State financial aid for higher education (AideFi)

If you meet the conditions for State financial aid, the system of grants and loans available to you will enable you to pursue your studies in higher education regardless of:
- your financial circumstances; or
- your parents' wishes.

The academic year begins on 1 August, ends on 31 July of the following year, and is divided up as follows:
- winter semester, running from 1 August to 31 January; and
- summer semester, running from 1 February to 31 July.
Who is concerned
Anyone enrolled as a full- or part-time student in a higher-education study cycle that is eligible for AideFi.
Part-time students must enrol for:
- a minimum of 15 ECTS credits per semester; or
- the equivalent in a different academic credit system.
The enrolment must be for the semester of the academic year for which the application for financial aid is submitted.
Prerequisites
Eligibility requirements
You are considered to be a non-resident and must therefore meet the conditions applicable to non-resident students if:
- you reside in Luxembourg mainly for the purpose of your studies;
- your total annual income does not exceed 80% of the social minimum wage for unskilled workers.
- For residents
- For non-residents
If you are a beneficiary who is resident in Luxembourg, you must:
- be a Luxembourg national or have a right of residence of more than 3 months as the family member of a Luxembourg national who lives in Luxembourg; or
- be a national of another Member State of the European Union (EU), or a national of one of the States party to the Agreement on the European Economic Area (EEA), or a national of the Swiss Confederation, and:
- have the right to reside in Luxembourg for more than 3 months as a worker; or
- have the right to reside in Luxembourg permanently; or
- have the right to reside in Luxembourg for more than 3 months as the family member of a person referred to above; or
- be a British national (or a family member of a British national) covered by the UK Withdrawal Agreement and hold a valid residence permit issued in Luxembourg; or
- be a resident of a third country with the right to long-term residence in Luxembourg; or
- benefit from international protection in Luxembourg; or
- have the right to reside in Luxembourg for more than 3 months as the family member of a beneficiary of international protection.
If you are a non-resident beneficiary, you must:
- be a worker:
- who is a Luxembourg national, or a national of the EU, EEA or Swiss Confederation;
- who carries out their activity in Luxembourg (including on a self-employed basis). Student contracts during the school holidays, fixed-term employment contracts for students, internship agreements, work-based learning or apprenticeship programmes are not taken into account; or
- be a worker:
- who is a British national, covered by the UK Withdrawal Agreement;
- who is working on a salaried or self-employed basis in Luxembourg at the time of the application; or
- be the child of a worker who is a Luxembourg national, a national of the EU, EEA or Swiss Confederation, or a British national covered by the UK Withdrawal Agreement, provided that your parent:
- is employed or carries out their professional activity in Luxembourg; and
- continues to contribute to your maintenance; and
- provided that:
- your parent has worked in Luxembourg for a cumulative total of at least 5 years during the 10 years preceding your application; or
- your parent has worked in Luxembourg for a cumulative total of at least 10 years; or
- you have been legally resident in Luxembourg for a cumulative total of at least 5 years; or
- you have been enrolled in a course of study for a cumulative total of at least 5 years:
- at an establishment that provides primary or secondary education or initial vocational training: or
- in the 'Deutsch-Luxemburgisches Schengen-Lyzeum Perl'; or
- in a bachelor's, master's or doctoral programme, or specialised medicine course at the University of Luxembourg; or
- in a programme that leads to an accredited advanced technician's certificate (brevet de technicien supérieur - BTS); or
- in an accredited programme offered by a foreign institution of higher education based in Luxembourg.
The term 'worker' refers to:
- the employee or self-employed professional, who is required to be continuously registered with the Joint Social Security Centre (CCSS) in accordance with the Social Security Code;
- the person with the status of worker;
- the person in receipt of a pension or annuities.
The following periods are included when calculating the minimum required period:
- the person worked for a European or international institution based in Luxembourg;
- the person was in receipt of a pension, annuity or unemployment benefits from the state.
You are also eligible if you are a child living in a household in which your parent’s spouse or partner meets the above conditions.
Preliminary steps
If you are a non-resident student, the AideFi will be a substitute form of support. Before becoming eligible for AideFi, you must first have completed all of the steps required in your country of residence to obtain financial aid for your studies.
You must adhere to the application deadlines that apply in your country of residence.
Once you have received the official response from your country of residence, whether it is positive or negative, for the current academic year, you must:
- attach it to your Luxembourg AideFi application; or
- provide it at a later date.
Certificates detailing administrative reasons for a rejected application (late or incomplete submission) are not accepted.
The certificates must:
- refer to the academic year in question;
- be renewed every year.
If you have not yet received an official response from the competent authorities in your country of residence, you cannot be granted the AideFi.
