identification issued by another European Union (EU) or European Economic Area (EEA) Member State.
Required information
To help the authorities respond effectively, your report must contain:
- a description of the acts observed;
- the exact location of the incident (address, parcel number, description of the road, etc.);
- the date of the incident;
- if possible, the identification of the perpetrator;
- photos or helpful documents (if available).
Data protection
The data submitted will be processed confidentially and used solely to check the facts and, where applicable, to enforce the law and protect the animals in question.
For reasons of confidentiality and data protection, no information about the action taken on the report can be shared with the person who submitted the report.
