Financial aid for the installation of private electric vehicle charging station (natural persons)

To encourage more people to adopt electric and 'soft' mobility options, and thus contribute to the development of clean, sustainable mobility, a new subsidy has been introduced for the purchase and installation of new electric vehicle charging stations.

This aid is reserved for natural persons who own or rent the parking space on which the charging station is to be installed.

The application for financial aid for the installation of private electric vehicle charging stations can be made online via MyGuichet.lu.

Who is concerned?

Eligible persons

Any natural person who:

  • purchases and installs a new electric vehicle charging station;
  • owns or leases the parking space where the charging station is installed.

Building managers may also submit applications on behalf of the natural person who owns the building. In that case, the building manager must obtain a written mandate to do so from the owner.

    In the event of a change of owner or leaseholder of the parking space for which a charging station has been subsidised, financial aid may be granted for the installation of a new charging station to replace one that has been removed—that is, the former owner removes their charging station and the new owner installs a new one.

    Eligible charging stations

    The aid will only be granted for:

    • the purchase and installation of a new charging station;
    • one charging station per parking space:
      • for the owner of the space; or
      • for the tenant of the space.

    Eligible new charging stations must meet the following criteria:

    • have a maximum charging power of 11 kW with a 3-phase power supply:
      • either by design;
      • or by other means that cannot be changed by the user;
    • have a power output of over 3.7 kW;
    • be installed by an accredited electrician in compliance with the technical requirements for connections to low-voltage networks;
    • for buildings with at least 4 parking spaces:
      • be OCPP-compliant (smart) charging stations; or
      • be charging stations managed by a shared smart charge-management system.

    Financial aid will not be granted for:

    • second-hand charging stations;
    • charging stations used for commercial or resale purposes.

    Eligible parking spaces

    The parking space must:

    • be in Luxembourg;
    • not be accessible to the general public;
    • be inside or outside a building.

    No more than one instance of financial aid may be granted to any one applicant for any one building. However, if an applicant is the owner or tenant of several parking spaces belonging to the same building, or if the applicant is the commonhold association, they can combine financial aid for:

    • one parking space per housing unit;
    • one parking space per business premises, as well as for each additional space allocated to the same business premises, up to a maximum of 15 charging stations per building installed on parking spaces allocated to business premises;
    • a parking space that is part of the common areas, and for each additional space that is part of the common areas, up to a maximum of 25 charging stations per building installed on parking spaces that are part of the common areas.

    Prerequisites

    The financial aid is granted for investments made between 1 January 2023 and 31 December 2024 inclusive.

    Invoice dates shall serve as proof of when the investments were made.

    Applicants may submit several applications for the same space for separate investments.

    For example, applicants can submit their application relating exclusively to the cost of installing a collective smart charge management system or to the cost of modifying the electrical installation and pre-cabling required in preparation for the subsequent integration of a charging station into such a collective smart charge management system.

    Deadlines

    You must file your application no later than 12 months after the last invoice issued in connection with the investment.

    How to proceed

    Submitting the application

    You must submit your application for financial support to the Environment Agency. You can submit your application:

    • by post; or
    • online via MyGuichet.lu (see 'Online services and forms').

    Application by post

    If applying by post, 2 application forms must be completed and signed:

    • the part you need to fill in yourself; and
    • the part that needs to be completed by the company in charge of the installation of the charging station.

    Both forms should be sent, together with the necessary supporting documents, to the following address:

    Online applications via MyGuichet.lu

    If you wish to submit your application online via MyGuichet.lu, you need a private eSpace, since the procedure requires authentication by means of a LuxTrust product or an electronic identity card (eID).

    All you need to do is follow the instructions and steps mentioned in the online assistant.

    In the case of a request via MyGuichet.lu, the form to be filled in by the company responsible for carrying out the installation of the charging station must be attached as a supporting document before the procedure is transmitted.

    If you have a private eSpace on MyGuichet.lu linked to the mobile application, you can also submit the application using the mobile app.

    Supporting documents

    You must also enclose with your application:

    • a copy/copies of the receipted invoice(s) proving the purchase and installation of the charging station;
    • if you are the owner of the parking space: a cadastral extract that identifies the owner;
    • if you are the lessee of the parking space: a copy of the lease agreement in connection with the parking space.
    • a certificate of conformity issued by the electricity network operator or, if the network operator does not issue such certificates, a copy of the notification of completion of work sent to the network operator for charging stations with a maximum charging capacity of more than 7.4 kW;
    • the form to be filled in by the company responsible for the installation of the charging station (see under 'Online services and forms').

    The Environment Agency may request additional supporting documents. The application will be closed and the aid denied if you fail to provide any requested additional supporting documents within one year.

    The administration's decision

    The Environment Agency will send you a notification letter informing you whether:

    • the aid has been granted;
    • if your application has been refused;
    • your file has been closed.

    Amount of the subsidy

    The aid covers 50 % of the VAT-exclusive cost of the purchase and installation of the charging station:

    • for buildings with up to 3 parking spaces, the aid is capped at:
      • EUR 750 for a basic charging station;
      • EUR 1,200 for an OCPP-compliant smart charging station;
      • EUR 450 for the cost of installing a collective smart charge management system, or for the cost of modifying the electrical installation and pre-cabling required in preparation for the subsequent integration of a charging station into such a collective smart charge management system;
    • for buildings with 4 or more parking spaces, the aid is capped at:
      • EUR 1,200 for a smart charging station;
      • EUR 1,650 for a charging station managed by a shared smart charge-management system.
      • EUR 450 for the cost of installing a collective smart charge management system, or for the cost of modifying the electrical installation and pre-cabling required in preparation for the subsequent integration of a charging station into such a collective smart charge management system.

    Eligible installation costs include:

    • the cost of works to install the charging station;
    • the cost of works to install wiring, including wiring between the electrical cabinet and the charging station, the differential switch and the circuit breaker and smart charge-management system, and connections between the charging stations and the charge-management system;
    • the cost of works to modify the electrical cabinet, when required for the installation of the charging station.

    Repayment of aid

    You must repay the aid if:

    • it has been obtained by means of:
      • false declarations;
      • inaccurate information;
    • it is not due for any other reason.

    Appeals

    A negative decision in response to an application for financial aid or a decision to close an application or to have the applicant pay back the aid are administrative decisions which may be appealed through the usual channels (non-contentious appeal, legal proceedings), provided the appeal is lodged within the legal time limit.

    It is also possible to lodge an appeal with the Ombudsman.