Competent authorities for neighbouring countries:
- Germany:
- Belgium:
- Allocations d'études (French-speaking community);
- Studietoelagen (Flemish-speaking community);
- Studienbeihilfen Ostbelgienbildung (German-speaking community);
- France:
- Crous;
- Regional Council (for health and social sector courses).
Deadlines
You must submit an AideFi application for each semester even if you are enrolled for the full academic year.
Applications should be made online via MyGuichet.lu no later than:
- 30 November for the winter semester;
- 31 May for the summer semester
- 31 July to add additional enrolment fees for the academic year in progress.
These deadlines must be adhered to without any exceptions.
Any application submitted after the applicable deadline will be rejected.
You do not need to already have all of the supporting documents before applying. Any documents that are not yet available can be uploaded at a later date.
After submitting your application, you may receive a MyGuichet.lu notification, inviting you to complete your file. You will then have 3 months from the date of this notification to upload any missing documents.
If the documents are not provided within that timeframe, your application will be closed with no further action.
If it is not possible for you to submit the required documents on time through no fault of your own, you may submit a written and substantiated request asking for the 3-month deadline to be suspended.
How to proceed
Composition of the AideFi
The AideFi can include:
- a basic grant;
- a mobility grant;
- a grant based on social criteria;
- a family grant;
- a success bonus;
- a student loan;
- an additional amount to cover certain costs directly related to study fees.
Different categories of grants may be awarded on a cumulative basis.
A calculation simulator is also available.
Basic grant
You will be awarded the basic grant if you meet the general eligibility conditions for the AideFi.
Mobility grant
The mobility grant is awarded if you:
- are studying in a country that is not where you are normally resident;
- are renting accommodation outside your country of residence in order to be closer to your place of study;
- incur rental costs for at least 2 consecutive months during the relevant semester.
The mobility grant will not be granted:
- for distance learning; or
- if you are related to the owner of the rented property (a second-degree relative or closer).
Grant based on social criteria
Amount
The amount of the grant based on social criteria depends on the taxable annual income taken into consideration. It progressively decreases as income rises.
Your income is calculated on the following basis:
- your own income, with the exception of any income from work carried out alongside your studies;
- the income of those persons with primary responsibility for your care.
Depending on your family situation, the following income may be taken into account:
- the income of your 2 parents if married, in a civil partnership or living in the same household;
- the income of the parent who is primarily responsible for your care if your parents are neither married nor in a civil partnership and do not live together;
- the income of your parent and their spouse/partner if your parent has remarried or entered into a civil partnership;
- the income of your guardian, the person to whom parental responsibility has been delegated or your foster family, and, where applicable, the income of your spouse/partner.
If you are not awarded the maximum amount of the grant based on social criteria, the difference is included in your student loan, provided you have applied for it.
Student no longer financially dependent on parents
Under certain conditions, you may be considered financially independent if:
- you no longer live with your parents; and
- you are no longer supported financially by them.
In this case, only your own income will be taken into account for the purposes of calculating your grant amount.
You are considered as no longer being a dependant of your parents if you meet one of the following conditions:
- you have your own income that is equal to or greater than the maximum gross social inclusion income (REVIS); or
- you are in a vulnerable social or financial situation as certified by a social welfare aid agency; or
- you benefit from international protection.
If you are married or in a civil partnership, and no longer live with your parents, you are considered to be financially independent if:
- your income as a couple is equal to or greater than the maximum gross social inclusion income (REVIS) applicable to 2 adults; or
- as a couple, you are in a vulnerable social or financial situation as certified by a social welfare aid agency.
Your income as a couple will then be taken into account.
Family grant
The family grant is awarded when several children who are dependent on the same parents are enrolled in an eligible higher education programme at the same time.
It is paid in a single instalment during the summer semester.
Indexation of amounts
The amounts of the grants are adjusted in line with changes to the sliding wage scale.
Where an index adjustment occurs during a semester, the adjustment to the amounts takes effect from the following semester.
The thresholds expressed as a percentage of the social minimum wage are determined on the basis of the social minimum wage applicable at the start of the relevant semester.
Success bonus
You may be eligible for a success bonus of EUR 250 if you successfully complete a programme of study for which you received AideFi for at least one semester from the2026-2027 academic year onwards.
The application process for this bonus will be available from 2027.
You must submit your application no later than 31 December of the academic year following the completion of your programme.
Example: if you complete your programme in July 2027, you must apply by 31 December 2027 at the latest.
Student's own income
Income from work carried out alongside your studies is not taken into account when calculating the grant based on social criteria.
The following types of contract are considered as work alongside studies:
- student work contracts during school holidays;
- fixed-term employment contracts for students of up to 15 hours per week;
- internship agreements;
- contracts or agreements directly linked to studies, particularly in relation to work-based learning or an apprenticeship.
