Registration of an economic operator on the government API Gateway Portal

The government API Gateway enables private-sector applications to interface with government IT platforms. Through machine-to-machine connections, applications can exchange data automatically. This data exchange:
- complies with data protection regulations; and
- meets government security standards.
Administrations may, for example, provide APIs to make data available to or collect data from economic operators.
Access to and use of APIs are managed through a self-service portal linked to the government API Gateway, called the 'API Gateway Portal', which is administered by the Government IT Centre (Centre des technologies de l’information de l’État - CTIE). Before being able to access the API Gateway and request access to the APIs, all economic operators must provide proof of their identity by registering with the CTIE.
You only need to apply for registration with the CTIE once. Once you are registered as an economic operator, you can request access to the APIs directly from the administrations that provide them.
Who is concerned
All economic operators (whether natural or legal persons) who wish to access APIs provided by government administrations:
- as part of an administrative procedure; or
- to use a data service provided by a government administration.
In the case of a legal entity, its legal representative (or their designated agent) must submit the registration application. The power of attorney template is available for download under 'Online services and forms'.

Registering with the National Registry of Legal Persons
Legal entities must be registered with the National Registry of Legal Persons, which is managed by the CTIE.
Registering with the Trade and Companies Register (RCS)
You must provide your registration number with the Trade and Companies Register (RCS), administered by the Luxembourg Business Registers, if you have one. Otherwise, you must provide:
- a copy of the articles of association of the legal person; or
- a copy of a natural person's identity document.
Setting up a business eSpace
To be able to submit your application for registration, you must register on MyGuichet.lu and create a business eSpace. To do so, you will need:
- a LuxTrust product;
- a Luxembourg electronic identity card (eID); or
- an eIDAS-compliant means of identification from another European country.
How to create a business eSpace on MyGuichet.lu
There are 2 possible scenarios:
- You are a new user of MyGuichet.lu. You must:
- first register on MyGuichet.lu; and
- then create a business eSpace.
- You already have a private eSpace on MyGuichet.lu. You can directly create a business eSpace without having to register again.

Economic operators must appoint at least one application manager who will have access to the API Gateway Portal. Because the connexion to the API Gateway requires strong authentication, application managers must also have their own authentication device, namely:
- a LuxTrust product;
- a Luxembourg electronic identity card (eID); or
- an eIDAS-compliant means of authentication from another European country.
Deadlines
Registration usually takes 5 business days.
Costs
Registration with the government API Gateway and use of its API Gateway Portal are free of charge.
How to proceed

Please note that the email address provided in the application when registering application managers must be the same address as the one linked to the authentication device that the application manager will be using to log in to the API Gateway Portal.

Access to the API Gateway Portal
Once the registration has been approved, the person who submitted the application is notified. Application managers can then log in to the API Gateway Portal.
To log in to the API Gateway Portal, application managers must use the same email address as the one provided in the registration application (i.e. the one linked to their authentication device).
The API Gateway Portal allows you to:
- learn about the technical operation of the APIs to which you have access;
- configure applications on the API Gateway so that they can use the APIs;
- give your developers or system administrators access to the API Gateway Portal and delegate your applications to them.
Access to government APIs
Further information on widely available APIs (access conditions, contact details of the relevant administration and, where applicable, application procedures) is available in the API Catalogue maintained by the CTIE.
For other APIs with more restricted use, information on availability and application procedures is provided directly by the relevant government administration.
Revocation of access to the API Gateway Portal
Using the same procedure on MyGuichet.lu, the economic operator can also revoke their application manager's access.
As access to the APIs is granted to the economic operator, revoking a manager’s access does not result in the loss of the API access granted to the economic operator.
When the economic operator designates a new manager via the procedure on MyGuichet.lu, they can continue to oversee accesses to the APIs. In this case, the new application manager is advised to ensure that the authentication details for the applications are updated.
