Applying for financial aid for students in higher education

The grants and loan system put in place allows students, provided they fulfil the qualifying conditions, to freely pursue higher-education courses regardless of their parent's financial situation or wishes.

A calculation simulator will help determine the amount granted, based on the applicants' profiles.

The financial aid is paid in 2 semi-annual instalments per academic year. The academic year begins on 1 August and ends on 31 July of the following year. The winter semester begins on 1 August and ends on 31 January. The summer semester begins on 1 February and ends on 31 July.

In the context of the COVID-19 pandemic, specific measures have been taken with regard to students who have been enrolled during the 2019/2020 academic year in a higher education programme eligible for financial aid.

Who is concerned

Any person enrolled as a full-time or part-time student in an officially recognised higher education study cycle. The study course must lead to a degree, diploma, certificate or other qualification attesting the successful completion of the programme.

The part-time student enrolled in a higher education programme must undertake to follow a volume of courses expressed:

  • in ECTS credits comprising between 15 and 17 ECTS credits per semester; or
  • in a duration of time equivalent to at least half of the minimum duration of the course.

Students in secondary education and secondary technical education authorised by the Minister responsible for vocational training are also eligible to undertake their vocational training abroad.

Prerequisites

For residents

The beneficiary domiciled in Luxembourg must:

  • be a Luxembourg national or a family member of a Luxembourg national; or
  • be a national of another EU Member State or a national of one of the States party to the Agreement on the European Economic Area (EEA) or of the Swiss Confederation and:
    • reside in Luxembourg as a worker (including self-employed workers and pensioners) or as a member of the family of such a worker; or
    • have been granted the right of permanent residence; or
  • have been granted the status of political refugee in Luxembourg; or
  • be a third-country national or stateless, and:
    • have resided in Luxembourg for at least 5 years (or have been granted the status of long-term resident prior to submitting their first application), and;
    • have a Luxembourgish secondary school diploma or certificate, or a secondary school diploma recognised as being equivalent to the Luxembourgish diploma.

For non-residents

The non-resident beneficiary must:

  • be a Luxembourg national or a national of another EU Member State or a national of a State party to the Agreement on the European Economic Area or of the Swiss Confederation, and be employed as a salaried worker (or be self-employed) and carry out their activity in Luxembourg at the time of their application for financial aid for higher education; or
  • be a Luxembourg national or a national of another EU Member State or a national of a State party to the Agreement on the European Economic Area or of the Swiss Confederation, and be a beneficiary of an orphan's pension in Luxembourg; or
  • be the child of a worker who is a Luxembourg national or a national of another EU Member State, or a national of a State party to the Agreement on the European Economic Area or of the Swiss Confederation. The parent must be financially supporting the student and be employed as a salaried worker (or be self-employed) and carry out their activity in Luxembourg at the time of the student's application for financial aid for higher education, provided that:
    • the parent has been affiliated to the Joint Social Security Centre (Centre commun de la sécurité sociale - CCSS) for a cumulative period of at least 5 years over a reference period of 10 years preceding the application; or
    • the parent has been affiliated to the CCSS for a cumulative period of at least 10 years at the time of the request; or
    • the student has been enrolled for a cumulative period of at least 5 years of study:
      • in a public or private establishment located in Luxembourg providing basic education, secondary education or initial vocational training; or
      • at the "Deutsch-Luxemburgisches Schengen-Lyzeum Perl"; or
      • in a study programme offered by the University of Luxembourg leading to a bachelor's, master's or doctoral degree or to a diploma of specialised studies in medicine; or
      • in a study programme leading to the advanced technician's certificate accredited by the Minister; or
      • in an accredited study programme offered by a foreign higher education institution established in Luxembourg and accredited by the Minister; or
    • the student has legally resided in Luxembourg for a cumulative period of at least 5 years at the time of the request.
The time periods during which the person benefited from a pension, an allowance or unemployment benefits paid by the State are taken into account to calculate the necessary minimum time period required.

Children in a household where the spouse or partner of the parent meets the aforementioned conditions are also concerned.

