What is a standard fine (AT)?

A standard fine (avertissement taxé - AT) is a lump-sum fine that is imposed for certain types of traffic offences, such as:

  • parking in a no-parking zone;
  • illegal stopping; or
  • breaches of parking rules.

This procedure is governed by the Law of 25 July 2015 on the creation of an automated control and penalty system.

Offences that carry a standard fine (AT) do not give rise to the deduction of points from the driver's licence.

Does this affect you?

This procedure applies to the following persons when a road traffic offence is established by an authorised officer:

  • the driver of the vehicle;
  • the keeper of the vehicle; or
  • the owner of the vehicle.

You have 2 options:

  • acknowledge the offence; or
  • dispute the offence.

If you acknowledge the offence, you must pay the amount due within 45 days of the date on which the offence was established. Paying the fine within this time frame will stop any legal proceedings.

How to pay or dispute a standard fine

You can pay:

  • either on the spot when the offence is established, in cash or using a credit card – on-the-spot payment is mandatory for non-residents, unless physically impossible; or
  • within 45 days, if you are unable to pay at the time the offence was established:
    • online on MyGuichet.lu (authentication required);
    • via Payconiq;
    • by bank transfer to the Grand Ducal Police's bank account;
    • at a police station (in cash or using a credit card).

Important: if paying by bank transfer, you must specify:

  • the reference number of the fine; and
  • the relevant vehicle's licence plate number.

Cheques and transfer orders issued by foreign banks and sent by post are not accepted.

If the fine is not paid within 45 days, you will be sent a letter by registered post granting you a further 45 days.

Depending on the nature of the offence, the fine can be converted into a penalty notice (procès-verbal - PV) and forwarded to the public prosecutor's office.

You may dispute a standard fine on the spot where the offence was established in the presence of the officer issuing the fine. In that case, the fine will be replaced by a standard penalty notice (PV).

If the issuing officer is not present, you may:

  • appear in person at the police station that issued the fine; or
  • send your written objection to:

Deadlines to dispute fines

You must file your dispute within 45 days of receiving the notice of fine.

Disputing the offence suspends the obligation to pay the fine until such time as the competent authority returns its decision.

Your claim can be lodged:

  • online via MyGuichet.lu; or
  • directly on the Grand Ducal Police website.
