Applying for financial aid for an energy consultation by an approved energy consultant (PRIMe House 2017)

The Environment Agency (Administration de l'environnement) grants PRIMe House financial aid for sustainable energy efficiency renovation projects undertaken to rationalise the use of energy and implement technical installations making use of renewable energy sources.

Note: PRIMe House financial aids can only be granted once for a given building and only for a residential building located in Luxembourg.

Who is concerned

Any person who wishes to improve the energy performance of their home (a detached house or house divided into flats) may apply for this financial aid, i.e.:

  • natural persons;
  • legal persons established under private law;
  • legal persons under public law, other than the State.

The application for financial aid can be filed by the legal representative of a group of natural or legal persons, on condition that the legal representative is part of that group.

Applications may also be filed by the owner(s) of the residence, except when there is a change of ownership and the new owner of the residence and/or technical installation forgoes the aid in question for the benefit of the former owner who made the investments.

If the invoice for the energy consultation was established between 1 January 2013 and 31 December 2016 inclusive, and if the eligibility conditions set by the amended Grand Ducal regulation of 12 April 2012 are met, the energy consultation falls under the 2012 financial aid scheme.

Prerequisites

The state grants financial aid for energy consultations provided by approved energy consultants for the following types of projects:

The energy consultation is compulsory for renovation projects aimed at enhancing the energy efficiency of an existing residential unit. To receive the financial aid for energy efficiency renovation, the invoice for the energy consultation must have been established between 1 January 2017 and 31 December 2023 inclusive.

The energy consultation must have been drawn up by an approved energy consultant prior to the commencement of the works.

PRIMe House aids can only be obtained for a residential building in Luxembourg and on condition that the energy consultation did not concern:

  • a used installation ('second-hand'); or
  • an exchange, replacement or repair of a part of a system that cannot function independently of the rest of the system.

Deadlines

The application for financial aid must be filed with the Single point of contact for housing assistance within 4 years from 31 December of the calendar year in which the invoice was issued for:

  • an energy efficiency renovation project; or
  • the setting up of technical installations in relation with the energy consultation.

The application for financial aid must be submitted no later than 31 December 2026.

How to proceed

Filing an application

Applicants must send the following documents to the Single point of contact for housing assistance (preferably by registered letter), or submit them in person:

  • if the applicant is a private individual: the DEPA-2017 financial aid application form for natural persons; or
  • if the applicant is a legal person: the DEPA-2017 financial aid application form for legal persons.

Along with the financial aid application form, the applicant must also provide:

  • the energy consultation undertaken;
  • the 'CONF' form in relation with the energy consultation and the energy efficiency renovation works, which is addressed to the applicant by the approved energy consultant;
  • the detailed and receipted invoices in connection with the requested financial aid. Proof of payment of the invoices must be attached. The invoices may refer to an itemised estimate, in which case the latter must be attached to the invoice.
    The invoices for the energy consultation must be detailed as follows:
    • the energy consultation provided;
    • confirmation of the conformity of the estimates;
    • confirmation of the conformity of the implementation of the works on site;
    • any thermal bridge calculations, if applicable.

For residential buildings, a single application must be filed for all of the flats in the building. Applicants must also attach:

  • appendix form COLL-2017;
  • a power of attorney from each owner;
  • the list of the flats, specifying the energy reference area per flat, excluding the common areas.

The application for financial aid for the energy consultation must be filed after the works have been completed, at the same time as the request for the payment of the following types of aid:

The Single point of contact for housing assistance may ask the applicant to provide any documents it deems necessary to process the file.

If the aid is granted, the beneficiary's file may be reviewed at any time.

Subsidies for the energy consultation provided by an approved energy consultant

The amount of financial aid granted for a sustainable energy renovation project is:

  • EUR 1,000 for a single-family residence (a house);
  • EUR 1,200 for a residence comprising 2 flats. A EUR 25 supplement is added to this base amount for each additional flat. The total amount of aid is limited to EUR 1,600.

The amount of the financial aid can never exceed the actual cost of the energy consultation.

The financial aid for an energy consultation is reduced by:

  • 50% if the same object benefits from financial aid for the energy consultation under the 2012 financial aid scheme;
  • 70 % if the energy consultation only covers the following technical installations:
    • solar thermal systems;
    • heat pumps;
    • wood-fuelled boilers;
    • installation of a heat network and/or connections to the heat network.

If the energy consultation was produced in connection with a sustainable energy renovation project, the financial aid may be increased by EUR 100 (maximum EUR 500) for the calculation of a thermal bridge and proposals for related treatments if:

  • the renovation works were implemented;
  • the heating energy expenditure index of the building, after the works, reaches at least efficiency class C.

The energy consultation must be supplemented by specific assistance by the energy consultant, which can be covered by financial aid in the case of:

  • measures taken to confirm the conformity of estimates proposed for the works (EUR 50 per measure, capped at EUR 200);
  • measures taken to confirm the conformity of the works on site (EUR 150 per measure, capped at EUR 500).

The financial aid is increased by a financial bonus of 50 % for energy consultation and ad hoc support for the implementation of the work provided:

  • for which the invoice is issued between 20 April 2020 and 31 December 2023 inclusive; and
  • which relate to energy improvement works for which the first application for an agreement in principle is submitted between 20 April 2020 and 31 December 2021 inclusive.

Payment of aid

The aid is generally transferred directly to the applicant's account.

If the application for financial aid is submitted by the legal representative of a group of natural or legal persons, the aid is transferred directly to the bank account of the legal representative, who must immediately credit the bank accounts of the natural or legal persons concerned with their respective share of the aid.

A copy of these payments must be sent to the Single point of contact for housing assistance.

Repayment of aid

If the applicant has already received the aid, they may be required to return it, if:

  • the applicant is found to have made inaccurate or incomplete statements in order to obtain the aid; or
  • the applicant fails to provide the Single point of contact for housing assistance with the requested information and documents.