Students residing in Luxembourg for their studies and whose income does not exceed the social minimum wage for unskilled workers will be treated as non-resident students.

Preliminary steps

For non-resident students, the financial aid is a substitution alternative. Before the application can be submitted, the students must first have completed all necessary procedures in their country of residence in order to obtain financial support for their studies from their country.

Please note: students must respect the application deadlines in their country of residence.

The official answer to the application in their country of residence, whether positive or negative, for the academic year in progress, must be attached to the application for financial aid in Luxembourg or must be provided at a later date. Without the answer from the competent authorities in their country of residence, no financial aid can be granted.

Deadlines

Deadlines must be strictly observed.

Any application sent outside the prescribed deadlines will be refused.

Applications for financial aid must be submitted each semester, even if the student is enrolled in the education establishment for a full year:

  • for students who are commencing their studies in the winter semester: the complete application, form and supporting documents, must be returned by 30 November at the latest;
  • for students who are commencing their studies in the summer semester: the complete application, form and supporting documents, must be returned by 30 April at the latest;
  • if the student has already applied for financial aid from the State and is still enrolled in the same study cycle, they only need to submit a subsequent application.

How to proceed

Amount and composition of the financial aid

Composition of the financial aid package

The financial aid package is made up of:

  • different types of grants that may be cumulated;
  • a loan with interest charges;
  • interest subsidies.

The different types of grants

The grant categories are as follows:

  • basic grant:
    • awarded to all eligible students;
    • the amount is set at EUR 1,050 per semester;
  • mobility grant:
    • accessible to all students:
      • registered in a higher education programme outside the national borders of the country of residence of the household to which they belong;
      • who provide proof that they bear the cost of renting accommodation;
    • the amount is set at EUR 1,286 per semester;
  • grant based on social criteria:
    • granted to students who are under the care of a household responsible for the student's support and whose total taxable income is below or equal to 4.5 times the gross social minimum wage for unskilled workers (salaire social minimum pour non-qualifiés - SSM);
    • the amounts per semester of this grant are set as follows:
      • income of less than 1 times the SSM: EUR 1,995;
      • income between 1 and 1.5 times the SSM: EUR 1,682;
      • income between 1.5 and 2 times the SSM: EUR 1,391;
      • income between 2 and 2.5 times the SSM: EUR 1,128;
      • income between 2.5 and 3 times the SSM: EUR 866;
      • income between 3 and 3.5 times the SSM: EUR 603;
      • income between 3.5 and 4.5 times the SSM: EUR 288;
      • whenever the student loan has been applied for: the difference between the maximum amount of EUR 1,995 and the amount awarded as a grant is automatically added to the amount of the student loan;
      • whenever the student loan was applied for and the applicant did not apply for the grant on social criteria: it is automatically added to the student loan in full;
  • family grant:
    • can be awarded if one or more children of the same household are already receiving financial aid;
    • the amount is set at EUR 262 per student, per semester. Note that students who do not apply for the second instalment of the aid can request a reassessment of the winter semester by sending an email to the application manager.

An additional amount of EUR 1,000 may be granted to students who are in a serious and exceptional situation and facing extraordinary expenses. This additional amount shall be granted by the Minister on the basis of a reasoned opinion.

The different categories of grants may be received concurrently.

Students with an income of their own

Income from student jobs limited to a maximum of 10 hours/week and student jobs during the school holidays are not taken into account for the calculation of the grant based on social criteria.

Any other type of income available to the student during the current academic year is added to the total income of the household and may have an impact on the amount of the grant based on social criteria.

Students whose annual income is above the social minimum wage for unskilled workers may only receive financial aid in the form of a loan.

Students whose annual income exceeds 3.5 times the social minimum wage for unskilled workers are excluded from any financial aid.

The student loan

The student loan is granted upon request from the student.

The amount of the loan guaranteed by the State with interest charges and with the interest subsidy consists of:

  • a basic loan of EUR 3,250 per semester;
  • and depending on the student's situation: an increase of a maximum amount of EUR 1,850 for enrolment fees;
  • for students who do not benefit from the full amount of the grant based on social criteria: an increase of a maximum amount of EUR 1,995 minus the amount of the grant based on social criteria.

