The Skills-Plang programme is an innovative programme co-funded by the Luxembourg Ministry of Labour and coordinated by the National Employment Agency (Agence pour le développement de l’emploi – ADEM). Through targeted skills development and/or retraining courses, the programme seeks to:
- anticipate developments in the labour market;
- enhance employees' employability;
- reduce the risk of unemployment.
Through the Skills-Plang programme, businesses facing rapid changes in their sector of activity – e.g. changes in business activities, professions or skills requirements – can obtain financial aid to:
- maintain their workforce; and
- boost their competitiveness.
Who is concerned
- Eligible businesses
- Employees concerned
Any business that:
- has its registered office in Luxembourg;
- has been conducting business operations in Luxembourg for at least three (3) years;
- is not considered to be an undertaking in difficulty;
- wishes to invest proactively in its employees skills;
- has noticed a transformation in its business activities, professions or skills requirements, owing to the emergence of new structural trends in the market economy, driven by:
- digital;
- environmental;
- regulatory; or
- societal transitions.
The employees who are impacted are those:
- who have been in employ by the applicant's business for at least 12 months;
- whose job/profession is affected by structural changes in the market;
- who require at least 120 hours of skills development training or retraining to secure their employability:
- within the business; and
- on the labour market in general.
Prerequisites
Before submitting an application to take part in the Skills-Plang programme, you must first:
- inform your staff delegation; and
- obtain a price quotation for Skills-Plang programme support from an approved consultant or consultancy.
How to proceed
Application process
The application to take part in the Skills-Plang programme must be submitted using a specific online form (see 'Online services and forms').
Expect to take around 3 hours to fill in the entire form. The entire form must be completed in one go. It is not possible to fill in the form over multiple sessions, as the data you enter will not be saved between sessions.
The National Employment Agency (ADEM) has also published a practical guide containing detailed information on the different sections of the application form. It is recommended that you read this guide before filling in the form.

Attachments
The following documents must be attached to your application:
- your approved consultant's or consultancy's price quotation;
- the annual financial statements for the previous year;
- a certificate issued by the Joint Social Security Centre (Centre commun de la sécurité sociale) showing the number of employees in the business at the time you file your application.
You can also attach analytical reports from previous programmes (e.g. Fit 4 programmes or other programmes).
Decision
Once you have submitted your application, along with your attachments, it will be examined by the Skills-Plang selection committee. This examination phase may take up to 3 weeks.
The committee's decision will be sent by post to the business's address specified in the form.
Programme phases
Forward analysis and training plan
If your application is accepted, you will then need to take the following steps with the assistance of your approved consultant/consultancy:
- conduct an analysis of your current situation in terms of human resources and skills;
- identify the departments and professions that are exposed to transformations;
- specify which employees are affected;
- conduct individual skills assessments;
- prepare a detailed individual training plan, and a draft budget.
You will need to submit the training plan to your staff delegation for approval before submitting it to the ADEM.
Implementing the training programme
As of the date you submit the training plan to the ADEM, you will have 24 months to implement the measures set out in the plan.
The training must meet the following requirements:
- be delivered by approved Luxembourgish training providers (or approved foreign providers, if the required providers do not operate in Luxembourg);
- improve your employees' employability;
- adhere to the content and budget that were approved;
- be attested by a certificate of attendance (attendance ≥ 80 %) or a certificate of successful completion.
Your approved consultant/consultancy can provide you with support throughout the implementation phase.
Financial support
Eligible expenses
The Employment Fund (Fonds pour l’emploi) will co-fund a portion of the following expenses:
- consulting fees for the analysis and planning phase;
- direct training costs;
- trainees' salaries.
The financial aid will only be disbursed at the end of the training.

As a reminder, the following criteria are used to define the size of a business:
- micro or small enterprises:
- fewer than 50 people;
- and:
- an annual turnover; or
- an annual balance sheet total of no more than EUR 10 million;
- medium-sized enterprises:
- fewer than 250 people;
- and:
- an annual turnover of no more than EUR 50 million; or
- an annual balance sheet total of no more than EUR 43 million;
- large enterprises:
- 250 or more people; or
- an annual turnover of more than EUR 50 million; or
- an annual balance sheet total of more than EUR 43 million;
Funding caps
Employment Fund co-funding is capped as follows, regardless of the size of the business:
- consulting fees: EUR 60,000, with no more than EUR 1,200 per man-day;
- direct training costs: EUR 7,500 per trainee;
- trainees' salaries: 250% of the social minimum wage (salaire social minimum) for unskilled workers.
