The Institut national de l'activité physique et des sports (INAPS) is the government administration department responsible for evaluating the diplomas and different training courses in the sports sector with a view to their approval by the Minister of Sport.

Both Luxembourgish and foreign diplomas can be approved.

Applications must be submitted online through MyGuichet.lu.

Note: approved diplomas have the same validity as a State Certificate, with the exception that they do not indicate the title 'Brevet d’État' (State Certificate).

Who is concerned?

Anyone who wishes to have their diploma/training course in the sports sector approved.

Prerequisites

For a diploma to be approved, it must require that the recipient pass a practical exam during the original training course.

How to proceed

Submitting the application

The application for approval of a diploma/training course must be submitted through a MyGuichet.lu assistant(see the section 'Forms / Online services'), using:

  • a LuxTrust certificate; or
  • an electronic identity card (eID).

If the applicant plans to request the approval of several diplomas, they must complete one application per diploma.

The application must be submitted by the person concerned.

There are only a few cases in which a third party may submit the application. For example, the parent of a minor who is older than 14 may submit an application for approval of the diploma on behalf of their child.

Note: the application for approval of the diploma may also be submitted by post, but to do this the applicant must first send a request by email to the Institut national de l'activité physique et des sports (INAPS).

If you have any questions, you can contact INAPS by sending an email to homologations@inaps.etat.lu.

Confirmation of submission

Once the application is completed, the applicant will receive an email confirming that it was sent.

Supporting documents

Applicants must provide:

  • a copy of their ID card; and
  • their sports curriculum vitae, which should list the various stages of their career as a coach; and
  • a copy of the diploma for which they are applying for approval.

Applicants must also attach any supporting documents that serve to certify the information provided, such as:

  • the titles of the modules/courses completed;
  • the content of the modules/courses completed;
  • the knowledge and skills developed;
  • the number of hours (on-site or remote);
  • the type of assessment and mark received.

Other additional information on the applicant's academic, professional or sports career may be included if it is relevant to the application for approval of the diploma.

INAPS may request any additional documents or information – especially if a given approved sports federation has specific regulations – that may be required to assess the content and number of training units completed in a training course abroad. The opinion of the relevant approved sports federation may be sought at any time.

Application processing time

The complete application file will be submitted to the approval board, which meets once every 6 to 8 weeks.

After the approval board meeting, the final decision, which is signed by the Minister of Sport, will be sent to the applicant by post.

Duration of validity

An INAPS licence will be issued by INAPS concurrently with the approval of a certificate or State Certificate. The first INAPS licence is valid from the day on which it is issued (current year N) until 31 December of the following year (N+1), which follows the completion of 8 units of continuing training.

After that, each subsequent INAPS licence is renewed in 3-year cycles following the completion of continuing training.