Interest on the loan is payable on 30 June and 31 December each year. In principle, the student must:

  • start paying back their loan 2 years after the completion of their studies;
  • have completed the repayment within 10 years.

The loan must be taken out by the student with one of the credit institutions who have signed an agreement on the subsidisation of loans granted to students.

The State guarantees the capital as well as the interest and incidental costs due by the student. Recovery of the sums due is ensured by the Registration Duties, Estates and VAT Authority in accordance with the procedure laid down for the recovery of registration fees.

Students are not obliged to take out a loan. They are also entitled to the grant without taking out a loan.

Students experiencing difficulties in repaying the loan can request an extension or a dispensation from repayment, by explaining their situation using the standard form made available by their bank and attaching all required documents.

Enrolment fees

The basic amount of the financial aid is increased by the amount of the enrolment fees exceeding the fixed amount of EUR 100, but only up to a maximum amount of EUR 3,700:

  • 50 % in the form of a grant;
  • 50 % in the form of a loan.

The applicant's income does not affect the weighting between the grant and the loan as far as the enrolment fees component is concerned.

Examples:

  • in the case of EUR 800 enrolment fees, EUR 700 are added to the financial aid, EUR 350 as a grant and EUR 350 as a loan.
  • In the case of EUR 9,000 enrolment fees, EUR 3,700 is added to the financial aid, EUR 1,850 as a grant and EUR 1,850 as a loan.

Submitting the application using MyGuichet.lu

The students can submit their application for financial aid online using MyGuichet.lu.

The online service has the following features:

  • a dynamic questionnaire that adapts to the user's profile, guides students step by step and without unnecessary loss of time through the procedure;
  • pre-filling of the form with the user's personal data saved in the private eSpace;
  • the authentication system and the electronic signature of the LuxTrust certificate enable highly secure exchanges and confidentiality of personal data;
  • personalisation of the list of supporting documents;
  • accessibility 24/7;
  • online tracking of the file and consultation of electronic messages sent by the CEDIES if the submitted file is incomplete.

This service is available on MyGuichet.lu and enables an interactive online dialogue between students and the CEDIES.

The secure electronic services are accessible with a private LuxTrust certificate (ID card, Smartcard, Signing Stick or Token) but users are required to register with MyGuichet.lu beforehand. They will then have access to an eSpace which is dedicated to dialogue with the administrative bodies.

Note that the application for financial aid via MyGuichet.lu must be carried out by the students themselves, with their own LuxTrust certificate. The application cannot be carried out using the LuxTrust certificates of the parents.

Submission of the application in paper format

If the student:

  • is submitting their first application or if they are changing the study cycle: they must fill out the form "first application";
  • has already benefited from financial aid before for the same cycle of studies (1st cycle Bachelor, 2nd cycle Master, 3rd cycle Doctorate): they may submit a subsequent simplified application.

For students starting their studies:

  • in the winter semester: the form can be downloaded as of 1 August. The complete application, form and supporting documents, must be returned by 30 November 2020 at the latest;
  • in the summer semester: the form can be downloaded as of 1 January. The complete application, form and supporting documents, must be returned by 30 April at the latest.

To ensure prompt processing of their applications, students are asked to submit a completed, signed form accompanied by all the supporting documents. All the supporting documents to be attached are listed on the form.

The form must be sent preferably by registered post with acknowledgement of receipt (B.P. 1101 - L-1011 Luxembourg), the postmark serves as proof of the date, or be submitted in person at the offices of the Centre for Documentation and Information on Higher Education (CEDIES) (18-20, montée de la Pétrusse, L-2327 Luxembourg).

Forms sent by fax or email will not be processed. Moreover, any incomplete application will give rise to substantial delays in the processing of the application.

CEDIES does not send a confirmation of receipt to applicants and does not communicate any information about the ongoing processing of applications. 