Other income of your own will be taken into account – particularly, any income relating to:
- a permanent employment contract; or
- a fixed-term employment contract that does not concern work carried out alongside studies.
If your own average monthly taxable income exceeds 80% of the social minimum wage for unskilled workers during the relevant semester, you will only be entitled to AideFI in the form of a loan.
You will not be entitled to AideFi if:
- your own average monthly taxable income exceeds 3.5 times the social minimum wage for unskilled workers;
- you receive:
- social inclusion income; or
- an old-age pension; or
- an early retirement pension; or
- a disability pension; or
- you are in receipt of unemployment benefits without having received authorisation from the National Employment Agency (Agence pour le développement de l'emploi - ADEM) to take a higher-education course. This certificate must be requested from ADEM.
These rules apply to the income and benefits received during the semester for which you are requesting aid.
Student loan
Student loans are optional.
You can decide:
- to take out the full loan or a portion of it; or
- not to take out the loan.
The loan is guaranteed by the State and is subject to interest.
The basic loan amount is:
- EUR 3,250 per semester for full-time study; or
- half this amount if you study part-time.
If you do not receive the maximum amount for the grant based on social criteria, the difference can be added to your loan.
You must take out your loan with a bank that has entered into an agreement with the State and with which you hold a bank account.
The contracted banks are:
- Spuerkeess;
- Banque de Luxembourg;
- Banque Internationale à Luxembourg (BIL);
- Banque Raiffeisen;
- BGL BNP Paribas.
Once the AideFi has been approved, you will be sent a secure banking certificate containing a QR code. You must use this code at your selected bank to request that the loan is made available to you.
You can draw down the instalments of your loan up until 31 December of the academic year following the year for which the loan was granted.
The share of interest payable by you is limited to 1.8%. Interest starts to accrue as soon as the bank makes the loan available to you.
You will begin repaying the loan 2 years after completing or ceasing your studies.
The repayment period is 10 years.
Additional amount to cover costs related to study fees
Some of the costs directly related to your studies may be covered by additional AideFi, such as:
- enrolment fees;
- tuition fees payable to the higher education institution;
- costs relating to an application for recognition of a secondary-school leaving certificate;
- language proficiency tests;
- translation of diplomas;
- conversion of school grades from another educational system;
- the costs associated with applying for the study programme.
The additional amount is calculated on the basis of the effective costs and may not exceed EUR 3,800 per academic year.
It is awarded:
- as a grant for half the amount (50%);
- as a loan (50%) for the other half, provided the loan is applied for.
Only the costs associated with the study programme for which the AideFi is granted may be covered.
The enrolment and tuition fees must relate to the semesters for which you benefit from AideFi.
You must apply for the additional amount no later than 31 July of the relevant academic year via MyGuichet.lu, under 'Add enrolment fees'.
Filing an application through MyGuichet.lu
The online procedure may be completed with or without a LuxTrust product or electronic identity card (eID).
You can use the MyGuichet.lu app to add supporting documents to your active procedures directly from your smartphone or tablet.
Procedure without authentication
You may use this procedure if you do not have a LuxTrust product or eID.
Procedure with authentication
The procedure with authentication using a LuxTrust product or eID has many features that are not available with the procedure without authentication.
For example, the form may be saved as a draft.
In addition, you will have access to a private eSpace on MyGuichet.lu, which you can use to:
- automatically pre-fill your form with the data that is recorded in your private eSpace;
- track your application online and view electronic messages from the administration in your personal dashboard;
- view all of your previous AideFi applications.
Follow-up of the application with or without authentication
You can submit your application without having all the required supporting documents beforehand. You can then complete your application at a later date.
Check your email inbox after sending your application.
You will receive an email through MyGuichet.lu after submitting your application, and again whenever the status of your application changes (e.g. application sent, to be completed, grant payment in progress, etc.).
If you do not receive an email after sending your application, check your spam folder or contact the Financial Aid Department.
If you no longer have the email sent by MyGuichet.lu to complete your application, you can request a new one using the procedure 'Correction of a procedure without authentication' available under 'Online services and forms'.
In the event of a technical problem, you may contact the following:
- the Financial Aid Department for assistance on the online application procedure;
- the Guichet.lu Helpdesk for assistance on how to use MyGuichet.lu;
- LuxTrust for all questions regarding LuxTrust certificates.
Processing of the application by the Financial Aid Department
After processing the application, the Financial Aid Department will send you a letter of approval specifying the amount of the grant and of the loan being awarded to you for the first instalment of AideFi for the current academic year.
