Phytosanitary certificates for the export or re-export of plants, plant products and wood

Whenever required by the importing country's regulations, plants or plant products destined for the export or re-export must be accompanied by a phytosanitary certificate issued by the Administration of agricultural technical services (Administration des services techniques de l'Agriculture - ASTA) in Luxembourg.
The phytosanitary certificate must be submitted together with the export declaration to the customs.
Phytosanitary certificates are established under the International Plant Protection Convention (IPPC) and attest that plants and plant products are in conformity with the regulations on plant protection in the importing country and do not carry any harmful organisms.
Who is concerned?
Businesses which export or re-export plants, plant products and packaging material made of wood of Luxembourg origin or which have been processed in Luxembourg to third countries can request a phytosanitary certificate for the following products:
- fruit and vegetables other than those preserved by deep freezing;
- tubers, bulbs, rhizomes;
- cut flowers;
- branches and cut trees with foliage;
- leaves, foliage;
- plant tissue cultures;
- live pollen;
- bud-wood, cuttings, scions;
- seeds;
- plants intended for planting;
- wood;
- wood packaging material or wood used to wedge or support cargo.
In order to import and export plants and plant products for the purpose of research, a business must apply for a written authorisation for the introduction/circulation of plants for research purposes from ASTA instead of the phytosanitary certificate.
In order to transport plants and plant products within the European Union, the business will have to apply for a phytosanitary certificate for intra-EU goods from ASTA instead of the phytosanitary certificate.
In order to import and export protected plant species, the business must apply for a CITES certificate in addition to the phytosanitary certificate.

Preliminary steps
Businesses can receive an online access to the application forms provided they have requested the certification of their business eSpace in MyGuichet by the Administration of agricultural technical services (Administration des Services Techniques de l'Agriculture - ASTA).
To have your business eSpace certified, you must attach:
- a certification from the employer specifying that the employee has power of signature and acts in the interest and on behalf of the company (scanned document in PDF format);
- a copy of the company's business permit (scanned document in PDF format).

How to proceed
Filing an application
Exporters must submit an online application for a phytosanitary certificate to the Administration of agricultural technical services (ASTA) via MyGuichet and attach the following documents:
- the "additional declaration" if the importing country requests such a document and if it is too long to fit on the application form;
- for re-exports:
- in the case of a product from another Member State in the European Union, the intra-EU phytosanitary certificate issued by the administration in the country of origin;
- in the case of a product from a third country, the original phytosanitary certificate or a certified copy thereof issued by the administration in the country of origin;
- for log wood:
- a certificate of disinfestation and/or disinfection treatment;
- a certificate stating the origin of the log wood;
- a specific annexe where required.
The application must indicate, among other things, the botanical name of the plants: this is the name, in Latin, as stated in the botanical code of nomenclature.
ASTA will assess the applications based on a sampling of the products and on an analysis of the samples where necessary.
Conditions for denial
ASTA will deny the issuance of the certificate if:
- the harmful organisms indicated in the application are present in the goods;
- all the required testing has not been done;
- all the documents required are not provided;
- some documents are not compliant.
