You can request an appointment with the Facilitation Unit for Urban Planning and  Environment (Cellule de facilitation Urbanisme et Environnement - CFUE) of the Ministry of Housing und Spatial Planning via MyGuichet.lu for the preliminary framing of urban development projects.

Preliminary framing allows you to assess the feasibility of your project at an early planning stage by providing an initial analysis of the key aspects to consider, such as spatial planning, communal planning, environment, heritage protection, mobility, etc.

A dedicated single point of contact (SPOC) for the preliminary framing of urban planning projects is available for project owners who wish to find out about the administrative procedures involved. Support is provided by the Facilitation Unit for Urban Planning and Environment (CFUE).

If you plan to carry out a development or urbanisation project—or if you are an expert or consultancy firm mandated by a project owner—you may request an appointment with the CFUE for a preliminary framing meeting. This will allow to:

  • clarify the feasibility of your project at an early stage; and
  • highlight urban planning and environmental constraints.

What are the advantages of meeting with the CFUE?

The CFUE is a governmental unit specialising in urban planning and in ensuring compliance with relevant plans, programmes, laws and regulations.

The CFUE:

  • helps you to:
    • better understand the legal framework;
    • prioritise the most relevant issues;
  • acts in a neutral and transparent manner;
  • facilitates communication between policymakers, public administrations, and project stakeholders;
  • promotes project-oriented urban planning, the digitalisation of procedures, and governance adapted to modern-day challenges.

Identifying constraints that may impact or shape the project early

Any new project involving the development or redevelopment of a site must consider:

  • the legal framework; and
  • any potential urban and environmental constraints.

Addressing these early in the process helps anticipate planning delays, budget overruns, and possible opposition from the local population.

An initial risk assessment as part of the preliminary framing enables mitigation strategies to be implemented, thus minimizing these risks and improving the chances of project success.

Prerequisites

Ideally, you should contact the CFUE at the beginning of the planning process, before the official procedures are initiated.

For projects requiring the drafting of a PAP NQ (new development plan), support is provided prior to the first meeting of the PAP consultation platform organised by the Ministry of Home Affairs.

How to proceed

Submitting the application

Appointments can be made on MyGuichet.lu. You can submit your request:

  • with authentication using:
    • a LuxTrust product;
    • a Luxembourg electronic identity card (eID).
    • an eIDAS-compliant means of identification from another European country;
  • without authentication.

You are invited to:

  • provide explanations about your project;
  • attach explanatory documents if necessary.

Processing the application

Following the transmission of the request for an appointment, the CFUE analyses the situation as well as the legal and regulatory framework according to the context of the project. It will then contact you to arrange a meeting (in person or by video conference) in order to:

  • review the rules that apply to the plot of land and the project,
  • discuss your specific requirements.

Good to know

The CFUE can also act as a mediator in the event of prolonged silence or failure to meet a deadline for responding to a request for authorisation.
