The keeping of certain animals and certain animal-related activities require ministerial authorisation, which must be requested in advance.

To keep certain animals or to carry out certain animal-related activities, you must apply to the Luxembourg Veterinary and Food Administration (Administration luxembourgeoise vétérinaire et alimentaire - ALVA) for prior authorisation.

Who is concerned

Any person wishing to keep animals that are not on the list of animals authorised to be kept in Luxembourg must apply to the Luxembourg Veterinary and Food Administration (ALVA) for a permit to keep these animals, before acquiring them. This procedure concerns animals kept after 3 July 2018.

Any person wishing to carry out one or more of the following activities must apply in writing in advance to the Luxembourg Veterinary and Food Administration (ALVA):

  • any activity involving the marketing of animals, with the exception of animal markets and agricultural activities;
  • breeding of cats;
  • breeding of dogs;
  • commercial establishments for animals, with the exception of agricultural establishments;
  • animal parks or zoos;
  • animal boarding facilities;
  • animal shelters;
  • the use of animals for filmmaking or similar purposes.

Deadlines

The permit must be requested and granted before the animals are acquired or before the activity begins.

Your application must include the following:

  • a descriptive file on the animal;
  • the reasons for the application;
  • the conditions in which the animal will be kept;
  • the qualifications and skills of the owner or keeper.

The permit that is granted will establish the specific conditions for keeping the animal and for their identification.

The minister may refuse the permit for reasons of animal protection, species conservation, public health or protection of nature.

The owner or keeper must send the relevant government department an up-to-date inventory of the animals authorised by the minister by 1 January every year. This inventory must indicate any changes regarding the number of animals kept or the conditions in which they are held.

Your application must include the following:

  • plans of the infrastructure and equipment;
  • a detailed description of the activity;
  • a list of staff, with proof of training;
  • a list of the animals concerned;
  • the conditions in which the animals will be kept.

The permit will be granted if the application is compliant with the law and if it establishes the specific conditions in which the animals will be kept.

The competent authority will perform the checks needed to grant the permit, including an on-site inspection, once the application is complete.
