Are you an organisation working in the fields of child and family assistance (AEF) and non-formal education (ENF)? The professional development programme allows you to register your staff for approved continuing education courses.

The Ministry of Education, Children and Youth (MENEJ) funds professional development programmes for the child and family support (AEF) sector and the non-formal education (ENF) sector.

This programme brings together approved continuing education courses, enabling organisations to comply with the legal requirements regarding staff training.

This continuing education programme is offered every year. It is coordinated by the Continuing Education Division of the Quality Agency (Agence Qualité), in partnership with 6 agencies approved by the MENEJ: CJF, Luxembourg Red Cross, Elisabeth, FEDAS Luxembourg, focus and Inter-Actions.

In an effort to simplify, increase transparency and improve coordination, the MENEJ has created Plattform’, a single portal that brings together all the professional development opportunities available.

The Plattform’ website enables:

  • agencies to publish their training programmes;
  • staff to consult and choose a suitable offer;
  • managers and executives:
    • to enrol their staff directly online via a MyGuichet.lu procedure;
    • to access attendance certificates.

In addition, Plattform’ provides the MENEJ and the Quality Agency with a centralised and harmonised view of the training hours completed by professionals and organisations. This unified approach facilitates the steering, management and evaluation of professional development in the sectors concerned.

Who is concerned

The professional development programme is aimed at all staff directly attached to all organisations in the AEF (child and family support) and ENF (non-formal education) sectors, in particular:

  • senior managers or department heads;
  • supervisory staff at ENF or AEF organisations;
  • administrative, technical, cleaning and kitchen staff directly attached to the organisation that has an ID Structure.

Important: only persons designated by the managers of the relevant organisations (executive, department head or training manager) may enrol their staff members.

As a reminder, in the:

  • non-formal education sector (education and childcare services, mini-crèches, youth centres and youth services), staff must complete 32 hours of training over 2 years per full-time equivalent (FTE), including at least 8 hours during their first year;
  • child and family support sector, staff must undergo 16 hours of continuing education and/or socio-educational supervision training per year.

Prerequisites

Application for an ID Structure

Any organisation wishing to enrol its staff in professional development training courses (AEF/ENF) must have an ID Structure assigned by the Quality Agency (formerly by the SNJ).

The form 'Demande d'un ID Structure' (application for an ID Structure) is available on the Plattform’ website:

  • for applications concerning the child and family support sector (AEF), submit the form by email to formation.aef@men.lu;
  • for applications concerning the non-formal education sector (AEF), submit the form by email to formation.enf@men.lu;

Important: if your organisation is new, you must apply for an ID Structure as soon as you obtain the approval.

Setting up a business eSpace

Once you have obtained your ID Structure, you must create a business eSpace on MyGuichet.lu that corresponds to this ID.

We recommend creating a dedicated eSpace for continuing education, so that the users concerned can access only information strictly related to this field.

How to create a business eSpace on MyGuichet.lu

There are 2 possible scenarios:

  1. You are a new user of MyGuichet.lu. You must:
    • first register on MyGuichet.lu; and
    • then create a business eSpace.
  2. You already have a private eSpace on MyGuichet.lu. You can directly create a business eSpace without having to register again.

Certification of the business eSpace

Certification of the business eSpace on MyGuichet.lu is essential in order to access procedures related to training courses under the professional development scheme.

The certified business eSpace can be accessed with authentication using:

  • a LuxTrust product; or
  • an electronic identity card (eID).

Once logged in, the following actions can be made in 'My profile':

  • add users according to the organisation's structure; and
  • certify the eSpace by entering the access code received by post in the section:

Once the eSpace has been certified, you can access the procedure 'MENEJ : Demande d’inscription d’un employé de sa structure à une formation' (request to enrol an employee from your organisation in a training course).

Costs

The financing of the training courses is guaranteed by the MENEJ provided that the organisation has an ID Structure.

How to proceed

Filing an enrolment application

Enrolment applications for training courses organised by the 6 training agencies can only be submitted via the MyGuichet.lu registration procedure.

There are 2 ways to submit your enrolment application.

On Plattform’ for standard training courses (course catalogue)

On the Plattform’ website's page for the training session you selected, a 'register' button will redirect you to MyGuichet.lu.

Select the business eSpace linked to the relevant organisation to access the procedure directly. Enrolments must be made online via MyGuichet.lu. To do so, you will need:

  • a LuxTrust product; or
  • an electronic identity card (eID).

From the business eSpace of the organisation for an on-site training offer

For on-site training courses (standard, tailor-made or coaching), log in to the business eSpace of the relevant organisation.

In 'My procedures', select 'MENEJ': 'Demande d’inscription d’un employé de sa structure à une formation' to access the list of training courses that are specific to your organisation.

Information required to complete the procedure

You can enrol only one person per procedure.

To register multiple participants, you can duplicate the procedure.

We recommend having the following participant details available beforehand:

  • surname and first name;
  • Luxembourg national identification number (Matricule);
  • Email address:
    • mandatory for 'blended learning' or 'e-learning' courses;
    • highly recommended for other courses;
    • enables training agencies to send last-minute information or course materials;
  • your telephone number;
    • highly recommended;
    • useful for quickly conveying urgent information such as the cancellation or postponement of a training due to the trainer's illness.

Eligibility criteria

Certain courses require participants to meet specific conditions. At the end of the enrolment procedure, you will be required to certify that the participant meets the specific conditions.

The training agency may ask you later to provide supporting documents.

Submission and follow-up of the procedure

Once the form has been completed it must be submitted.

Please note: your application has been correctly submitted if the 'Status' column of the procedure in 'MyGuichet.lu / My procedures' shows 'Sent'. The submission of the procedure will be confirmed with an email sent to the email address indicated in MyGuichet.lu.

The training agency responsible for the chosen training course:

  • processes the application; and
  • states whether the enrolment has been confirmed or rejected.

You will receive notification emails informing you of:

  • the processing of your procedure (changes of status); and
  • any changes affecting the training session for which you have registered a participant.

Participants will also be notified of their enrolment and any changes to the session via their private eSpace on MyGuichet.lu.

Processing times

Enrolment applications for training courses are processed as quickly as possible. However, the timing depends on the specific organisational arrangements of each training agency, which may vary.

Modification and cancellation of an enrolment

After submitting your enrolment application, you can make the following changes and perform the following actions:

  • add or modify a participant's contact details: email address and/or telephone number;
  • change participant;
  • cancel the enrolment.

Certificate of participation

Once the training session has been closed by the training agency, a certificate detailing the course and hours of attendance will become available:

  • for organisations, in the messages section of their MyGuichet.lu business eSpace;
  • for participants, in the messages section of their MyGuichet.lu private eSpace;