Supporting documents for applicants residing in Luxembourg

First-time application or change of study cycle

In both cases, students residing in Luxembourg must include the following supporting documents with their application for the basic grant and the student loan:

  • an identity document (photocopy of the identity card, passport, etc.): only in case of an application not transmitted electronically using MyGuichet.lu;
  • the student's bank account details (RIB) (to be requested from the bank);
  • the final certificate of enrolment issued by the university in French, German or English (an official translation is required for any other language).

For other types of grants, additional documents are required:

  • for students paying enrolment fees:
    • an invoice of the enrolment fees;
    • proof of payment;
  • for students wishing to benefit from the grant based on social criteria:
    • an income certificate of the household to which the student belongs (2 certificates if the household is not taxed collectively) issued by the Luxembourg Inland Revenue (Administration des contributions directes - ACD);
    • if the income certificate issued by the ACD states "non imposable par voie d'assiette" (not taxable by assessment): the most recent annual salary, pension, annuity or unemployment statements;
    • for persons who are not taxable in Luxembourg (under national law or international conventions): the annual income is to be attested by supporting documents duly established by the competent authorities;
  • for students wishing to benefit from the mobility grant:
    • a copy of the lease;
    • proof of payment of the rent;
  • students wishing to benefit from the family grant have to indicate the 13-digit national identification number (matricule) of the other child in the household concerned.

Students with their own income must enclose with their application:

  • an income certificate issued by the ACD;
  • the last 3 salary slips or pension statements, unemployment statements, etc.

The administration may ask for additional supporting documents. Furthermore, all documents provided must be in Luxembourgish, French, German or English (an official translation is required for any other language).

Subsequent application

When submitting subsequent applications, the student is only required to attach the following supporting documents:

  • the final certificate of enrolment in a higher education programme;
  • the certificates indicating the full amounts of financial aid or any other financial benefits received in their country of residence;
  • a certificate attesting the academic results of the previous years in the case of an application for a third year of studies.
Students must provide any other document that may generate a change in the allocation or in the calculation of the amount of financial aid compared to their previous application.

Supporting documents for non-resident applicants

First-time application or change of study cycle

In both cases, students who do not reside in Luxembourg must include the following supporting documents with their application for the basic grant and the student loan:

  • an identity document (photocopy of the identity card, passport, etc.): only in case of an application not transmitted electronically using MyGuichet.lu;
  • a household composition certificate issued by the commune of residence;
  • the student's bank account details (RIB) (to be requested from the bank);
  • a final enrolment certificate issued by the university in French, German or English: an official translation is required for certificates in another language;
  • a certificate attesting the results of the previous academic year;
  • supporting documents issued by the competent authorities of the country of residence attesting the monthly amount of the allowances / family benefits obtained as a result of the applicant's student status, or a document certifying that the student is no longer entitled to such benefits;
  • Students who have been enrolled for at least 5 years of cumulative study at one of the institutions listed above (see "Prerequisites") have to provide a certificate of school attendance or an enrolment certificate.

For other types of grants, additional documents are required:

  • for students paying enrolment fees:
    • an invoice for the enrolment fees;
    • proof of payment;
  • for students wishing to benefit from the grant based on social criteria:
    • a recent income certificate issued by the Luxembourg Inland Revenue (ACD) indicating the taxable amount for every person forming part of the student's household and who is working in Luxembourg;
    • if the income certificate issued by the ACD states "non imposable par voie d'assiette" (not taxable by assessment): the most recent annual salary, pension, annuity or unemployment statements;
    • all non-taxable income received by the student's household in Luxembourg must be attested by supporting documents duly established by the competent authorities;
  • for students wishing to benefit from the mobility grant:
    • a copy of the lease;
    • proof of payment of the rent;
  • students wishing to benefit from the family grant have to indicate the 13-digit national identification number (matricule) of the other child in the household concerned.

Students with their own income must enclose with their application:

  • for students working in Luxembourg: an income certificate issued by the ACD;
  • for students working outside Luxembourg: the annual income is to be attested by supporting documents duly established by the competent authorities;
  • last 3 salary slips or pension statements, unemployment statements, etc.
The administration may ask for additional supporting documents. Furthermore, all documents provided must be in Luxembourgish, French, German or English (an official translation is required for any other language).

