The consultation platform (plateforme de concertation) is a 'one-stop shop for urban planning' where appointments can be made to obtain advice on urban planning and project development.

The consultation platform is a 'one-stop shop for urban planning'. It enables communal administrations, urban planners and project developers to book appointments for advice on town planning and project development. Advice can be requested:

  • either at the start of the project;
  • or/and during the preparation of special development plan - new district (PAP NQ).

Under a PAG (general development plan), the projects concerned may be aimed at:

  • an enlargement or extension of a district;
  • a housing estate;
  • the urban development of a district.

This type of project is generally linked to a variety of areas of expertise and addresses different issues such as society, ecology, economy, heritage, mobility, etc.

Contacting the platform is a sound approach to developing a coherent project that satisfies the constraints identified, as it brings together all the stakeholders and government departments concerned.

The platform enables planning objectives to be defined jointly at the start of the project, before it is officially submitted for adoption. This saves time when it comes to developing the project.

Who is concerned

The following authorities and individuals can make an appointment with the consultation platform:

  • communal administrations;
  • engineering consultancies (urban planning); and
  • project developers.

Prerequisites

When booking an appointment, you must provide the necessary information and documents (e.g.: presentations, plans, structuring data, studies).

These documents can be updated up to 2 weeks before the appointment. New information will not be taken into account after this deadline.

Costs

Booking appointments is free of charge.

How to proceed

Appointment booking

Appointments with the consultation platform can be made via MyGuichet.lu.

You can make an appointment with or without identification.

When you are connected to MyGuichet.lu, you must choose between:

  • 'kick-off': launch of the urban development project; or
  • 'follow-up': development of the advanced urban planning project.

Kick-off’ corresponds to the following situation: at the start of the project, once the site has been analysed and the complexity and challenges identified, it is useful to consult the various players involved in order to define the project guidelines together.

Follow-up’ corresponds to the following situation: following the initial sketches, the implementation of the programme and the broad urban planning guidelines, the basis of the project is now taking shape. The platform offers to:

  • check and, if necessary, adjust the broad outlines of the project; and
  • clarify planning issues and details of implementation, representation, specific features (e.g. affordable housing), transfer, etc.

Please note: engineering consultancies and project developers can only make one request per project and a maximum of 3 requests for appointments. When one of the 3 appointments has taken place or has been cancelled, a new appointment request can be submitted.

There is no limit to the number of appointments for communal administrations.

Supporting documents

When you request an appointment, you must attach the completed form (French, Pdf, 383 Kb) together with the information and documents requested.

Useful tips for making an appointment

For an appointment request to be accepted:

  • if you represent a communal administration, there are no prerequisites;
  • if you represent an engineering consultancy, you must:
    • have a town and country planner on your team;
    • have coordinated the appointment slot with the commune beforehand;
    • specify the commune's contact person;
    • transfer the information requested according to the type of consultation platform chosen;
  • if you are a project developer, you must:
    • be accompanied by an engineering consultancy that meets the above prerequisites.

Please note: the Department of Municipal Planning and Urban Development (Direction de l’aménagement communal et du développement urbain - DACDU) may cancel the appointment if the prerequisites are not met and/or the information requested is incomplete.

Confirmation of appointment

Once your application for an appointment has been submitted and subsequently accepted by the DACDU, you will receive an appointment confirmation by email.

Appointments are confirmed during the working day following the appointment at the earliest.

Cancellation of the appointment

You can cancel the appointment online using the link provided in the confirmation of receipt of your appointment request.

Good to know

The participants who may attend the meeting are:

  • communal administrations (local councillors, technicians, engineers, architects and town planners);
  • urban planners (project designers: engineering consultants, multidisciplinary teams, i.e.: architect, engineer, landscape gardener, surveyor);
  • project initiators (investors, owners).
