Summary:

Rescue associations or organisations must apply for approval to carry out civil protection activities.

Who is concerned: any association or rescue organisation wishing to carry out civil protection activities.

Any association or rescue organisation wishing to carry out civil protection activities must be approved.

Approval is granted by the Minister in charge of the rescue services. The Minister is responsible for monitoring and checking the compliance of the activities of the approved association or organisation.

Approval does not exempt your association or organisation from obtaining other accreditations or authorisations issued by other authorities.

Who is concerned

Any rescue association or organisation:

  • whose main purpose is civil protection; and
  • that have their registered office in a Member State of the European Union (EU);

may apply for approval.

How to proceed

Submitting the application

You must contact the General Department of Civil Security of the Ministry of Home Affairs by email (direction.secours@mai.etat.lu) and inform them that you wish to submit an application for approval of your association or organisation.

The General Department of Civil Security will then send you a link to an electronic document exchange platform.

You must then fill in the form and add all the requested supporting documents. After that you can submit your complete application file via the electronic document exchange platform.

Submissions on paper only are not accepted.

Form

On the form, you must state:

  • the contact details of your organisation or association and those of its representative;
  • the ability to conduct civil security activities at national or international level;
  • that you have the appropriate means to engage in the type of missions requested;
  • the effective staff available for the exercise of civil security activities;
  • the qualifications of the effective staff;
  • the existence of a permanent team of operational managers;
  • the existence of an alert management system for your members as well as an individual identification system.

Supporting documents

You must enclose with your application:

  • an up-to-date version of your articles of association;
  • an extract from the Trade and Companies Register;
  • a descriptive report on your members' alert management system of as well as the individual identification system.

Incomplete applications will not be processed.

Decision

The Minister will respond within 3 months of receipt of the complete application.

The approval takes the form of a ministerial order which indicates:

  • the approval number; and
  • its duration of validity.

Obligations

The approval:

  • cannot be transferred;
  • must be posted at your organisation's head office.

The approval number must appear on all correspondence with users or the general public.

As an approved organisation or association, you undertake to ensure:

  • your ability to carry out civil protection activities at national or international level, as indicated on the form;
  • that each member of your staff is physically and mentally fit to carry out these civil protection activities;
  • a permanent team of operational managers is available;
  • that an alert management system for your members and an individual identification system are in place.

In the event of failure to comply with these obligations, the Minister may suspend or revoke the approval.

You must inform the Minister without delay of any changes to the information provided when you submitted your initial application for approval or your application for renewal.

Validity

The approval is valid for 5 years and is renewable.

Renewal

You must submit a renewal application to the Minister:

  • 6 months before the expiry date of the current approval;
  • via the application form and proceed in the same way as for the initial application.
