Product Contact Point (PCP)

In accordance with European Regulation (EU) 2019/515, a Product Contact Point (PCP) has been set up in every European Union Member State to provide assistance with the practical implementation of the 'mutual recognition' principle.
In Luxembourg, the role of the PCP is assigned to ILNAS (the Luxembourg Institute of Standardisation, Accreditation, Safety and Quality of Products and Services).
Mutual recognition guarantees access to the market for products that are not subject to European harmonisation. The European regulation guarantees that any product that is lawfully marketed in one EU country may be marketed in another, unless it jeopardises overriding requirements of public interest, such as the health and safety of persons.
For the internal goods market, it is important to ensure that all information on national technical rules is readily available. The procedure for assessing goods is described in Article 5 of the aforementioned regulation.
The PCP is responsible for providing, free of charge and within 15 working days, at the request of an economic operator or an authority of another Member State, national information on:
- the national technical rules that apply to a specific type of product;
- the mutual recognition principle, and the application of Regulation 2019/515;
- the contact details of the competent Luxembourg authorities;
- the means of appeal and procedures available in Luxembourg in the event of a dispute between the competent authority and an economic operator, such as the Internal Market Problem Solving Network (SOLVIT) procedure for resolving administrative issues related to the internal market, in accordance with Article 8 of the aforementioned regulation.
