Financial aid for the installation of private electric-vehicle charging stations and shared smart charge management systems (for legal persons that do not engage in any economic activity – lessors) – 2026 scheme

The legislative framework governing the subsidy described below is currently in the planning stage, and has not yet been published in its final form. This information is provided only as a rough guide and may be amended until the legislative framework is enacted officially.

Summary:

You can apply for financial aid to install private charging stations, subject to certain conditions.

In order to encourage the adoption of electric and active mobility options, and thus contribute to the development of clean, sustainable mobility, a new subsidy has been introduced for the purchase and installation of new electric vehicle (EV) charging stations and for shared smart charge management systems.

This financial aid is intended for eligible legal persons – non-profit associations, foundations, civil companies (sociétés civiles) that do not engage in any economic activity, and commonhold associations in which at least 50% of the stakeholders are eligible – if the stations are installed as part of a shared system.

The investments must be made in Luxembourg and must pertain to charging stations that are not accessible to the public.

The application for financial aid for the installation of private electric vehicle charging stations can be made online via MyGuichet.lu.

Who is concerned

Eligible persons

  • Any legal entity that does not engage in an economic activity (non-profit associations, foundations or civil companies);
  • any commonhold association in which at least half of the shares of the common areas are held by an eligible natural person and/or legal person; or
  • any lessor who has been appointed by the lessee (who may be an eligible natural person, or a legal person as listed above),

that:

  • purchases and installs a new electric vehicle charging station;
  • owns or leases the parking space where the charging station is installed.

In the event of a change of owner or leaseholder of the parking space for which a charging station has been subsidised, financial aid may be granted for the installation of a new charging station to replace one that has been removed – that is, the former owner has removed the charging station and the new owner installs a new one.

Financial aid may be granted to eligible persons through a lessor in cases where the applicant, as lessee, has appointed the lessor to:

  • apply for financial aid on their behalf and for their benefit; and
  • obtain payment of the aid.

In this case, the financial aid is transferred in full to the lessee, who is the sole beneficiary, by means of a reduction in the lease price.

To this end, the leasing contract must:

  • refer to the law instituting financial aid for systems that charge electric vehicles;
  • specify the installation address of the charging station;
  • provide an estimate of the amount of financial aid granted to the lessee;
  • state the amount of the instalments owed by the lessee, with details of the amount of financial aid. These amounts only include the cost of the charging station and its installation.

The lessee acquires ownership of the subsidised charging station at the end of the leasing contract at the latest.

Eligible charging stations

The aid will only be granted for:

  • the purchase and installation of a new charging station;
  • one charging station per parking space:
    • for the owner of the space; or
    • for the tenant of the space.

Eligible new charging stations must meet the following criteria:

  • have a maximum charging power of 11 kW with a 3-phase power supply:
    • either by design;
    • or by other means that cannot be changed by the user;
  • have a power output of over 3.7 kW;
  • be installed by an accredited electrician in compliance with the technical requirements for connections to low-voltage networks;
  • for a multi-unit building:
    • be OCPP-compliant (smart) charging stations; or
    • be charging stations managed by a shared smart charge management system.

Financial aid will not be granted for:

  • second-hand charging stations;
  • the exchange, replacement* or repair of a charging station;
  • charging stations used for commercial or resale purposes.

* In certain cases, financial aid may be available for the replacement of the charging station. For more details, please refer to the section 'Amount of the subsidy'.

Eligible parking spaces

The parking space must:

  • be in Luxembourg;
  • not be accessible to the general public;
  • be inside or outside a building.

No more than one instance of financial aid may be granted to any one applicant for any one building. However, if an applicant is the owner or tenant of several parking spaces belonging to the same building, or if the applicant is the commonhold association, they can combine financial aid for:

  • one parking space per residential unit; or
  • one parking space per non-residential unit, and for each 2nd additional parking space allocated to this same unit, up to a total of 15 parking spaces.

Eligible shared smart charge management system

The financial aid is reserved for:

  • the owner of a multi-unit building, provided that it is not a business whose activity requires a business permit;
  • the commonhold association, when the majority of the shares is held by eligible natural or legal persons (non-profit organisations, foundations, civil companies that do not engage in any economic activity).

The beneficiary must:

  • be the owner of the system; or
  • have signed a lease that provides for the final purchase of the system.

Financial aid may be awarded only once per building.

Prerequisites

The financial aid is granted for investments for which the invoice is issued between 1 January 2026 and 31 December 2030 inclusive.

Invoice dates shall serve as proof of when the investments were made.

Applicants may submit several applications for the same space for separate investments.

For example, applicants can submit their application relating exclusively to the cost of installing a shared smart charge management system or to the cost of modifying the electrical installation and pre-wiring required in preparation for the subsequent integration of a charging station into such a shared smart charge management system.

Deadlines

The entitlement to financial aid expires one year after 31 December of the year in which the invoice is issued.

How to proceed

Submitting the application

The application for financial aid must be submitted by post to the Environment Agency (Administration de l'environnement).

2 application forms must be completed and signed:

  • the part to be completed by the applicant; and
  • the part to be completed by the company in charge of installing the charging station.