Subsequent application

When submitting subsequent applications, the student is only required to attach the following supporting documents:

  • the final certificate of enrolment in a higher education programme;
  • certificates for the current academic year stating the amount of financial aid and other financial benefits to which they may be entitled to from the authorities in their country of residence;
  • a certificate attesting the academic results of the previous years in the case of an application for a third year of studies.
Students must provide any other document that may generate a change in the allocation or in the calculation of the amount of financial aid compared to their previous application.

Processing of the application by the CEDIES

After processing the application, the CEDIES sends the applicant a letter of approval which mentions the amount of the grant and the loan allocated to them for the 1st instalment of the financial aid for the current academic year.

The letter of approval from CEDIES is to be kept carefully. CEDIES does not provide copies of the original letter.

The grant will be credited by the State on the student's bank account 2 to 4 weeks after CEDIES has sent the letter of approval.

If the student wishes to take out the loan, they must present the original of the letter of approval from CEDIES to one of the following banks by 31 July of the academic year at the latest:

  • Banque et caisse d’épargne de l’Etat (BCEE);
  • Banque de Luxembourg;
  • Banque ING;
  • BGL BNP Paribas;
  • Banque Raiffeisen;
  • BIL;
  • Fortuna banque;
  • Banque BCP.

Payment and duration of the aid

Principle

The financial aid is granted and paid per academic semester. One application must be submitted in the winter semester and another in the summer semester. Only the family grant is paid in a single instalment in the summer semester.

These grants and loans are granted for the scheduled number of years to complete the study cycle in which the student is enrolled plus 2 extra semesters. This means that a student can repeat one or two semesters without losing the right to benefit from financial aid. If a student has repeated a semester during the 1st cycle, they will no longer qualify for financial aid if they fail again during the 2nd cycle.

In the context of the COVID-19 pandemic, specific measures have been taken with regard to students who have been enrolled during the 2019/2020 summer semester in a higher education programme eligible for financial aid. These measures are detailed below, see "Specifics for students enrolled in the 2019/2020 academic year".

Examples:

  • for a Bachelor's degree with an official duration of 6 semesters: aid may be granted for a maximum duration of 8 semesters. Two "bonus" semesters are granted if the student reorientates after the 1st year or if they repeat a year;
  • for a Master's degree with an official duration of 4 semesters: aid may be granted for a maximum duration of 6 semesters, provided that the student has passed the Bachelor's degree without failing.

Students:

  • enrolled in a 2nd cycle and who exceeded the normal duration of the 1st cycle by one semester may benefit from aid for an additional semester;
  • who have successfully completed their 1st or 2nd cycle of studies may benefit from financial aid to undertake new studies in the 1st or 2nd cycle of another academic programme. This aid is only granted once;
  • enrolled in a research training (doctorate) may benefit from financial aid for a maximum of 8 semesters;
  • enrolled in a single cycle may qualify for grants and loans for the official number of academic years required to complete the study cycle in which the student is registered plus one extra unit.

Students who want to complete an unfinished cycle can benefit from the entire financial aid in the form of a loan for 2 additional semesters at most. To this end, they have to:

  • be enrolled in the last year of the study cycle to be completed;
  • add to the form a written request for an 'exclusive loan extension' (prolongation prêt uniquement) on plain paper.

Financial aid may be refused if the student does not show any progress in their studies. The main check is carried out after the second year of studies.

Students may be required to provide proof of their regular attendance of class lectures, practical or directed courses, participation in mandatory internships and that they have taken the exams and competitive examinations of their study programme.

To benefit from financial aid for the third year, students must satisfy one of 3 conditions:

  • have obtained at least 60 ECTS credits during the 2 first years in the study programme in which they are registered; or
  • have obtained at least 30 ECTS credits after the second year of studies if the student changed to another study programme after the first year of studies at the latest; or
  • have been allowed to enter the second year of a study cycle which is defined in terms of content and duration and which does not give ECTS credits.
Please note: if for the 3 rd year of studies, the student is still registered in the 1 st year of a higher education programme, the financial aid will be refused whatever the academic results.

