Aid for investments in sectors that are considered strategic for the transition to a zero-emission economy

Summary:

A new investment aid scheme is available to companies making productive investments in Luxembourg in sectors that are considered strategic for the transition to a net-zero economy.

As part of its strategy to transition to a net-zero economy, the Ministry of the Economy is introducing an aid scheme to support productive investment in certain technologies considered strategic for this energy transition.

The financial aid is aimed at businesses that are established in Luxembourg and operate in the manufacturing sector (section C of NACE Rev. 2). Eligible projects include investments aimed at producing goods such as:

  • batteries;
  • solar panels;
  • wind turbines;
  • heat pumps;
  • electrolysers;
  • equipment for the capture and utilisation of carbon dioxide; and
  • their key components.

To qualify for the aid, you must meet all the eligibility criteria set out in the law of 3 July 2025 establishing an aid scheme to support the transition to a net-zero economy.

Please note: the selection of your application for aid does not guarantee that all the administrative procedures you will have to complete will automatically be validated afterwards.

Who is concerned

Any legal person who:

  • is established in Luxembourg;
  • is engaged in an economic activity as their main occupation.
  • is active in the manufacturing industry (section C of NACE Rev. 2).

Businesses in difficulty are not eligible.

Interested businesses are invited to contact Luxinnovation (aides@luxinnovation.lu) to confirm their eligibility and get assistance with preparing their application.

Prerequisites

The project described in the aid application must comply with the criteria and obligations defined by law.

The application must be submitted before the commencement of the work.

Deadlines

The submission period is open until 15 October 2025 (12.00 CET).

How to proceed

Filing an application 

To submit an application for aid, you must:

  • download the various application forms (see 'Online services and forms');
  • sign up for the mailing list by emailing decarbonation@eco.etat.lu to receive updates;
  • comply with all legal requirements;
  • follow the submission procedure below:
    • you must submit your application for aid using a secure link that allows you to upload your application;
    • to obtain this secure personalised link, you must contact the Ministry of the Economy at least one week before the submission deadline by email to decarbonation@eco.etat.lu, stating:
      • an email address; and
      • the mobile phone number of the person who will upload the application.
    • the ministry will send you a secure upload link for your application no later than 3 days before the submission deadline.

The application must be submitted by 12.00 CET on 15 October 2025.

Supporting documents

The submission file must contain all the documents and items listed in Annex 1 of the law.

Application processing time

Questions regarding investment aid should be sent by email to the following address: decarbonation@eco.etat.lu.

The decision to grant the aid is formalised by a ministerial decision, signed by the Minister of the Economy, SME, Energy and Tourism. This decision will be made no later than 31 December 2025.

Amount and type of aids

The maximum amount of aid will be calculated on the basis of the eligible costs of the project up to the following caps:

Investment - in an assisted area 20% 30% 40%

For selected projects, the aid is paid after all costs have been incurred.

However, one or more aid instalments may be requested after a portion of the costs for which the aid was granted is incurred.

Obligations

Any breach of the obligations set out in the law may result in penalties, including the withdrawal of the aid granted and the repayment of any amounts received.