Both forms should be sent, together with the necessary supporting documents, to the following address:

Supporting documents

Applicants must enclose the following with their application:

  • a bank account identification document (RIB);
  • a copy/copies of the receipted invoice(s) proving the purchase and installation of the charging station;
  • if they are the owner of the parking space: a cadastral extract serving as proof of their ownership;
  • if they are the tenant of the parking space: a copy of the lease pertaining to the parking space;
  • if the application is made by a lessor, a copy of the leasing contract;
  • a certificate of conformity issued by the electricity network operator or, if the network operator does not issue such certificates, a copy of the notification of completion of work sent to the network operator for charging stations with a maximum charging capacity of more than 7.4 kW;
  • the form to be filled in by the company responsible for installing the charging station (see 'Online services and forms');
  • where applicable, for charging stations that have components that can be detached to operate as a portable charging system, a manufacturer's document stating the serial number of the portable charging system;
  • where applicable, a cadastral extract establishing the ownership of the parking space connected to a charging point of the charging station for which the financial aid is being requested;
  • where applicable, a document establishing the ownership of the multi-unit building for which financial aid is being requested;
  • where applicable, a copy of the express authorisation that grants a personal right of use or use of the parking space connected to a charging point of the charging station for which the financial aid is being requested (e.g. a lease agreement, etc.);
  • where applicable, a technical data sheet listing the charging station's specific technical features;
  • where applicable, a document that proves the power of attorney to submit the aid application and, where applicable, to receive the payment thereof on behalf and for the benefit of the applicant.

If the application is submitted through a lessor, it must include:

  • the power of attorney granted to the lessor authorising them to apply for the aid and to receive the payment thereof on behalf and for the benefit of the lessee; and
  • the lease agreement.

The Environment Agency may request additional supporting documents. The application will be closed and the aid denied if the applicant fails to forward any requested additional supporting documents within one year.

The administration's decision

The Environment Agency will send the applicant a notification letter, indicating whether:

  • the aid has been granted;
  • their application has been denied;
  • their application has been closed.

Amount of the subsidy

Single-family house

The aid covers 50% of the purchase and installation costs of the charging station, excluding VAT, and is capped at:

  • EUR 750 for a 'standard' charging station;
  • EUR 1,200 for a smart charging station;
  • EUR 1,400 for a charging station that complies with European Standard EN ISO 15118-20:2022, only if the invoice is issued by 31 December 2026. As of 1 January 2027, even if the charging station complies with this standard, the subsidy will be capped at EUR 750, which matches the limit applicable to 'standard' charging stations. The EUR 1,400 limit represents a one-time increase of EUR 650 that is applicable only to standard charging stations purchased in 2026 that comply with the aforementioned standard.

Multi-unit building

The cap for financial aid is EUR 1,200 for a smart charging station equipped with an integrated or external interface that is compatible with the 'Open Charge Point Protocol' (OCPP) standard, version 1.6 or later.

For a multi-unit building, only OCPP charging stations or those managed by a shared smart charge management system are eligible for financial aid.

Eligible installation costs include:

  1. the cost of materials and the works to install the charging station;
  2. the cost of materials and the works to install wiring, including wiring between the electrical cabinet and the charging station;
  3. the cost of the differential switch and the circuit breaker;
  4. the cost of works to modify the electrical cabinet, when required for the installation of the charging station;
  5. the cost of the shock protection system for a charging station.

Applicants who have already received financial aid for a non-OCPP charging station can receive further financial aid for a replacement charging station if:

  • the new charging station has, at a minimum, the OCPP features and complies with EN ISO 15118 20:2022; and
  • the invoice for the new charging station is dated at least 5 years after the purchase of the first charging station for which financial aid was granted.

Applicants who have previously received financial aid can also receive aid for a replacement charging station if:

  • the charging station they originally installed cannot be integrated into the new shared smart charge management system; and
  • this incompatibility becomes apparent after the applicant was notified of the installation of such a system in the building.

The maximum amount of financial aid awarded for the installation of a shared smart charge management system is 50% of the cost, excluding VAT, of:

  • the purchase and installation of the system; and
  • the configuration and adaptation of the existing system in the multi-unit building in order to install the charging stations.

The financial aid is capped at EUR 40,000 per system.

Financial aid may be awarded only once per building.

Eligible installation costs include:

  1. the cost of works to integrate the charging stations into the shared smart charge management system and to program the system;
  2. the cost of materials and works to install low-voltage and high-voltage electrical wiring and other services between the electrical cabinet and the charging stations;
  3. the cost of the differential switch and circuit breaker;
  4. the cost of works to modify the electrical cabinet, if such modifications are required for the installation of the shared smart charge management system;
  5. the costs to strengthen the grid, and the connection costs, including the costs to install a dedicated meter for electric mobility;
  6. the costs of the fitted-out network cabinet required for the shared smart charge management system and the low-voltage wiring connected to the telecommunication room;
  7. the costs to open and close fire-protection passages;
  8. the costs of fire detection and protection equipment, the cost to connect the infrastructure to the fire control centre – that is, the buttons that activate the general alarm for the car park and cut off the power to the charging stations – and the cost of extinguishers suitable for electrical fires;
  9. the cost of obtaining approval from an organisation and the closure of the fire-protection passages.

The costs listed in items 8 and 9 may be submitted later in a second application, provided the second application is submitted within 5 years of the first. In such cases, the 2 applications count as one, and the same aid limits apply for the application as a whole.

Repayment of aid

Applicants will be required to repay the financial aid if:

  • it has been obtained by means of:
    • false declarations;
    • inaccurate information;
  • it is not due for any other reason.

Appeals

A negative decision in response to an application for financial aid or a decision to close an application or to have the applicant pay back the aid are administrative decisions which may be appealed through the usual channels (non-contentious appeal, legal proceedings), provided the appeal is lodged within the legal time limit.

It is also possible to lodge an appeal with the Ombudsman.
