Important information: pre-financing of aid (from 1 January 2027)
From 1 January 2027, if the invoice relating to your investment has been drawn up as of this date, you have the option of choosing between the standard procedure and the pre-financing procedure for certain investments. Pre-financing is optional and co-exists alongside the standard aid application procedure.
Pre-financing allows you to directly deduct the amount of the financial aid from the invoice. The aid is paid by the State to a company listed in the register of intermediary applicants, which is required to pass on the full amount to the applicant in the form of a reduction in the price payable.
Pre-financing is available for:
- energy efficiency renovation works (insulation works). Before the works begin, an application for approval in principle must be submitted by a registered energy adviser or a registered tradesperson;
- the installation of a heat pump;
- the installation of photovoltaic solar panels;
- the installation of an electricity storage system acquired with a photovoltaic system.
For energy efficiency renovation works, each refurbishment project must be the subject of a separate application, with a separate invoice.
Pre-financing is reserved for applications submitted via MyGuichet.lu by an intermediary company listed in the register of intermediary applicants.
The pre-financing scheme for solar photovoltaic systems and energy storage systems currently in force will be incorporated into the Klimabonus 2026 financial support scheme as of 1 January 2027.
The following expenses are not eligible for the pre-financing procedure:
- investments made by a company (legal person carrying out a commercial activity);
- technical installations (heat pumps, solar photovoltaic systems and storage systems) financed via a leasing contract;
- solar photovoltaic systems and storage installations where the applicant has paid a deposit of more than 30% of the final price (including taxes) stated in the signed quotation;
- refurbishment works and heat pumps where the amount of financial aid, when added to the deposit paid by the applicant, exceeds the final sales price, excluding VAT.
Summary:
You can apply for financial aid under the Klimabonus 2026 scheme subject to certain conditions.
The Environment Agency (Administration de l’environnement - AEV) grants subsidies for energy efficiency enhancement works.
Depending on the scope of the works, you can choose between 2 aid application procedures for the energy efficiency renovation of a residential building:
- one based on an energy performance assessment; or
- one that does not entail an energy performance assessment and is limited to a single construction element of the thermal envelope.
This Klimabonus aid can only be granted once per construction element, and only for a residential building located in Luxembourg.
Who is concerned
Anyone who wishes to improve the energy performance of their residential building – that is, any:
- natural person;
- legal person established under private law;
- public legal person other than the State.
In the event the applicant is a legal person carrying out an economic activity and requesting financial aid, this aid shall be granted in accordance with the Commission Regulation (EU) 2023/2831 of 13 December 2023 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid. The total amount of de minimis aid granted to the business cannot exceed the ceiling set out in Article 3(2) of said Regulation.
In this respect, please indicate which of the following scenarios applies:
- entry in the de minimis register: State aid is entered in the de minimis register in the name of the business making the application, except in the event of transfer of said aid to another person; or
- transfer of aid: in the event of transfer of the aid to a third party, the beneficiary is required to provide formal proof of the transfer, such as a duly signed deed of transfer or a notarised deed explicitly certifying the transfer of the aid to the final recipient. Please indicate the name and identification number of the final recipient of the aid.
You can submit your application in your capacity as:
- the legal representative of a group of natural or legal persons, provided that you are a part of this group yourself;
- the owner(s) of the dwelling, except when there is a change of ownership and the new owner of the dwelling and/or technical installation forgoes the aid in question for the benefit of the former owner who made the investments.
Prerequisites
Subsidies are granted for energy efficiency renovation works for which invoices are issued between 1 January 2026 and 31 December 2035.
Deadlines
The first application for an agreement in principle must be submitted between 1 January 2026 and 31 December 2030 inclusive.
Applications for the subsidy must be filed with the Single point of contact for housing assistance no later than 4 years after 31 December of the calendar year in which the invoice was issued.
How to proceed
Submitting the application
Applications for aid must be filed with the Single point of contact for housing assistance (Guichet unique des aides au logement).
- Energy efficiency renovation of a residential building based on an energy consultation by an approved energy consultant
- Energy efficiency renovation of a residential building that does not entail an energy consultation and is limited to a single construction element of the thermal envelope
The energy consultation provides you with an energy performance assessment of your current dwelling. A set of potential renovation measures are proposed to achieve a higher energy classification (class A, B or C). You then choose the renovation measures you would like to implement based on your needs and budget.
Financial aid for an energy consultation is available in the amount of:
- EUR 1,700 for a single-family residence (a house);
- EUR 2,000 for a residence comprising 2 flats. A EUR 60 supplement is added to this base amount for each additional flat. The total amount of aid is capped at EUR 3,000.
However, if the energy consultation relates to energy-efficiency refurbishment works for which an application for an agreement in principle is submitted between 1 January 2026 and 30 June 2027 inclusive, the financial aid amounts to
- EUR 2,000 for a single-family residence (a house);
- EUR 2,500 for a residence comprising 2 flats. A EUR 75 supplement is added to this base amount for each additional flat. The total amount of aid is capped at EUR 3,750.
The invoice for this energy consultation must be issued between 1 January 2026 and 31 December 2030 inclusive.
The financial aid for the energy consultation is granted after the application for an agreement in principle has been filed. A copy of the energy performance assessment and energy adviser's invoice with proof of payment must be added to the application.
This simplified procedure allows you to quickly renovate a single element without the need for an energy consultation. This single element may be:
- the pitched or flat roof;
- an external wall;
- the ceiling slab in contact with an unheated zone;
- the floor slab in contact with an unheated zone, the ground or the exterior;
- a wall in contact with an unheated zone or the ground; or
- windows and French windows.
The renovation work must be carried out by an approved business or must be performed in the presence of an energy consultant. If an energy consultant occasionally monitors the works, financial aid of EUR 400 may be granted.
A supplement of EUR 100 is available to subsidise the energy consultant's verification of the conformity of the estimates.
If you wish to renovate more than one element, the energy consultation is mandatory.
Good to know
The Klimabonus scheme applies to sustainable energy efficiency renovations of residential buildings older than 10 years from the date of issue of the building permit.
