Pre-financing for solar photovoltaic systems
Last update
Summary:
Through the pre-financing scheme for photovoltaic systems, the 'Klimabonus' subsidy will be deducted directly from the installer's final invoice. To benefit from the scheme, you must select an installer listed in the register of installers that are eligible for the pre-financing.
The application for aid under the pre-financing scheme must be filed by the installer on behalf of the beneficiary (not by the beneficiary themselves).
Through the pre-financing scheme for photovoltaic systems, you can obtain the 'Klimabonus' subsidy without having to wait for it to be paid by the State. Under the scheme, the subsidy is deducted directly from the installer's final invoice. The scheme covers photovoltaic systems, including those with a domestic battery storage unit.
Klima-Agence provides free and independent advice in matters relating to the energy transition and climate protection. You can obtain advice in person at their offices or through their hotline on (+352) 8002 11 90.
Klima-Agence also provides an aid simulator that is designed to support users undertaking a sustainable housing or e-mobility project. The aid simulator provides information on all available types of aid, including: state aid (Klimabonus programme), municipal aid, aid provided by energy providers, and aid provided through the nova naturstroum fund. The Klima-Agence aid simulator can be found here.
Who is concerned
Any natural or legal person who:
- owns or has immovable property rights in a residential building in Luxembourg; or
- acting through a commonhold association, or any other person who has been expressly directed to file the application, further to a decision by the general meeting of co-owners; and
- wishes to obtain financial aid for a solar photovoltaic system with or without a domestic battery storage unit in a residential building.
Businesses whose activity requires a business permit, owing to their status as a craftsman, merchant, manufacturer or practitioners of one of the liberal professions, are precluded.
Prerequisites
Photovoltaic systems
The following conditions apply:
- the photovoltaic system's power output must be at least 2 kWp;
- the photovoltaic system must be mounted:
- on the roof or façade of a building, or incorporated into the building envelope;
- on a built structure – e.g. a carport or a garden shed;
- if an existing photovoltaic system was extended, or if an additional system was installed: the initial system's first grid feed-in must be at least two years prior to the additional system's first grid feed-in;
- the system must not have been acquired under a lease agreement.
Photovoltaic systems with battery storage
The following conditions apply:
- the capacity of a battery storage unit must be at least 2 kWh;
- for properties held in commonhold: a battery storage unit will only be eligible if the photovoltaic system's power output exceeds 1.5 kWp per private unit;
- an additional battery storage unit will only be eligible if the last battery storage unit that was installed was acquired at least five years earlier.
Procedure
The following conditions apply:
- the installer must be listed in the register of photovoltaic installers that are eligible for the pre-financing procedure;
- the purchase order must have been signed between 1 October 2024 and 31 December 2029;
- the total amount of any down-payments paid – i.e. the sum all payments made prior to the final invoice – must not exceed 30 % of the total price on the final invoice;
- both the beneficiary and the installer must have signed a document that:
- confirms that the beneficiary had opted for pre-financing;
- shows the date on which the order for the system was placed; and
- shows the VAT-inclusive amount of the offer, as projected in the down-payment request;
- before filing an application for financial aid, the installer must have:
- forwarded the declaration of completion of work to the competent network manager; and
- issued the final invoice.
Final invoice
The following conditions apply:
- the system's power output and the battery storage unit's capacity must be clearly stated on the final invoice;
- the subsidy, and all down-payments that have been made, must be clearly stated on the invoice and deducted from the total.
Beneficiary of the aid
The following conditions apply:
- the beneficiary must be a natural or legal person who owns or has immovable property rights in the building in question;
- there must be at least one residential unit in the building;
- the beneficiary must not be a business whose activity requires a business permit;
- in the case of a commonhold property, the beneficiary must be either the commonhold association, or a co-owner designated by the general meeting.
Register-listed installers
Application may be filed only by installers listed in the register of installers that are eligible for the pre-financing procedure.
The register of eligible installers is published and updated by the Ministry of the Economy, and can be found here.
Deadlines
Eligible systems must be ordered by 31 December 2029 to benefit from the scheme.
The application for financial aid must be filed by 31 December 2031.
How to proceed
Amount of aid
The applicable subsidy is calculated on the basis of photovoltaic system's power output (expressed in kilowatt-peak), and the battery storage unit's capacity (expressed in kilowatt-hour), using a formula set by Grand-Ducal regulation.
A calculator to determine the exact amount of the aid can be found here.
Note: the amount of the aid may not exceed the total VAT-inclusive cost of acquiring and installing the system, as invoiced.
Procedures
First of all, you must select an installer listed in the register of installers that are eligible for the pre-financing, and ensure the down-payment does not exceed 30 % of the VAT-exclusive price appearing in the signed offer.
Under the pre-financing scheme, the application for aid must be filed by the installer on your behalf as the beneficiary (not by you directly). You will simply need to fill in a 'mandate' form, which the installer will forward to the Ministry of the Economy.
