Discover the 'Klimabonus' programme

Through its 'Klimabonus' programme, the Ministry of the Environment, Climate and Biodiversity offers various types of aid designed to support:

  • the energy efficiency renovation of housing;
  • and the installation of technologies based on renewable energies.

The amount of aid available depends on a several criteria, including:

  • type of dwelling;
  • type and cost of works;
  • targeted level of energy performance; or
  • sustainability of materials being used.

The eligibility criteria differ according to the type of work being carried out.

For greater guidance, the Klima-Agence has an aid simulator on its website, as well as detailed information on the different initiatives available in relation to sustainable living and mobility.

Implemented before the Klimabonus programme and still available today, the 'PRIMe House 2017' programme provides financial support, subject to certain conditions, for sustainable renovation and construction projects.

In particular, it promotes:

  • the implementation of technical installations that prioritise the use of renewable energy sources; and
  • sustainable energy renovation projects.

Apply for aid to improve your housing

If you are planning to renovate or improve the energy-efficiency of your older home, you may be eligible, subject to certain conditions, for 2 types of subsidies (these cannot be combined):

  • a subsidy intended to finance renovation works that aim to improve the liveability, health and safety of the home;
  • a subsidy referred to as the 'Klimabonus topup', an additional amount over and above the Klimabonus designed to finance work needed to make a home energy-efficient.

Get a subsidy for electricity generated from renewable energy sources

If you generate your own electricity from a system that uses renewable energy sources (such as solar, wind, hydro, biogas or biomass), you may, subject to certain conditions, be eligible to receive a financial incentive from the state.

This aid is intended to:

  • promote the production of renewable energy:
  • reduce energy dependence; and
  • support the ecological transition.

Request financial aid for the installation of rainwater harvesting infrastructure

Subject to certain conditions, you may be eligible for financial aid to help install a rainwater harvesting system intended for domestic use (supplying WC, cleaning, watering plants, etc.).

This aid can cover up to 25% of the eligible costs, depending on the applicable terms and conditions.

Take advantage of the super-reduced VAT rate for energy efficiency renovation

Some kinds of building and renovation work carried out in a dwelling intended as your main home may be eligible for a super-reduced VAT rate.

Subject to the applicable regulatory conditions being met, this discount can be:

  • applied directly to invoices; or
  • granted in the form of a refund.

The amount is limited to a certain threshold per dwelling built and/or renovated.

Opt for a climate loan

A climate loan, guaranteed by the state and offered by approved banks, can contribute to the financing of your energy efficiency enhancement work.

This initiative is for projects that aim to:

  • improve the home's energy efficiency; or
  • install equipment that uses renewable energy sources.

This loan is awarded with a fixed repayment term and, subject to certain conditions, may be accompanied by state support intended to reduce interest costs.

Obtain the 'Energiepass' performance certificate

In Luxembourg, the energy performance certificate (CPE), also referred to as the 'Energiepass', is mandatory in the event of:

  • the sale;
  • the leasing;
  • the conversion;
  • the extension; or
  • the construction of a residential building.

This certificate can be used to assess a building's energy performance using a scale from A+ to I:

  • A+ (best performance); 
  • I (worst performance).

The 'Energiepass' is not subsidised and must be obtained from an approved professional.

You can use the services of:

  • an architect or consulting engineer who is a member of the Order of Architects and Consulting Engineers (Ordre des architectes et des ingénieurs conseils – OAI); or
  • an expert who has been approved by the Minister of the Economy.
