Summary:
Holders of the disability and/or priority card benefit from a right to priority of passage and service, and a guaranteed seat.
Persons with reduced mobility or a disability can request a priority card and/or a disability card.
If you are a Luxembourg resident or a cross-border worker, you can apply—depending on the severity of your disability—for a disability and/or priority card in order to benefit from a right to priority of passage and service, and a guaranteed seat.
Who is concerned
The priority card and/or disability card is issued to people:
- with a (permanent or temporary) disability of at least 30%;
- who reside in Luxembourg or who work on a regular basis in Luxembourg (cross-border workers).
Costs
Priority and disability cards are free of charge.
How to proceed
Types of cards
Priority cards
You can obtain a priority card if you have a mobility disability that causes serious difficulties in moving around or standing. With this card, you are entitled to:
- priority access or service (particularly in lines); and
- a guaranteed seat on public transportation.
Disability cards
Disability cards may be issued along with the priority card. In such cases, you will also be entitled to priority access or service and a guaranteed seat on public transportation.
Disability card 'A'
You can obtain an disability card 'A' if your degree of physical disability is between 30% and 49%.
Disability card 'B'
You can obtain a disability card 'B' if your degree of physical disability is 50% or higher.
Disability card 'C'
You can obtain a disability card 'C' if your physical or mental condition prevents you from getting around without the assistance of another person. This card extends the rights granted by the disability card B to the person accompanying the disabled person.
Free transportation also applies to service dogs.
How to apply
Whether you are a Luxembourg resident or a cross-border worker, to obtain a disability card, you must submit your application using a form to be sent to the Disability Card Service of the Ministry of Home Affairs (see 'Online Services and Forms').
Documents to be provided
You must provide:
- 2 copies of the application form;
- 2 recent 3 x 4 cm photographs with the following information about the future cardholder written on the back:
- name;
- first name;
- date of birth;
- an identity document;
- a certificate of employment from your employer, if you are a cross-border worker employed in Luxembourg.
No medical certificate is required, as you will be contacted later by the medical examination board.
Validity
The priority and/or disability card is:
- non-transferable (you cannot give your card to someone else);
- only valid for 2nd class;
- subject to national fare rates.
For your card to be valid, you must always also present an official form of identification, such as:
- an ID card; or
- a passport.
If you have a temporary disability
The priority and/or disability card issued due to a temporary disability is valid for a maximum of 5 years.
If you have a permanent disability
Priority and/or disability cards issued due to a permanent disability are valid indefinitely. However, you are required to renew your card if:
- the photo on the card no longer matches your appearance;
- the card is no longer legible;
- the information on the card no longer reflects reality.
How to renew
To renew your cards, you must complete the same procedures as when they were first issued.
Renewal is:
- free of charge; and
- processed upon submission of your old card and 2 recent photographs of yourself.
