Applying for assistance for fuel-poor households

The 'Fuel-poor household assistance' scheme aims to better support low-income and energy-starved households, i.e. households which cannot afford to heat their homes and/or were unable to pay their electricity, gas, water and heating bills due to a lack of financial resources in the last 12 months.

These households have the opportunity to receive a personalised energy advice from the Klima-Agence as well as a subsidy for the replacement of one or more energy-hungry household appliances and/or the acquisition of one or more new energy-efficient appliances (refrigerator, freezer, dishwasher, washing machine and tumble dryer). This service aims to inform and educate households (selected by the social welfare offices), and to improve their situation and quality of life.

The subsidy, financed by the Climate and Energy Fund, is limited to 90 % of the price of the appliance including VAT and cannot exceed EUR 1,000 per appliance. The social welfare office pre-finances the subsidies and the Ministry of the Environment, Climate and Biodiversity undertakes to ensure the repayment of the subsidies.

Who is concerned

This measure is targeted at households that are experiencing difficulties in paying their energy and heating bills.

To receive the subsidy, the household must:

  • be registered with the appropriate social welfare office; and
  • have received an energy consultation from the Klima-Agence.

How to proceed

Household selection

The social welfare office is responsible for the selection of fuel-poor households.

During an initial home visit, a social welfare agent assesses the households' situation using Form F 100 and, if they qualify, invites them to participate in this scheme.

Personalised energy consultant's report

Purpose of the energy consultant's report

  • to reduce the consumption and energy costs of the households in question;
  • helping households to become more self-sufficient.

Procedure

  1. After receiving identification form F100, the Klima-Agence will contact the household in question to schedule an appointment for advice on energy and practices.
  2. The visit of the energy advisor, who will be accompanied where possible by an employee of the social welfare office, is carried out using the form F101. In addition, energy saving tools will be provided (e.g. power strips with switches, fridge thermometers, light bulbs and thermometers/hygrometers).
  3. The energy advisor sends the F101 form to the household by post.
  4. The form also includes proposals for replacing energy-hungry appliances and/or purchasing new ones, as well as an analysis of the household's energy consumption. The proposals can concern existing functioning appliances to be replaced, existing out-of-service applicances to be replaced or the installation of new appliances.
  5. If the householders own the home and if renovation measures are necessary, the Klima-Agence promises support in the preparatory steps for implementation of the aforementioned measures within the scope of Klima-Agence's objectives.

Subsidy

The purpose of the subsidy is to replace the following energy-hungry appliances:

  • refrigerators;
  • freezers;
  • dishwashers;
  • washing machines;
  • tumble dryers.

They must be replaced with appliances that consume considerably less energy and meet, as a minimum, the energy class specified in form F101. A list of appliances can be found at 'oekotopten.lu'.

To take advantage of the subsidy, the household must submit form F101 completed by the Klima-Agence and a written request (Form F 102) to the social welfare office concerned, along with supporting documents relating to the exchange of the appliance (proof of recycling, proof of payment and energy class of the new appliance) or to the purchase (proof of payment and energy class of the new appliance).

Financial aid is limited to 90 % of the price of the appliance including VAT and cannot exceed EUR 1,000 per appliance.