Students with a disability who wish to extend the additional duration of entitlement to financial aid have to attach a medical certificate attesting a substantial, long-lasting or permanent impairment of one or more physical, mental, sensory, cognitive or psychological functions which slow down the students' normal progression in their studies.

The monitoring of the progress of a student with a disability who has been enrolled during the 2019/2020 academic year in a higher education programme eligible for financial aid will be carried out no later than after 4 years of studies in the first cycle.

Specifics for students enrolled during the 2019/2020 academic year

In the context of the COVID-19 pandemic, specific measures have been taken with regard to students who have been enrolled during the 2019/2020 summer semester in a higher education programme eligible for financial aid. Thus, the student enrolled:

  • in the 1st cycle may receive grants and loans for a number of semesters of study exceeding by a maximum of 3 units the official duration for the completion of the study cycle in which they are enrolled;
  • in the 2nd cycle may receive grants and loans for the number of semesters of study officially foreseen for the completion of the study cycle in which they are enrolled. This number is increased:
    • by 3 units in case the student has completed the 1st cycle within the official duration for the completion of this study cycle; or
    • by 2 units in case the student has exceeded by one unit the duration officially foreseen for the completion of the 1st study cycle; or
    • by one unit in case the student has exceeded by 2 units the duration officially foreseen for the completion of the 1st study cycle;
  • in a single cycle may benefit from grants and loans for a number of semesters of study exceeding by 3 units the official duration for the completion of the study cycle in which they are enrolled;
  • in the research training cycle may benefit from grants and loans for a maximum duration of 9 semesters.

If the student wants to complete their 1st cycle, 2nd cycle or single cycle of studies that has not yet been completed, they may receive the full amount of the financial aid in the form of a loan for an additional semester.

In addition, students who were enrolled during the 2019/2020 academic year in a higher education study cycle eligible for financial aid and who have not reoriented after the 2019/2020 academic year must meet one of the following conditions in order to be eligible for financial aid in the 4th year of their 1st study cycle:

  • have validated at least 60 ECTS credits during the first 3 years of study in the same higher education programme;
  • have validated a minimum of 30 ECTS credits at the latest after the 3rd year of studies, provided they have reoriented themselves after the first enrolment in a higher education programme;
  • be enrolled in the 2nd year of the higher education programme, which is defined in terms of duration and which does not give ECTS credits.

Anti-cumulation provisions

The financial aid cannot be combined with the following benefits:

  • financial aid for higher education and other equivalent financial support paid in the State in which the student resides;
  • any financial benefit arising from the fact that the applicant is a student.

This includes in particular grants and loans, family allowances, regional aids, housing aid, etc.

Applicants are required to submit certificates issued by the competent authorities in their country of residence, indicating the amount of financial aid and other financial benefits to which they may be entitled to from the authorities in their country of residence. This amount is deducted in full from the financial aid provided by the Luxembourg State.

These certificates must indicate, if applicable, the motive of refusal of financial aid. Certificates with a refusal for administrative reasons will not be admitted.

In practice, the non-resident student must apply for financial aid in their country of residence (e.g. "Crous" or "bourse régionale pour les formations sociales et paramédicales" in France, "allocations d'études" in Belgium or "BAföG" in Germany) and provide proof of this.

Failure to provide the aforementioned certificates will result in a refusal of financial aid.

Grants based on particular merit of the student and grants which are part of an international mobility programme (Erasmus+) are not concerned.

Repayment of financial aid

The aids granted must be repaid immediately if they were obtained as a result of statements that the recipient knew to be inaccurate or incomplete. In the case of aid granted in the form of a loan, the recipient must also pay interest at the legal rate as from the date on which the loan was paid out until the date on which it was repaid.

Persons who have obtained one of the planned aids on the basis of information they knew to be inaccurate or incomplete shall be liable to imprisonment and a fine.

Appeals

A negative decision in response to an application for financial aid is an administrative decision against which the usual means of appeal (non-contentious appeal, judicial appeal) may be pursued, provided the legal deadlines are complied with.

It is also possible to turn to the Ombudsman.
