Fit 4 programmes

Last update

Summary:

The Fit 4 programmes are designed to help businesses of all sizes identify their strengths, address their weaknesses and set out a clear roadmap for growth.

The Fit 4 programmes are support and co-financing programmes led by Luxinnovation and supported by the Ministry of the Economy (Ministère de l'Économie). They allow businesses to benefit from the expertise of an approved consultant to help them perform an in-depth assessment of their current situation and prepare their next project steps.

Depending on their needs, businesses can choose from the following programmes:

  • Fit 4 AI: identification and prioritisation of relevant artificial intelligence use cases and assessment of their feasibility, costs and benefits, and the applicable governance and compliance conditions;
  • Fit 4 Cybersecurity: assessment of the business's cybersecurity maturity, identification of vulnerabilities and definition of corrective measures to be taken;
  • Fit 4 Digital: assessment of digital maturity and preparation of digital transformation projects, in particular relating to processes, automation, IT infrastructure, software and data;
  • Fit 4 Performance: assessment of the business's operational performance, focusing on its strategy, processes and governance, as well as its resources and capacities;
  • Fit 4 Sustainability: analysis of the environmental impacts of the business's main activity, in particular in relation to decarbonisation, energy, water, and circularity and resource use.

Who is concerned

The Fit 4 programmes are open to businesses of all sizes that meet all of the following conditions:

  • have a valid business permit issued by the Ministry of the Economy;
  • have their registered office in Luxembourg;
  • be engaged in an economic activity as their main occupation.

Prerequisites

Contacting Luxinnovation

Businesses interested in the Fit 4 programmes should first contact Luxinnovation so they can identify the programme that best meets their needs, select an approved consultant and prepare their application for aid.

Please note: the application for aid must be submitted before entering into any legally binding commitment with the consultant. This means that the quotation must not be signed before the application for aid has been submitted.

Certain Fit 4 programmes involve a specific preparatory step:

  • Fit 4 Cybersecurity: completion of a 'light' Cybercheck in advance to identify the main risk areas to be examined in greater depth;
  • Fit 4 Digital: completion of a Light Digital Maturity Assessment (LDMA) in advance to identify the areas of digital technology to be examined in greater depth.

The business must go through Luxinnovation, which will help it prepare the project and submit the application for aid on MyGuichet.lu on its behalf.

Eligible costs

The eligible costs are the fees of the approved consultant, determined on the basis of a prior quotation that complies with the specifications of the chosen programme. Travel expenses and other ancillary expenses are not eligible.

Luxinnovation checks that the quotation complies with the programme requirements before submitting the application for aid.

Maximum amount of financial aid

The aid takes the form of a capital subsidy. For each project, the amount of the aid must be more than EUR 1,000, but may not exceed EUR 100,000.

The maximum aid intensity is determined according to the size of the business:

Maximum amount of aid according to size of business
Fit 4 programme Small business Medium-sized business Large business
Fit 4 AI - Fit 4 Cybersecurity - Fit 4 Digital - Fit 4 Performance 70% 60% 50%
Fit 4 Sustainability 80% 70% 60%

How to proceed

Preparation of project

Together with Luxinnovation, identify the programme that meets your needs and, if applicable for the programme in question, complete the corresponding preliminary assessment (LDMA for Fit 4 Digital or 'light' Cybercheck for Fit 4 Cybersecurity).

Selection of consultant and definition of assignment

Select a consultant who is listed in the register of approved consultants for the programme concerned. Together with this consultant, define:

  • the scope of the assignment;
  • the analyses to be performed;
  • the expected deliverables;
  • the schedule; and
  • the budget.

The consultant prepares a detailed quotation which, at this stage, must remain unsigned.

Submission and review of application for aid

Send the information and attachments needed to prepare the file to Luxinnovation, in particular:

  • the legal organisation chart of the business;
  • the unsigned quotation;
  • the declaration of honour; and
  • the power of attorney authorising Luxinnovation to submit the application on your behalf.

Luxinnovation performs a preliminary check of your eligibility and submits the application for aid on MyGuichet.lu. The digital receipt serves as confirmation that your application has been submitted. Once it has been received, you can sign the quotation and start the assignment.

The Ministry of the Economy examines the application and informs you of its decision within 2 months of receiving the complete file. If the application is approved, the decision specifies, in particular, the amount of aid granted and the cost eligibility period.

Performance of assessment

The assignment is carried out by an approved consultant within a maximum period of 6 months. The consultant performs the assessment offered under the chosen programme and issues the deliverables defined in the specifications.

For more details about the analyses, methodologies and deliverables of each programme, please refer to the dedicated pages on Luxinnovation.lu.

Repayment and action plan

On completion of the assignment, the consultant presents the results of the assessment and issues a report setting out specific, prioritised recommendations that are tailored to your situation, as well as a costed action plan.

Payment of the aid

Once the assignment has been completed and paid for, you must submit the payment application online via MyGuichet.lu (see Online services and forms), attaching the following:

  • the consultant's invoice(s);
  • corresponding proof of payment;
  • the final assignment report.

Good to know

Implementing the recommendations does not form part of the Fit 4 assignments. You are free to decide whether to implement some or all of the recommendations drawn up at the end of the assignment.

Luxinnovation can point you towards other forms of aid and other programmes, bodies or partners to continue your project.
