New 'Supplement for seniors' scheme to come into force on 1 January 2026

From 1 January 2026, elderly people with limited resources will be able to benefit from a new scheme called 'Supplement for seniors', provided for by the law of 18 July 2025.

This scheme allows the National Solidarity Fund (Fonds national de solidarité - FNS) to contribute to the costs of services in approved residential care homes for the elderly as well as in approved sheltered accommodation.

The new legislation introduces several significant improvements compared to the previous scheme:

Contribution adjusted to the cost of accommodation

The FNS contribution can now be as high as the average cost of accommodation reported each year to the public register of services for the elderly (www.infosenior.lu).

When the accommodation cost is lower than this average cost, the FNS contribution will be limited to the amount actually invoiced.

The supplement will therefore no longer be a flat rate, but will be adjusted annually in line with actual price changes in the sector.

Surcharge for covering essential needs

A monthly surcharge of EUR 271.05 (index 968.04) will be added to the FNS contribution in order to guarantee decent living conditions. This surcharge covers, in particular:

  • the supply and maintenance of flat linen, towels and washcloths;
  • the marking and washing of personal laundry (excluding dry cleaning);
  • the provision of basic personal hygiene products;
  • the provision of a television, telephone and Internet connection with basic subscriptions.

Better protection of personal resources

The personal resources of beneficiaries will be exempt up to EUR 629.23 (index 968.04) in the calculation of the benefit, allowing them to keep a larger portion of their income for personal use.

Increased financial contribution from the FNS

The new calculation methods will result in an increase in the contribution of the National Solidarity Fund to the costs of the benefits and services provided in this context, thereby strengthening support for elderly people with limited resources.