The State will pay the grant into the student's bank account 2 to 4 weeks after the Financial Aid Department sends the letter of approval.
Duration of AideFi
Standard programme length
You can continue to benefit from AideFi for the official duration of your study programme.
If you only submit your first application after having already started your programme, the aid will only be awarded for the remaining official duration. Semesters completed prior to your initial application will not be added to the standard length of the programme.
Change of studies
If you change your study programme without having completed your previous programme, semesters for which AideFi was already awarded will continue to be taken into account. That is, the semesters already funded during your previous programme are taken into account when calculating the remaining duration for which you are eligible for funding.
Additional semesters
If you have exceeded the standard award period, you may be able to benefit from 2 additional semesters if you have successfully completed at least 50% of the ECTS credits that you would normally have been able to obtain in the relevant programme.
If you have used only one of these additional semesters in a particular programme, you may use the second in another programme.
After using the 2 additional semesters in the form of a grant and loan, you can still benefit from the full AideFi in the form of a loan for a maximum of 2 semesters if:
- you have a maximum of 60 ECTS credits left to complete; or
- you are enrolled in the final year of a programme whose structure is not based on ECTS credits.
These additional options are granted only once throughout your entire higher education, regardless of the number of programmes that you take.
Additional studies after obtaining a diploma
If you have completed a short cycle or a first cycle for which you received AideFi, you may be eligible for aid again, subject to certain conditions, in order to pursue:
- another short cycle;
- another first cycle;
- a single cycle.
If you have completed a second cycle or a single cycle, you can no longer obtain AideFi to return to a short cycle or first cycle.
Progress checks
In order to benefit from AideFi, you must demonstrate sufficient progress in the programme for which you are applying for aid.
Only credits gained in the relevant programme are taken into account.
Short cycle, first cycle and single cycle
After 4 semesters of studying, you must:
- have gained at least 60 ECTS credits in the relevant programme; or
- be enrolled in the second year of the course if the programme is organised on the basis of years or other given duration, rather than on the basis of credits.
2nd cycle
After 2 semesters of studying in a second cycle, you must:
- have gained at least 30 ECTS credits in the relevant programme; or
- be enrolled in the second year if the programme is not organised on a credits basis.
Progress checks after changing studies
If you have changed studies and are applying for aid after 4 semesters of studying, you must:
- have changed course no later than after the first 2 semesters and have gained at least 30 ECTS credits at the end of the first 2 semesters of your new programme; or
- be enrolled in the second year of the new programme if it is not organised on a credits basis; or
- have gained at least 60 ECTS credits in the new programme.
Anti-overlap provisions
AideFi cannot be combined with:
- financial aid for higher education courses awarded in your country of residence;
- equivalent aid;
- other financial benefits granted on the basis of your student status.
Amounts received are deducted in full from the AideFi, on a semester-by-semester basis.
You must provide:
- an official document showing the amount awarded; or
- an official document showing the reason for rejection.
If no official document is submitted, AideFi cannot be awarded.
Financial support awarded on the basis of your particular academic merit, and grants paid under international mobility programmes (notably Erasmus+), do not apply for such deduction.
Part-time study
If you are studying part-time, you are entitled to grants, additional amounts and loans at 50% of the amounts granted to full-time students.
The award period for financial aid is 2 times the normal duration of full-time study on the same programme.
Progress checks must confirm that you have gained at least 50% of the ECTS credits, or the equivalent, required of a full-time student on the same programme.
Students facing serious and exceptional circumstances
The law contains specific provisions covering certain serious and exceptional circumstances:
- if you are faced with exceptional costs or are in a position of social or financial vulnerability, you can obtain a semester-based increase in your financial aid;
- if you are prevented from progressing normally with your studies, you may be given:
- an extension to the award period for your financial aid; or
- the opportunity to postpone the progress checks of your results.
You must submit your application for an additional amount, an extension or a postponement of your results check in writing to the Financial Aid Department.
Supporting documents may be requested. Applications are granted on the basis of a positive decision by the statutory commission as provided for in Article 26 of the Law of 6 July 2026 on state financial aid for higher education.
Review and repayment of aid
An award decision may be reviewed for the current or previous semester, resulting in:
- an increase; or
- a reduction; or
- withdrawal of the aid granted.
If the review indicates that funding has been received unlawfully, the aid must be repaid.
Amounts to be repaid:
- can be deducted from subsequent grants or loan instalments; or
- be repaid by you.
You may also face criminal penalties if you have:
- made a false declaration;
- concealed information;
- produced false documents.
Appeals
If you receive a negative decision following your application for AideFi, you may appeal in the usual way, subject to the statutory deadlines:
It is also possible to lodge an appeal with the Ombudsman.
